Safety management provisions for fire safety in high-risk units in the self-government area of Mongolia

(Adopted by the Fourth Standing Committee of the People's Government of the Autonomous Region on 24 March 2014, No. 201 of 11 April 2014, No. 201 of the People's Government Order No. 201 of 11 April 2014)

Article 1, in order to strengthen the safety management of fire-affected units, prevent fire and control hazards, protect the security of the property of the person, develops this provision in the light of legal provisions such as the People's Republic of China Fire Act, the Internal Mongolian Self-Government Fire Regulations.

Article 2 governs fire safety management in high-risk units in the administrative area of the self-government of Mongolia.

Article 3 governs the safety of fires in high-risk units in this administrative area by the public security authorities of the Government of the flag and above, and is carried out by the firefighting agencies of the Government.

The relevant branches of the Government of the above-mentioned population should be able to manage fire safety within their respective responsibilities.

Article IV is in line with one of the following conditions:

(i) The total area of construction is greater than 20,000 square meters or more than 1 million sports sites (consultations), public exhibitions, museums;

(ii) A single-scale building area of more than 1 million square metimetre or a total area of construction of more than 5 million square meters, the market, the overall area of construction is greater than 3000 square meters, the market;

(iii) The total area of construction is greater than 1 million square meters or the number of occupants to be installed at more than 5,000 passenger carriers, passenger terminals, civilian airfield station buildings;

(iv) The general area of construction is greater than 3000 square meters, the labour-intensive business production processing vehicle;

(v) The total area of construction is greater than 2500 square meters of religious activities;

(vi) The number of hotels over 300 years and the construction of a total area greater than 30,000 square meters, hotels;

(vii) The total area of construction is greater than Google in 2000 square metimetres, and the total area of construction is greater than 1000 square meters of horticulture sites;

(viii) The number of beds at more than 500 hospitals or nursing homes, the collective accommodation of business employees;

(ix) The number of beds is more than 200 nurses, kindergartens, nursing homes, welfare homes and boarding schools.

Article 5 is in line with one of the following conditions:

(i) The production, replenishment, storage and marketing of all reserves greater than 1 million cubic metres;

(ii) Total reserves of more than 30,000 cubic metres, types of flammable liquid production, replenishment, storage and marketing sites;

(iii) The area of single-constituency construction is greater than 3000 square metimetres of flammable, fuelled fibre production, storage and marketing.

Article 6. A single building area of more than 5 million square meters or high-level public buildings with a high level of over 100 metres of construction are high-risk units.

Article 7

(i) An effective food warehouse of more than 10,000 tons or more than 5,000 tons of food-efficient tanks;

(ii) The next part of the urban orbital traffic area;

(iii) Highway tunnels exceeding 1,500 metres;

(iv) The priority material protection units in the area of self-government in countries where the level of patience is at three levels.

Article 8 High-risk units should establish the following fire markings:

(i) Prohibition of marking;

(ii) Warning mark;

(iii) Directive marking;

(iv) Accreditation;

(v) Other markings.

Article 9. Fire vehicle corridors, firefighting breaks, firefighting loads within the framework of fire-fighting design in high-risk units should be set up and no units and individuals should be occupied.

The ladder, pre-auction, shelter floor, evacuation pathways and security export services prohibit the creation of barriers affecting flight and fire relief, as well as warnings, prohibitions.

Article 10 High-risk units should delineate fires, smoking areas in accordance with the risk of fire and establish warning markings.

High-risk units for the production, storage, operation of dangerous products that are vulnerable to fuelling should delineate the dangerous areas of explosions and fires and set warning signs.

Article 11. High-risk units of fire should identify the following sites as the focus on fire safety and set out signals, instructions:

(i) Refuelable cargo warehouses, commercial sites, market areas;

(ii) Stimulous flammable hazardous production vehicles, processing vehicles, warehouses, storage tanks;

(iii) Hydrographic, fuel and cooking facilities;

(iv) Reclassification (providing) electrical facilities such as ITU, computers and air conditioners;

(v) The hospital's high-pressed air condition, for oxygen stations, laboratory and operating rooms;

(vi) The production processing of vehicles for labour-intensive enterprises and the collective accommodations;

(vii) Fire control cells, fire pumps;

(viii) The level of refuge (internal);

(ix) Other fire safety priorities.

Article 12 In-house repairs, dressings should be used for non-flammable and difficult materials.

The system of outside-guarding units at high risk of fire should be conducted in accordance with the law for the construction of engineering fire design clearance, inspection and clearance.

Article 13 Fires control cells should be 24 hours of work, with no less than 2 persons per course, and duty officers should obtain occupational qualifications certificates for fire control rooms.

Article 14. The day-to-day fire safety management of high-risk units should comply with the following provisions:

(i) Daily fire prevention, and during production and operation, fire prevention should be conducted at least two hours;

(ii) A comprehensive fire safety inspection, maintenance of construction fire facilities per month;

(iii) Each year to conduct a construction fire facility functional test;

(iv) A kitchen cigarette was cleaned for at least every half a year by a high-risk unit with kitchen homes;

(v) An electrical fire test is carried out every year in intensive locations.

Article 15 is in line with article IV, paragraph 2, of the high-risk unit of fire under Article 6 and should be equipped with a life-saving subsidised mechanism, such as a generator, self-saving respiratory.

High-risk units are encouraged to use desert support mechanisms such as evasion and evade.

Article 16 High-risk units should provide fire safety management information on fire safety, maintenance of fire facilities and fire safety self-assessments in every quarter.

Article 17 High-risk units should entrust qualified fire safety services to conduct an annual assessment of the fire safety of this unit and to submit the results to the fire safety agencies of the public security agencies within three working days from the date of receipt of the fire safety assessment report.

Article 18 Fire technology services provide fire technology services such as testing, maintenance, assessment, counselling and monitoring, and should be reported on fire safety technology services.

Article 19 High-risk units should be involved in public liability insurance for fires.

Article 20 High-risk units should develop fire and emergency evacuation scenarios consistent with this unit's actual extingencies, and each quarter organized a fire safety focus exercise, with a full-fledged exercise every half a year.

In the event of a fire, the high-risk unit of fire should immediately organize the evacuation of its personnel, fire-saving, protective ambulances, and public safety fire brigades should participate in fire relief as requested by firefield commanders.

Article 22 Fire agencies of the public security agencies should conduct a monitoring inspection of the fire high-risk units every half year and make timely publication of fire safety in high-risk units.

Article 23 provides incentives for Governments of all levels of the population, fire agencies of the public security authorities, relevant industry authorities to report fires at risk of spoilers, legal persons, other organizations.

Article 24, in violation of this provision, does not set fire fire markings, and the time limit for firefighting agencies in the public security authorities is being changed and is not later commuted and a fine of 10,000.

Article 25, in violation of this provision, has not been equipped with saving cranes, light power, self-saving respiratory devices, which are converted by fire agencies of the public security agencies, which are not later altered, and a fine of 10,000.

Article 26, in violation of this provision, does not use non-renewable material for the maintenance of the wall outside the fire-affected unit, in accordance with article 58 of the People's Republic of China Fire Act.

Article 27, in violation of this provision, provides administrative disposal to the competent and other direct responsible persons responsible for the accident of a fire at a high-risk unit, which constitutes a crime and is criminally liable by law.

Article 28, staff members of the public security agencies fire agencies misuse their duties, play a role in the management of fire safety at high-risk units, neglected and provocative fraud, are given administrative treatment by law, and constitute criminal liability by law.
