Modalities for the management of public institutions in the city

(Adopted by Decree No. 8 of 19 August 2013, by the Permanent People's Government of Honour, on 29 July 2013)

Article 1, in order to promote eco-civilization, enhance the management of public institutions, increase efficiency in energy use, reduce the cost of administrative operation, play a role in public institutions in the overall social section, and develop this approach in the light of the provisions of the Law on Saving Energy in the People's Republic of China, the Regulations on Public Institutions, the regulations on the construction of eco-civilized urban regulations in Hygis.

Article 2 refers to public bodies, as well as national organs, utilities and groups that use financial funds in all or part of the city.

Article 10

Article 11. Public institutions should plan, in line with the characteristics of this unit and the status of utilization in the previous year, develop annual energy efficiency targets and implementation programmes that are tailored to the implementation of energy efficiency or adaptation measures, ensure the completion of the energy efficiency objectives and report on the request of the public institutions of the current people.

Article 12. Article 13. Article 14. Public institutions should implement the energy consumption measurement system by providing for and using qualified energy measurements in accordance with the law, distinguishing between the types of energy-efficient, the use of energy-efficient systems, the progressive promotion of energy consumption subsectors, classifications, sub-projects, the establishment of a energy consumption monitoring system and the need for monitoring equipment to carry out real-time monitoring of the energy consumption situation, the timely detection, correction of waste and the cost savings.

Article 15. Public bodies should designate specialized persons to be responsible for energy consumption statistics, and to establish energy consumption statistics desk accounts, such as real recording of raw data on energy consumption, enhancement of data analysis, and increase the level of energy consumption monitoring, in accordance with the relevant provisions and requirements of the Public Institutions Energy Resources Consumer Statistics System. Article 23. Article 24 should take the following measures to enhance the management of vehicle festivals:

(i) Management of public service vehicles and strict control of the number of vehicle maintenance.

(ii) Public service vehicles should be given priority to the selection of low-energy, low-pollutant vehicles, the promotion of vehicles using clean energy and the strict implementation of the vehicle reporting system.

(iii) The establishment of a public service vehicle registration system prohibiting the use of vehicles for non-public purposes, strict enforcement of the targeted vehicle fuel, targeted maintenance, etc.

(iv) Strict implementation of the 100-kilometre oil classification control standards for vehicles, regular publication of the life and fuel consumption of single vehicles, and introduction of a single vehicle cost accounting and fuel incentive system.

Sections of public institutions in the city, district (communes, district) should be designed with the relevant authorities to develop plans for the rehabilitation of existing buildings and to organize implementation.

The new construction of public institutions and the renovation of existing buildings should strictly implement national regulations and standards relating to the design, construction, probation and completion of construction projects, and the monitoring of implementation of the relevant provisions and standards of the State should be strengthened by the authorities of the urban, district and district governments.

Sections of public institutions in the municipalities, districts (markets, districts) should be subject to the same sector to strengthen oversight inspections of public institutions at this level and at the lower level. Oversight inspections include:

(i) Develop, implement annual energy efficiency targets and implement programmes.

(ii) Energy consumption measurement, monitoring, statistics and reporting.

(ix) Other sections provided for in laws, regulations and regulations may monitor inspection matters.

Priority monitoring should be given to public bodies that are not well equipped with a severe excess of the use of energy consumption criteria. Public institutions should cooperate with the supervision of inspections, such as true clarifications, information and data on energy resource consumption, without denying and concealing them.

(v) No report on energy consumption statistics and analytical reports, as requested.

(vi) The use of energy in excess of energy consumption is not justified by the authorities at this level.

(vii) No energy audit was conducted in accordance with the provisions or no efficiency measures to enhance energy use were taken in accordance with the audit findings.

(viii) To deny, block the supervision of inspections.
