Metropolitan city digitization of municipal administration

(Act No. 275 of 18 December 2013, by the 31st ordinary meeting of the Government of the Republic of China, held on 4 December 2013, the publication of the Ordinance No. 275 of 18 December 2013 of the Government of the People's Republic of China, which came into force on 1 February 2014.

Article 1 provides for the integration of urban management resources, the regulation of digitization of urban administrations, the improvement of urban management effectiveness and public service capacity, and the development of this approach in line with the relevant legislation.

Article 2

Article III of this approach refers to the use of modern information technology, quantification of management standards, the creation of a digitized urban management information system, the identification and disposal of urban management components, information on urban management events and management activities for the monitoring of disposal.

The scheme referred to urban management components as facilities in the public area of urban administration, including public utility types, road traffic types, urban environmental congestion, parking greenification, housing types, and municipal utilities.

The urban management incident referred to in this approach refers to persons or natural factors that result in environmental, order or destruction in urban cities, and to the need for urban management to address the relevant professional sectors in order to restore normality and behaviour.

Article IV sets the principles of integrated planning, resource integration, decentralized management, division of labour and timely disposal in urban management.

Article 5 of the municipal administration is responsible for the integration of city-wide digitization of urban management; the organization of the development and coordination of the functioning of the digitized urban management information system, which is assumed by the city's digitization municipal administration.

The People's Government of the District (Autonomous Region) (which includes new areas established by the Government of the city, development zones, parks etc.) is responsible for the organization of the implementation of the current administrative region (zone) digitization of urban administration.

The municipalities and districts (Autonomous Regions) are responsible for the administration sector, in line with the division of responsibilities, to implement the digitization of urban administration.

All persons, administrators and management maintenance units (hereinafter referred to as public service units) should perform management maintenance obligations and be responsible for digitizing urban management-related work.

Article 6. The municipal administration authorities shall organize, with the approval of the Government of the city, a city-wide digitization municipal management plan with the relevant executive and public service units.

In accordance with the digitization of municipal administration planning in the city-wide city, the municipal administration authorities of the District (Autonomous Region) organize the development of the digitization of municipal management planning in the current administrative region (zone) with the approval of the territorial Government.

Article 7 quantification of public service infrastructure in urban management information systems is guaranteed by the same level of finance, such as planning, operation maintenance and upgrading.

Article 8. Municipal administrative authorities shall organize local standards and norms, such as urban management components, incident collection, case, disposal, closure, in accordance with national standards and norms governing urban management, in accordance with local realities.

Article 9

The digitization of urban management information systems should be compatible and accessible to meet the need for the development of sensible cities, sharing resources with systems such as geo-information, emergency command, public safety video, transport management, and local networks, in the relevant administration and urban management units.

Article 10 The municipal and district administration authorities should be equipped with appropriate information-gathering, seating and technical maintenance professionals to guarantee the regular operation of the digitization of municipal management information systems.

The municipal and district administration authorities should establish a public service platform such as the 12319 Urban Management Service hotline, which incorporates the digitization of municipal administration information systems, and receive public advice 24 hours to receive reports, complaints.

Article 11. The municipal and district administration authorities should organize a comprehensive census of urban management components, events and regional module networks, in accordance with national and present municipal standards and norms. The relevant units should provide real and accurate information on the basis of urban management components and events.

The unit responsible for the integrated census of urban management should be in line with the State's provisions on qualifications and scope of operations.

Article 12. Consolidated census data on the management of urban municipalities shall be updated in due time, in accordance with the provisions of the State and the city.

Article 13 addresses urban management components, incidents, and is responsible for all, management or management of maintenance units.

The municipal and district administration authorities should be divided with the relevant administration, public service units to determine the disposal responsibility units.

The disposal responsibility unit is not clear and is coordinated by the Government of the People of the Region (Autonomous Region) to determine the disposal responsibility unit; the cross-zonal districts are coordinated by the municipal administration authorities to determine the disposal responsibility unit.

Article 14.

Article 15. Article 16 provides information on urban management received by the municipal and district administration authorities (in self-government districts) in accordance with the criteria for the case. The reasons should be given.

Article 17 The municipal and district administrative authorities shall dispatch the caseload to the disposal responsibility units in a timely manner, in accordance with the criteria and time frames for disposal.

The responsibilities for disposal are public service units and the municipal administration authorities should also be informed in conjunction with the relevant administrative authorities that the relevant administrative authorities should be urged to facilitate the timely disposal of public service units.

Article 20 Municipal administrative authorities should be informed if they may endanger public safety or have a greater impact.

Article 21, after the disposal of the responsible units, should be closed to the dispatching units of the mission. The verification is in compliance with the standards of completion; the mission dispatch cell should be re disposed of once again.

Article 22 states that the municipal administration authorities shall regularly make statistics on urban management components, the disposition of events and the closure of the situation, and make them public.

Article 23 of the responsibility to dispose of urban management components, events and evaluation results should serve as the basis for their effectiveness in the relevant sectors.

Article 24 governs the executive branch and its staff members who play a role in dealing with urban management issues, abuse of authority, and provocative fraud, which are dealt with by the competent organs.

Article 25 shows that the relevant units or individuals violate the relevant laws, regulations, regulations and regulations are dealt with by the relevant authorities in accordance with the law.

Article 26 threatens, intimidation, insults or acts of violence that result in physical injury to the person collected by the information, as well as theft, seizure, destruction of information-gathering equipment, in violation of the provisions of the security administration, by law by the public security authorities; and the transfer of the judiciary to justice by law.

Article 27 is implemented in the regional reference approach to digitization of urban administration beyond the city planning area.

Article 28 of this approach is implemented effective 1 February 2014.
