Decision of the Government of the city concerning the publication of administrative clearances for reservations and adjustments

In order to further transform Government functions, optimize the development environment and promote urban construction at the National Centre, and in accordance with the decision of the State Department to remove and decentralize a number of administrative approval projects (State communications [2013]44), the decision of the State Department to remove and decentralize a number of administrative approval projects (State release [2014]5) and the decision of the Government of the Provincial People's Government to cancel and adjust administrative approval projects (o release [2013]48), the administrative clearance of the current administrative approval of municipal units has been organized. On the basis of this study, it is decided that I have 240 administrative clearances at the municipal level and that 9 administrative approval matters are vested.

Various sectors, departments, are carefully responsible for the implementation and interface of administrative clearances, adjustments and reservations. (b) In cases of decentralization, the relevant sectors at the municipal level shall not be subject to approval, while strengthening oversight, guidance, achieving managerial weight, decentralization, regulatory and service standards are not reduced, regulatory and service standards are not reduced;

Regions, departments will continue to deepen the reform of the administrative approval system, to further reduce projects, reduce procedures, reduce time frames and reduce costs, and decentralize the approval authority, in line with deepening administrative institutional reform, accelerating the demand and zero-hurdles of Government functions, low-cost and efficient objectives. There is a need for strict administrative approval of “accessibility”, strict setting of standards, strict procedures and strict control of new administrative clearance matters. In order to establish a sound management system for administrative approval, dynamic management, regular evaluation of administrative clearance matters, strengthening the scientificization, rule of law, openness, informationization and the management of habitat. There is a need to further strengthen the management of the urban, district service centres, innovative means of approval and the level of services. Enhanced administrative inspection of the operation of the approval process, regulating the conduct of approval and increasing the effectiveness of the approval process.
