Gang province-specific fire fleet-building management approach

(Summit 26th ordinary meeting of the Government of Gangong on 11 October 2013 to discuss the adoption of Decree No. 108 of 16 October 2013 by the People's Government Order No. 108 of 16 October 2013, the application of 1 January 2014)

Article 1, in order to strengthen and regulate the construction and management of special fire brigades, enhance fire prevention, recovery and emergency response capacity and guarantee physical, property security. This approach is based on the laws and regulations such as the People's Republic of China Fire Act, the Gang Province Fire Regulations.

This approach applies to activities such as the construction and management of special fire brigades within the territorial administration.

Article 3 of this approach refers to a dedicated fire brigade, which includes a dedicated fire brigade and unit of the Government.

The Government's dedicated firefighting team means a dedicated fire brigade established by all levels of people, with the exception of the public safety fire fire brigade, which is a dedicated fire brigade established by the enterprise unit.

Article IV. Governments at all levels should incorporate the Government's dedicated fire-fighting fleet construction, fire-fighting equipment construction into infrastructure-building investment plans and fiscal budgets, and include Government-wide fire safety and operational requirements in the same fiscal budget.

The above-mentioned sectors of government development and reform, finance, civil affairs, human resources and social security, transport, construction, tax, etc. should be dedicated to the construction and management of fire brigades in accordance with their respective responsibilities.

Article 5

More than the people at the district level are responsible for the supervision and specific operational guidance of the Special Fire Team.

Article 6 Governments and relevant sectors should provide recognition and incentives for dedicated fire brigades and their personnel that have made significant achievements in the prevention, recovery and emergency response.

Article 7 is one of the following cases, and the Government of the communes (communes, zones), communes (communes) should establish a Government-wide fire brigade:

(i) The number of firefighting stations does not meet the cities provided for by national standards (including the location of the population at the district level);

(ii) The establishment of more than 5 square kilometres of area or more than 50,000 people (communes);

(iii) townships that are vulnerable to the production, sale, storage units and labour-intensive enterprises;

(iv) National and provincial focus towns, historic cultural cities;

(v) Other areas requiring the establishment of a dedicated Government fire brigade.

The following units shall establish a dedicated unit fire brigade:

(i) Large nuclear facilities units, large power plants, civilian airports, major ports;

(ii) The production, storage of large businesses that are vulnerable to explosive hazards;

(iii) Large warehouses, bases that can fuel important material;

(iv) The management unit of the archaeological complex, which is far from the public safety fire brigade and has been designated as the national focus protection unit;

(v) Management units of the tunnel or the tunnel block;

(vi) The risk of fire beyond the provisions of subparagraphs (i), (ii) and (iii) of this paragraph is greater, and other large enterprises far from the public safety fire fleet.

Article 9 builds on a dedicated fire brigade (station) and plans to select sites, build standards and fire vehicles, equipment, firefighters' personal protection equipment standards are implemented in accordance with the National Urban Fire Station Standards; and the Government's dedicated fire brigades, which plan their location, construction standards and firefighting vehicles, equipment, firefighters' personal protection equipment standards in accordance with the National Town Fire Team standards.

Article 10, after the construction of a special fire brigade, should be reported to the provincial public security agency fire agency and should not be abandoned. Removal or re-engineering of units or separation, consolidation and other statutory circumstances should be reported to the provincial public security agencies fire agency.

Article 11. The Government's dedicated firefighters should be admitted through public recruitment, in accordance with the plans made by the provincial public safety agency fire agency.

The full-time firefighters of the unit were either assigned or recruited by units.

Article 12

(i) Voluntary firefighting efforts and good goods;

(ii) The age of 18 years and under 35 years;

(iii) Educate higher education;

(iv) Physical health and compliance with the standards of medical examinations for recruitment.

The heads of specialized fire brigades should have a large number of qualifications for fire safety. Special firefighters are given priority from retired soldiers and those with fire skills.

Article 13 provides for a dedicated firefighter with one of the following cases:

(i) The age of more than 45 years;

(ii) Physical incompatibility with national standards of occupational health for firefighters;

(iii) No basic skills of firefighters within the period specified;

(iv) Other cases where firefighters are not appropriate.

