Means of implementation of the Public Institutions Regulations in the province of Zangan

Article 1 establishes this approach in line with the laws, regulations, such as the People's Republic of China Act on Saving Energy, the Public Institutions Regulations.

Article 2

Article 4

More than the people at the district level have developed and reformed, financial, housing and rural and urban areas, transport, quality technical supervision and water conservation, and have been able to oversee management within their respective responsibilities.

In the sectors such as education, science and technology, culture, health and sports at the district level, under the guidance of the management of the same-level organs, the Government has been responsible for carrying out the work of public institutions within this system.

Article 5

Sectors such as education, science and technology, culture, health and sports at the district level should be structured in conjunction with the characteristics of the system and provide information, education and training.

The media, such as newspapers, radio, television, networks, should carry out public-private publicity.

Public institutions should promote education and job training for their staff.

Article 6. Provincial authorities should prepare and implement provincial public sector festivals, in line with the provincial long-term specific planning and provincial requirements for controlling energy consumption.

In the municipalities, districts (markets, districts) and administrations should be designed and implemented in accordance with the same level of public institutions throughout the province, as well as in the context of actual planning and implementation of the local public institutions festivals, and in accordance with the annual planning set of energy indicators and indicators to implement public institutions at this level and in the town (the street).

Article 7

The management of government services at the district level should conduct regular analyses of energy consumption in public institutions in the current administration, form written reports, and report on time to the Government of the same-ranking people and the top-level administration.

The management of government services at the district level should strengthen the promotion, guidance and regular briefings on energy consumption in public institutions in the current region, as well as energy efficiency targets.

Article 9. The management of the authorities of the Government of the Territory at the district level should take full advantage of existing information network resources, establish the current administrative regional focus on the energy consumption monitoring information management system for public institutions and interconnection with the relevant government departments, such as the management of the top-level agencies, the energy consumption monitoring information management system for the management of sub-offices. Provincial authorities should strengthen guidance on technical standards and norms.

Article 10. Public institutions should include products, equipment in the list of government procurements and environmental mark products in the government procurement list of products and government procurement lists, in accordance with national and provincial provisions on mandatory procurement, priority procurement, and non-procurement of products, equipment and equipment for phase-out of national and provincial orders.

Article 11

The new construction of public institutions and the rehabilitation of existing buildings should be rigorously implemented by the State and the provincial regulations and standards relating to the design, construction, probation, completion of work receipts. The housing and rural-urban construction sectors of the population at the district level should enhance the review of the new construction of public institutions and the renovations of existing buildings, with the participation of representatives of the management of organs in the organization of the evaluation of the relevant departments and experts.

Article 12 encourages public institutions to adopt a contract energy management approach, entrusting service providers with a section-based diagnosis, design, financing, adaptation and operation management.

Public institutions should implement the energy management approach in the form of a contract and should identify energy-efficient services for the implementation of the contract energy management project, and be certified by a qualified third-party energy service provider, benchmarking and energy. The costs incurred by public institutions in paying their services in accordance with the contract agreement are absorbed by their cost-saving public funds.

Sections of service providers provide energy-efficient services through contract energy management, granting tax incentives, subsidies and incentives in accordance with the relevant provisions of the State and the province.

Article 13. Public institutions should conduct energy audits in accordance with the relevant provisions of the State and take measures to enhance the efficiency of energy use in accordance with the findings of the audit.

The management of the authorities of the people at the district level should select, on a regular basis, high-energy audits according to energy consumption statistics and monitoring inspections reported by public agencies at this level.

Article 14. Public institutions shall take the following measures to reduce consumption:

(i) Strengthening the integration and integration of office premises and resources, such as facilities, equipment;

(ii) A reasonable control of the number, size and duration of meetings and the full use of meetings, including in-house and television calls, web videos;

(vii) Enhance monitoring of the availability of priority departments such as cyberhouses, meals, interhydration, stoves and electricity rooms;

(viii) Other measures of efficiency under the laws, regulations and regulations.

Article 15. Public institutions shall take the following measures to enhance the management of public service vehicles:

(i) The management of public service vehicles and strict control of the number of vehicle maintenance;

(ii) Prioritization of vehicles with low-energy, low-pollutant and clean energy use, and strict enforcement of vehicle mandatory reporting systems;

(iii) Execution of systems such as the registration of official vehicles, the suspension of holidays and the importation of surfaces;

(iv) The establishment of vehicle oil pipelines, the implementation of hundreds of kilometres of oil classification control standards, the regular publication of single vehicles and fuel consumption, and a single vehicle accounting for fuel consumption and maintenance costs;

(v) Actively promote the reform of the public service vehicle system and the socialization of the public service vehicle services, and encourage staff to use public transport tools, non-motive transport tools.

Article 16 The management of the organs implements the competence and procedures of public bodies to monitor inspections, in accordance with the provisions of the Zanganangan Metropolitan Means Monitoring Scheme.

Article 17 The Government of the people at the district level should establish a system of accountability and evaluation for the achievement of the objectives of public institutions and conduct an evaluation of the achievement of the objectives of this public body. Specific work is carried out by the management of the principal organs with the relevant sector organizations.

Article 18 Any unit and individual have the right to report on the waste of energy by public institutions.

The management of the authorities of the people's government at the district level should establish a reporting system, publish a telephone or other means of communication, receive reports of waste of energy by public institutions and verify and address them in a timely manner.

Article 19, which violates the provisions of this approach, provides that the laws, regulations and regulations of the People's Republic of China, the Energy of Energy Act, the Public Institutions Ordinance and the Zangang Province (the People's Republic of China's energy-saving law) have been addressed.

In violation of this approach, public bodies have one of the following acts, and the management of the authorities of the people's government at this level will change the period of time with the relevant sectoral responsibility; and are not later rectified to inform them:

(ii) The promotion of education and job training, as required by the provisions;

(iii) No public service vehicle festivals are managed in accordance with article 15, paragraph 3, of this approach.

Article 21, a public agency, in violation of the provision of energy waste, would be able to reproduce the opinion with the relevant departments. Public institutions should complete their changes within the time frame; be briefed on the overdue changes.

In accordance with Article 22, staff in the management of the authorities of the people at the district level are able to monitor the abuse of authority in the management of public institutions, toys, neglect, favour private fraud, and are subject to the law by the competent and other direct responsibilities that are directly responsible by the authority.

Article 23 of this approach is implemented effective 1 January 2014.
