Metropolitan Urban Network

(The 18th ordinary meeting of the Shanghai People's Government, held on 29 July 2013, considered the adoption of Decree No. 4 of 5 August 2013 by the Government of the Shanghai City, which came into force on 1 October 2013)

Chapter I General

Article 1

In order to strengthen urban integrated management, integrate public management resources, improve management effectiveness and public service capacity, this approach is based on the reality of the city.

Article 2 (Definition)

The urban network described in this approach is managed in a manner that refers to the fact that, in accordance with the standard of harmonization of work, the specialized agencies established by the Government of the People's Republic of the District (Parea) are assigned to the disposal sector through specific urban management information systems, and the modalities for the monitoring and evaluation of the disposition process.

The Network of Responsibilities means a clear, small and appropriate management area based on standard demarcation, which is the geographic basic unit of urban network management.

Components refer to public facilities, equipment related to urban operation and management, such as bathymetry, sabotage, power, telephone booths, jeopardy, road escorts, garbets, garbage, oil stations.

Incidents refer to actions that are taking place without care, unlawful charging, destroying greens, unlawful arranging, illegal passenger transport, undocumented exhumation, smoking pollution, illegal pedagogical treatment, illegal food processing, and the impact of the public management order, such as exposure to garbage, road breakdown and slackening.

Article 3

The urban network is governed by the principle of “conduction, resource integration, reorientation, real-time monitoring”.

Article IV

The joint meeting on urban digitization is responsible for the integrated coordination of major management matters in the city's network.

The city's transport administration is the administrative authority responsible for the management of the city's network of urban networks, which is affiliated with the city's digitized urban management body responsible for the specific management of the city's urban network.

The People's Government is the subject of the responsibility for urban network management in the region under its jurisdiction, and its host city network is responsible for specific implementation.

The management of urban networks within their respective responsibilities is responsible for the management of urban networks.

Article 5

The urban network of urban networks should be prefabricated in the management information system, which is gradually shared with other management areas.

People's Governments should establish mechanisms for urban network management with the existing joint law enforcement system; problems identified in urban network management can be addressed through the joint law enforcement system, depending on actual needs.

Article 6

The relevant administration sector is financially guaranteed by the city and the district (zone) to assume the funding required for urban network management.

Public service units should be included in the existing funding channels of this unit, owing to the funding required for the handling of urban networks.

Relevant workload data in urban management information systems can serve as a basis for the measurement of requirements.

Chapter II Planning, work standards and information system-building

Article 7 (planning)

The city-building transport administration sector should organize development planning with the relevant administrations, in accordance with the requirements of the National Digitalization Urban Management Model and the prevailing situation in the city.

Urban networks management development planning should clearly identify the targets, regions, standards, processes and information systems.

Urban digitization of urban administrations should develop corresponding implementation plans based on urban networks.

The People's Government should develop specific implementation programmes for the management of urban networks in accordance with the urban network's grid management development planning and implementation plans, and report on municipal transport administration.

New cities in this city and new municipalities should be synchronized with the establishment of a urban network management system.

Article 8

Components and events that can be found in the management of public utilities, construction, road traffic, transport, urban care, sanitation, environmental protection, parking greenization, business administration, food medicine surveillance, safe production monitoring, public health, should be included in urban network management.

Article 9 (Development of working standards)

The city-building transport administration sector should develop the urban network management standards and the technical standards of the urban network management information system in conjunction with the relevant administration and public service units, and be made public to society.

Urban network management standards should clearly incorporate specific categories of components and events managed by urban networks, names and their descriptions, division of responsibility, rules of assignment of cases, disposal requirements, processing processes, disposal time frames, etc.

The urban network's technical standards for managing information systems should clarify the functionality and performance of systems, operating environments, coding systems and basic data management.

Article 10 (Information systems-building)

The urban digitization of urban administrations should establish an urban-level urban network-based information platform for recording, regulating the operation of urban networks, in accordance with the requirements of national, current city information engineering planning and urban network-grid management development planning.

The People's Government of the Region (Parliament) should establish a platform for urban network management information for the receipt, assignment and disposal of components and events, in accordance with the requirements of the specific implementation programme of the urban network of the current administrative region, as well as a monitoring platform for urban networks, in line with the regional realities of the area under its jurisdiction.

The city's related administration sector, public service units should be equipped with the sector, the urban network of this unit, which is used to receive sub-mission information and feedback on components, incidents.

Urban digitization of urban administrations should provide technical support for the building of the urban network of information platforms.

Article 11 (Information systems maintenance requirements)

The operation of the urban network is maintained and should be consistent with the requirements of the city-wide harmonization.

Urban digitization of urban administrations should develop a system for the operation of the urban gate management information system, with clear maintenance requirements and ways of maintenance.

Chapter III Management process

Article 12

Regional (territorial) urban networks should be organized by the network of supervisors to conduct day-to-day inspections of the responsibility network.

The gate supervisors, for the components and events identified in the conduct of the mission, should be able to file the relevant information through, for example, photographs or photographs, the urban network of urban networks of the gateway. Article 14.