Article 14. The dedicated fire brigade shall perform the following duties:

(i) To receive a unified movement control movement of local people, public security agencies, firefighting agencies, to participate in fire-saving, emergency relief and on-site work to deal with disaster accidents;

(ii) To protect disaster scenes and assist the relevant sectors in investigating the causes of disaster accidents;

(iii) Maintain regular maintenance of fire vehicles and equipment, and the establishment of corresponding fire operations information files, with the availability of road, firewater, fire safety focus units, focus units, etc. in the area responsible;

(iv) The development of fire safety-focused units for fire relief and the organization of regular exercises;

(v) Accurate data on the movement, fire-fighting and emergency response from the statistic jurisdictions, as required;

(vi) To assist the public security authorities in the promotion of fire safety knowledge and training for education;

(vii) Other responsibilities under laws, regulations and regulations.

In addition to carrying out the above-mentioned responsibilities, the Unit should conduct fire prevention missions, and the supervisory authorities and individuals should implement fire liability regimes in the relevant sectors and individuals, and in a timely manner eliminate fire spoilers.

Article 15. Special firefighting teams are governed by paramilitaryization and are implementing systems such as night-time duty, request for leave and exchange.

The full-time firefighting team shall not be less than 70 per cent of the total.

Article 16 provides for a professional accreditation system for firefighters, professional skills identification and the use of vocational skills as a basis for grade and promotion.

Special fire firefighters should be structured in their daily work.

In accordance with national standards, the firefighting vehicles dedicated to fire brigades are equipped with warnings, markings, and the vehicle's “fire” or mark.

The firefighting vehicles, equipment and equipment dedicated to fire brigades shall not be used for matters that are not related to fire recovery and emergency relief.

The Government's full-time firefighter pay should not be lower than the average wage level of the employees of the regional unit and receive a comparable benefit for the employees of the unit.

The requirements for the unit-specific fire brigade are guaranteed by this unit. The wage benefits of the unit-specific firefighters should be implemented in accordance with the agreement of the labour contract.

Article 19 establishes the population and unit of the special fire brigade to deal with basic old-age, basic medical care, work injury, unemployment, etc., in accordance with the law, as well as the personal accident insurance for special firefighters who are extinguishing.

Article 20, when the contract of a special firefighter expires or otherwise leaves it for normal reasons, the unit of which should be properly arranged in accordance with the relevant provisions and the agreement of the labour contract.

Article 21 participates in fire strikes, emergency relief efforts or special firefighters who are injured, maimed and sacrificed in fire training, in accordance with the provision for livelihood security, medical treatment and pension treatment; and in accordance with the relevant national provisions.

Article 22 Fire agencies and units of the public security agencies are required to encourage and support the participation of specialized firefighters in vocational skills training and vocational skills identification and to obtain the corresponding vocational qualifications certificate.

Article 23. The acquisition of firefighting vehicles to compensate for the acquisition of taxes in accordance with the relevant provisions of the State. The fire-fighting vehicles carrying out fire-saving and emergency relief missions are exempted from the movement of vehicles on the way forward.

Article twenty-fourth firefighting vehicles dedicated to fire brigades carry out fire-saving, emergency relief missions and, in order to ensure security, are not subject to movement rate, route, direction and command signals. Other vehicles, as well as buoys, should be allowed by the Transport Management Command to ensure the rapid movement of firefighting vehicles dedicated to firefighting teams.

Article 25 of the Government's dedicated firefighting squads are not charged with any cost.

The units participate in fuel, fire extortion and equipment, equipment, etc. damaged by fire-saving and emergency relief outside the unit, and are compensated by the Government of the population at the district level following the approval of the fire agency.

Article 26 does not establish a dedicated firefighting team or establish a retroactive, in accordance with article VII of this approach, and is being retroactive by the Government of the High-level People, the competent administrative body or the public security authority fire agency. Until such time, the principal and direct responsibilities are dealt with by law.

Article 27, in violation of one of the following circumstances, is governed by the law by the principal and direct responsibilities of the dedicated fire brigade; constitutes an offence and is held criminally by law:

(i) The instructions received from the police or the fire agency of the public security authorities to evacuate the site without delay;

(ii) In carrying out tasks such as fire extortion, emergency response assistance, it is not subject to the unity of command of the fire agency of the public security authorities;

(iii) The maintenance of fire equipment, the maintenance of equipment and the impact of fires on rescue and emergency relief;

(iv) Non-implementation of the provisions of the routine operation;

(v) The firefighting vehicles are used for matters that are not related to fire recovery and emergency relief.

Article 28 violates other acts of this approach, and the provisions of the law have been dealt with.

Article 29 of this approach is implemented effective 1 January 2014.
