Chapter I General

Article 1 provides incentives for citizens and organizations that make a prominent contribution in science and technology progress, fully mobilizes the active and creative nature of science and technology workers, encourages autonomous innovation, strengthens corporate actors, productive research and collaboration, promote capitalization, industrialization of science and technology outcomes, build innovation, promote scientific and technological progress, promote economic and social development throughout the province, and develops this approach in line with the National Science and Technology Awards.

The Government of the People of the province has established the Sichuan Provincial Science and Technology Award. The four Sichuan Provincial Science and Technology Awards include the Science and Technology Advantage Award and the Science and Technology Progress Prize.

Recommendation, evaluation, award of scientific and technical awards in the Sichuan Province, uphold the principles of openness, equity, justice and respect for labour, respect for knowledge, respect for talent and respect for the approach created.

The recommendations, evaluations, awards of science and technology awards in four Sichuan provinces are not subject to illegal interference by any organization or individual.

Article IV

Article 5 was established by the Government of the Provincial Committee on Science and Technology Awards, and the Provincial Committee on Science and Technology Awards had been employed by the relevant expert scholars to serve as the evaluation committee and the provincial science and technology progress awards evaluation committee (hereinafter referred to as the Evaluation Committee), respectively, responsible for the selection and evaluation of the outstanding science and technology contribution awards in the provinces of Sichuan and the award for scientific and technological progress in the provinces of Sichuan.

The composition of the provincial science and technology incentive committees is presented by the provincial science and technology administration, which is approved by the Government of the province.

Article 6 encourages social forces to establish social science and technology awards. Social forces have established social-oriented science and technology awards and should comply with the relevant provisions of the State and the province, which must not be charged with any fees in incentives.

Chapter II

Article 7

(i) creativity and major research outcomes in the areas of science and technology pre-science and technology development, and those contributing to the advancement of science and technology in Sichuan Province;

(ii) To make a significant contribution in science and technology innovation, accelerating the transformation of science and technology outcomes and promoting the industrialization of high-new technologies, resulting in direct implementation of major economic benefits, ecological benefits and social benefits.

Article 8, paragraph 4, provides for the following citizens or organizations:

(i) The articulation of natural phenomena, features and regulations in basic research and the application of basic studies, with significant scientific discoveries;

(ii) The use of science and technology in such areas as products, processes, materials and systems has major technological inventions;

(iii) Considerable economic benefits, eco-efficiency and social benefits in accelerating the transformation of scientific and technological outcomes, promoting the application of advanced scientific and technological outcomes, and completing major scientific and technological works, plans, projects;

(iv) In the social good project, long-term scientific and technical basic work and socio-public science and technology are engaged, with time-testing to create significant social benefits.

Article 9 quantious contributions to science and technology in the Sichuan Province varying degrees.

The four Sichuan Provincial Science and Technology Progress Awards are divided into one such award, two awards and three awards. Citizens who make special scientific discoveries or technological inventions may award such awards to citizens, organizations that have made a prominent contribution to the completion of scientific and technological works, plans, projects and projects that are of particular importance.

Chapter III Recommendations, evaluation and award

Article X IV Sichuan Provincial Science and Technology Awards are evaluated once a year and the evaluation rules are developed by the provincial science and technology administration.

Article 11 IV Sichuan Science and Technology Awards are recommended by the following units and individuals:

(i) People's Government in the city (State);

(ii) In the province concerned;

(iii) Other units and scientific and technical experts determined by the provincial science and technology administration that meet the recommended conditions.

Article 12, Units and individual limits recommend candidates for science and technology awards in the Sichuan Province; when recommended, reports should be reviewed and submitted in the uniform format for recommendations and providing objective and authentic evaluation material.

The scientific and technical outcomes of the declaration of the Sichuan Sichuan Scholarships are one of the following cases and cannot be recommended:

(i) Access to scientific and technical incentives at the national or provincial levels;

(ii) The scientific and technical awards of the Sichuan province have been declared and the award is made clear;

(iii) There is controversy with respect to intellectual property or the completion units of scientific and technological results.

Article 14. The provincial science and technology administration should conduct a formal review of the recommended material and make public announcements to society for a period of seven working days.

Article 15. The provincial science and technology administration, in accordance with the needs of the evaluation process, draws from the provincial science and technology awards to the expert, scholars, to form a discipline or a professional evaluation team, in accordance with disciplines or professional randomly.

The recommended materials for the review of qualifications in the form of a discipline or a professional evaluation group that are subject to no objection to the publication of an initial evaluation in accordance with the provincial science and technology awards evaluation rules and will be presented to the evaluation committee.

Article 16 evaluates the initial comments made by the Panel on Disciplines or Professional Evaluations in accordance with the provincial science and technology awards evaluation rules and makes recommendations on the types and levels of awards.

Article 17 The provincial science and technology administration should make the evaluation of the Commission's proposals for incentives and candidates available to society for a period of 10 working days.

Article 18 Provincial Committee on Science and Technology Awards is responsible for the consideration of incentives, the submission of awards and the type and hierarchy of awards, and the consideration, approval of the Government of the province.

Article 19 The relevant expert scholars and relevant staff involved in the evaluation of science and technology awards in the Sichuan Province should be kept confidential to the technical content and evaluation of the kind involved, in relation to the candidate for science and technology awards in the Sichuan Province or to the evaluation project, and the completion of the project shall be avoided by the evaluation committee.

Article 20 Four Scholarship of Science and Technology and Progress Awards were awarded by the Government of the Provincial People.

Provincial science and technology incentives are funded by provincial fiscal budget arrangements.

The monuments of scientific and technical excellence awards in Article 214 Sichuan Province are shown in the Sichuan and can be declared by the provincial science and technology administration to the Government of the Provincial People's Government by the Ministry of Science and Technology.

The slogan of science and technology awards in four Sichuan provinces is recorded in their own archives as an important basis for the conduct of the examination, evaluation of professional technical duties and promotion of posts.

Chapter IV Legal responsibility

Article 2, which is theft, intrusive of the discovery, inventation or other scientific and technological outcomes of others, or, by other unjustifiable means, the Sichuan Science and Technology Awards are cancelled by the provincial science and technology administration after the approval of the Government of the people of the province.

Article 23 provides false data, material and assists others in decepting the Science and Technology Award in the Sichuan Province, which is criticized by the provincial science and technology administration; severe circumstances, suspension or removal of their recommended qualifications; and disposes of the units or their superiors with the direct responsibility and other persons directly responsible.

Article 24 Persons involved in the evaluation of science and technology awards and related work in the Sichuan Province, slacken, favouring private fraud during the evaluation exercise, which is disposed of by the unit or its superior authorities in accordance with the relevant provisions.

Chapter V

Article 25 Foreigners, foreign organizations have made a significant contribution to the advancement of science and technology in my province, making significant economic benefits, eco-efficiency and social benefits that are rewarded in accordance with the provisions of this approach.

Article 26 The Sichuan Provincial Science and Technology Award, issued on 6 June 2000, was repealed.