Regional (territorial) urban networks should be assigned to the relevant administration or public service units within the prescribed time frame, in accordance with the content and division of duties. The relevant administration and public service units should follow up on the case information sent by specialized personnel to the urban network of urban networks in the receiving area (the district).

The case involved multiple administrations or public service units, where district (zone) urban networks are appointed by an administrative department or public service unit to receive information on the assigned cases.

Article 15

The relevant administration or public service units should complete the case disposal within the prescribed time frame, and feedback on the results of the disposition of cases to the urban network of district (zone) urban networks to the district (zone) urban network management authorities; and if no case is completed within the prescribed time frame, the district (zone) urban network should be informed and justified in a timely manner.

In cases where administrative penalties are required, the information transmitted by the urban network of district (zone) is certified by the relevant administrative administration.

Article 16

After feedback from the urban network (zone) management authorities, gate supervisors should be arranged for on-site verification of the results of the case disposal. Upon verification, the results of the disposition of cases are in compliance with the requirements for disposal, and the urban network of district (zone) should be closed; the case should be returned and requested to be returned.

Article 17

Regional (territorial) urban networks should be given prompt access to information such as access to the urban network management information system, without undue change, removal and disclosure.

The relevant administrations, public service units should regularly analyse the relevant case information contained in the urban network management information system and serve as a basis for improving the efficiency of urban network management, improving the level of industrial management and strengthening scientific decision-making on integrated urban management.

Chapter IV

Article 18

In cases where GCI monitors have found or on-site verification that require the common disposal of multiple administrations, the gate-grid management body can communicate the case in a timely manner to the People's Government of the District (Parea); the People's Government of the District (Parea) may organize joint law enforcement cases, including through joint law enforcement.

Article 19

In cases involving administrative or municipal sector management in the cross-zone (zonal) administrative regions or municipalities, the urban network of urban networks should be assigned in a timely manner by urban digitized urban management agencies.

There is controversy about the handling of cases, and the construction of the transport administration in the city should be responsible for coordinating the handling of cases; and, where necessary, the relevant administration or public service units can be directly designated.

Article 20

The relevant administration or public service units do not complete the case disposal process in accordance with the provisions of this approach and are not justified or justified, and the construction of a transport administration sector or a government of the population of the district (zone) can be inspected.

Chapter V Evaluation and appraisal

Article 21

Urban digitization of urban administrations should oversee and inspect the management of urban networks in the district (zone).

Article 23

The results of the evaluation under article 22 of this approach shall serve as one of the following considerations:

(i) The Government of the Municipalities conducts a study of the urban management objectives of the various districts (beginal) people's governments, the relevant municipal administrations and public service units;

(ii) The Government of the People's Government of the communes (communes), the streets and the urban management objective of the relevant administrative and public service units in the district (zone);

(iii) Related industrial management appraisals.

Article 24 (Social oversight)

Any unit and individual found that urban network management was in violation of the provisions of the scheme and was entitled to report to the Government of the city on the construction of the transport administration sector or related areas (the district). The city's transport administration sector or the people's governments in the relevant districts (the district) should verify and process reports in a timely manner and provide feedback on the results.

The verified reports should serve as one of the basis for the evaluation under article 22 of this approach.

Chapter VI Legal responsibility

Article 25

Any unit or person has one of the following acts, which is dealt with by the public security authorities in accordance with the relevant provisions of the Law on the Safety and Security of the People's Republic of China; constitutes an offence and is held criminally by law:

(i) Intimidating, threatening or harming network inspectors;

(ii) Damages, seizures of the work equipment and transportation tools of the network inspectors;

(iii) The obstruction of the normal conduct of the gateway, other acts of finding duties, which are punishable by law.

Article 26

The lack of compliance by GCI supervisors with the standard of work and substantive operating processes under this approach has resulted in a lack of timely identification of the adverse consequences of the major problems of components or events, and the urban network of district (zone) should be addressed by the urban network management body.

Article 27

Public service units are not disposed of in accordance with the provisions of this approach, and municipal digitization of urban administrations or urban networks (at the district) should be informed by the relevant industry authorities; they are addressed by the relevant industry authorities in accordance with industry laws, regulations, regulations and regulations.

Article 28

In violation of this approach, the relevant executive branch of the city, the urban network is one of the following acts, either by the superior authorities, acting on the basis of their mandate, by reordering the period of time, communicating criticism, and by giving the direct responsibilities a warning, default or excessive disposal in accordance with the law; in exceptional circumstances, giving downgradation, removal or removal:

(i) No gateway was arranged by the gate supervisory;

(ii) No case is made in accordance with the provisions;

(iii) Failure to deal with cases in a timely manner with adverse consequences;

(iv) Beaching on or dealing with coordination responsibilities in special cases.

Chapter VII

Article 29

The city has not yet been incorporated into the professional management area of urban networks, which can establish a professional network management platform, in accordance with the relevant provisions of this approach, and access to the urban network management information system.

Article 31 (Actual date of application)

This approach has been implemented effective 1 October 2013.
