Means of scientific and technical incentives in the city of Hiroshima

(Adopted at the 14110th ordinary meeting of the Government of 14 April 2014, by Decree No. 103 of 20 May 2005 on the People's Government Order No. 103 of 20 May 2014.

Chapter I General

Article 1 provides incentives for individuals and organizations that have made a prominent contribution to scientific and technological progress and ownership innovation in the city, mobilizes the active and creative nature of science and technology workers, promote scientific and technological progress, enhance autonomous innovation capacities, build national innovation cities, promote economic development and social development in the city, and develops this approach in line with the National Science and Technology Approval Regulations, the Automated Innovation Promotion Regulations in the Province of Massinland and the STI regulations in the city.

Article II applies to individuals, organizations that encourage scientific and technological research development, the transformation of science and technology outcomes within the city's administration, as well as to individuals, organizations that have contributed to the advancement of science and technology in this city and autonomous innovation.

Article 3 encourages the social forces to carry out scientific and technical incentives, but does not violate the relevant provisions of the State.

Article IV recommended, evaluated and awarded the municipal science and technology awards in accordance with the principles of science, openness, equity and justice; adherence to high standards, strict requirements and preference.

Article 5. This approach is organized by the municipal science and technology administration authorities.

Chapter II

Article 6. The Municipal People's Government has established municipal science and technology awards, which are issued annually. The municipal science and technology awards include both science and technology Mayor awards and science and technology advancement awards.

The Science and Technology Mayor Award does not create a hierarchy.

The Science and Technology Progress Prize includes natural sciences, technology invention, technology development, social good and major engineering categories, divided into one such award, two awards and three awards.

Article 7.

Article 8 Mayor awards for science and technology to create scientific and technical workers with great economic benefits or social benefits, either after the adoption of a major breakthrough in contemporary science and technology, in the development of science and technology, or in the industrialization of science and technology innovation, science and technology.

Article 9 awards to individuals and organizations contributing to:

(i) Natural sciences: in natural science projects, basic research and application basic studies are carried out, articulating natural phenomena, characteristics and regulations and making significant scientific findings.

(ii) Technical inventions: major technological inventions such as products, processes, methodologies, materials and systems using scientific knowledge in the application of basic research projects.

(iii) Technical development categories: the completion of major technological innovation, the transformation of science and technology outcomes in technology development projects and the achievement of significant economic benefits.

(iv) Social public goods: social public goods such as science and technology basic work or universal access to scientific and technological knowledge, have been tested in practice to achieve significant social benefits; and in the implementation of soft scientific research projects such as science management, decision-making sciences, the results of which have been adopted and applied for decision-making in the relevant sectors and achieved significant social benefits.

(v) Major types of work: in major engineering projects implementing national economic and social development plans, the security of works has reached more advanced levels in the country and is consistent with national relevant industrial policies.

Chapter III Recommendations, evaluation and award

Article 10

(i) The executive branch of science and technology at the district, district level.

(ii) In the provinces, the Government of the city concerned the constituent sectors, the immediate institutions and the people's groups recommended.

(iii) The National Lobby Unit, which is recommended by provincial and municipal entrepreneurship units.

(iv) More than three peer enterprises recommend.

(v) More than two scientific and technical experts recommend.

Article 11. The Government of the city has established the Committee for the Evaluation of Science and Technology Awards (hereinafter referred to as the Evaluation Committee), which is responsible for the evaluation of the current municipal science and technology awards. The members of the Evaluation Committee are composed of experts, scholars, executive heads, with fewer experts, scholars than 80 per cent.

The Office of the Evaluation Committee is located in the municipal science and technology administration authorities responsible for evaluating the Committee's daily work.

Article 12. The Evaluation Committee has established a number of disciplines (special) evaluation teams responsible for the pre-assessment of municipal science and technology awards within the scope of the disciplines (specialised).

The evaluation teams of the disciplines (specialist) are implementing the initial evaluation and will be presented to the Evaluation Committee by the awardee (Organizational), the project and the incentive hierarchy. The evaluation committee evaluated the results of the evaluation.

The members of the Evaluation Committee and the Panel of Conduct (special) should be avoided if they were in the interest of individuals and organizations participating in the selection of science and technology awards.

Article 14. The evaluation of municipal science and technology awards is subject to social scrutiny and the application of the system of objections. The Evaluation Committee shall make the Social Digestion and the proposed awards available for 30 days.

Any unit and individual dissenting may object to the office of the Evaluation Committee in the public gallery period, which is later inadmissible.

Article 15. Evaluation results shall be approved by the Government of the city.

Article 16 mayor awards for science and technology are signed by the Mayor. The Science and Technology Progress Prize was awarded by the Government of the city.

Article 17 Each award for scientific and technological progress was $30,000, $20,000, three others.

The municipal science and technology awards related to advice, evaluation, awards, etc., are integrated in scientific and technical funding and included in the annual sectoral budget of the municipal science and technology administration authorities.

Chapter IV Legal responsibility

Article 18 deducts, conceals the discovery, invention and other scientific and technological outcomes of others, or uses other unjustifiable means of decepting the municipal science and technology awards, which are revoked by the municipal science and technology administration authorities following the approval of the Government of the people of the city, recovers the certificates and awards, and removes the eligibility to apply for municipal science and technology awards within five years through the media.

Article 19 recommended units provide false data, materials, assist others in decepting municipal science and technology awards, which are criticized by the municipal science and technology administration authorities, in serious circumstances, suspension or removal of their recommended qualifications and, through the media, the competent and other direct holders of responsibility shall not declare all types of scientific and technological projects in the city within five years and shall be subject to administrative disposal by the relevant authorities.

Article 20 Persons involved in the evaluation of the municipal science and technology awards and related work in the evaluation exercise misrepresentation, infrastructural fraud, invocation of the eligibility to participate in the evaluation activities of the municipal science and technology awards, and in accordance with the provisions of the relevant authorities; in the case of suspected crimes, the transfer of the judiciary to be criminalized by law.

Chapter V

Article 21 does not establish separate scientific and technical awards for the sectors of the city's people's government, except as otherwise provided by the State or the province.

Article 2 The “Supports of Science and Technology Awards in Hiroshima”, issued by the People's Government on 23 March 2001, was also repealed.
