Regulatory of the quality of agricultural products in the Province of Sustainability

(Adopted at the 26th ordinary meeting of the provincial Government on 17 March 2014, No. 277 of 10 April 2005 by the People's Government Order No.

Article 1, in order to enhance the quality of agricultural products, to maintain public physical health, to protect the ecological environment, to promote agricultural and rural economic development, and to develop this provision in line with the laws, regulations and regulations of the People's Republic of China Act on Quality of Agricultural Products, the Regulations on the Quality of Agricultural Products in the province.

Article 2 is to be in compliance with this provision in the management of agricultural production operations and the quality of agricultural products within the territorial administration.

Article 3

The sectors such as finance, public safety, economic and informationization, environmental protection, commerce, business administration, quality technical supervision, food drug surveillance, are governed by their respective responsibilities by the relevant work of the quality safety monitoring of agricultural products.

The Government of the commune (communes) and the street offices should establish public service institutions for the quality of agricultural products, in accordance with their work needs, responsible for promoting training, technology diffusion, day-to-day inspections, and implementing the responsibility for quality safety monitoring of agricultural products.

Article IV. Governments of more people at the district level should strengthen their leadership in the management of quality safety monitoring of agricultural products, establish systems and responsibilities for monitoring quality of agricultural products, guarantee work funding and improve the quality of agricultural products.

The management of monitoring the quality of agricultural products at the district level should establish a mechanism for the management of quality safety monitoring of agricultural products, strengthen work capacity and law enforcement, and promote integrated law enforcement.

Article 5 Governments at all levels should incorporate the quality of agricultural products into the Government's work appraisals and establish the responsibility to monitor the quality of agricultural products.

The quality of agricultural products is managed by land. Governments at all levels have a general responsibility for the quality of agricultural products within the present administration, and the management of quality safety for agricultural products and other relevant sectors assume the corresponding oversight responsibilities in accordance with their respective responsibilities.

Agricultural producers and operators are directly responsible for the quality of agricultural products within their production.

More than 6 people at the district level should take encouraging and enabling measures to actively develop new business actors such as the professional cooperative economic organization of farmers, the professional large, the family's farms, to support, guide the development of a standardized production base for agricultural products and to increase the scale, convergence and standardization of agricultural production.

Agricultural producers are encouraged to apply for non-violent agricultural products, green food, organic agricultural certification and the registration of the geographical mark of agricultural products, the creation of well-known trademarks, brands, and the accelerated construction of high-quality agricultural brands.

The management of quality safety monitoring of agricultural products at the district level should actively organize disease surveillance forecasts, promote green control measures such as physical, biological, and strengthen training for pesticides, veterinary operators, users and improve the level of safe and reasonable medicines.

Article 10 imposes a regional marketing and use system for high-toxic pesticides. The sale, use of pyrethroids and high-drug pesticides is prohibited in the specific areas identified by the Government of the local population.

Governments of the municipalities, districts (markets, districts) in the area may prohibit the sale, use of acute poisonous and high-toxic pesticides in all administrative regions, in accordance with the requirements for the quality of agricultural products and the protection of the environment, and prior to the adoption of a ban, the public opinion of society should be fully heard.

Article 11 introduces a system of pesticides and veterinary operations. Pesticides, veterinary operators should communicate information such as pesticides, veterinary pharmacies, production plants, licensors, registration certificates to the market in the area of sale or to the authorities of the people of the veterinary areas (communes, districts) and the authorities of agriculture, livestock veterinary veterans should inform society of information.

Pesticides, veterinary operators may not operate without the production of licensies, registers and other pesticides, veterinary medicines that are not in compliance with the requirements.

Article 12 introduces a low-toxic, low-disabled pesticides and veterinary subsidies system. The municipalities, districts (communes, districts) and the people's governments should organize financial, agricultural, forestry, livestock veterinary services to select low-toxicity, low-removable pesticides and low-fabricated medicines for the implementation of subsidies and to develop specific subsidies and subsidies standards.

The low-toxicity, low-removable pesticides and low-fabricated veterinary medicines under the preceding paragraph are determined by the local people's Government through tendering and published in society.

Article 13 introduces a system of purchases of violators and high-toxic pesticides. The purchase of acute poisoning, high-toxic pesticides must be accompanied by personal identification or other effective documents indicating actual use; vibrant, high-toxic pesticide operators should establish sales orders to buyers, such as real-speaking products, use methods, poison first-aid measures and attention matters, and require the purchaser to return back to the spraying, post-harvest containers, packagings.

The pesticide operator shall not sell to:

(i) Mining;

(ii) No valid documents can be presented;

(iii) It is not possible to indicate that the purchase or use of medicines exceeds the scope of pesticide application.

Graphical, high-toxic pesticide containers, packagings were sent to local government agricultural authorities after the recycling of the pesticide operator, and destroyed by agricultural authorities.

Article 14. In response to sudden and large-scale pests, the Government needs to concentrate on the use of pesticides, veterinary veterinies and should arrange for the harmonization of treatment services for special pest vectors and conduct environmental impact evaluations for relevant departments and experts in the context of the harmonization of pre-emptions.

In accordance with the need to concentrate on drug control, more than veterinary Governments can entrust pesticide production enterprises or the operation of the necessary pesticides, veterinary medicines.

Article 15. High-risk pesticides, veterinary control systems. The following pesticides, veterinary medicines should be included in a high-risk catalogue by the Provincial Government's authorities in agriculture, livestock and veterinary veterinary therapy, and the use of regional and agricultural varieties:

(i) The frequent occurrence of pharmacies;

(ii) Permissible poisoning of livestock;

(iii) Vulnerable accidents in the quality of agricultural products;

(iv) Other pesticides, veterinary medicines requiring focused surveillance.

Article 16 Governments' agricultural authorities should develop enabling policies to organize small crop and special-scale crop pesticide registration tests for pesticide production enterprises, and to test the screening of low-efficiency, low-disabled crop varieties to society in accordance with the long-term and pest control.

Article 17 Government agricultural authorities and communes (communes), street offices should be actively involved in the measurement of fertilities and, in accordance with the results of soil tests, the publication of local crops and fertilities in different regions, the establishment of a model zone for measuring fertilization, the rationalization of fertilization, and the upgrading of scientific fertility levels.

Article 18 operators of feeding, feeding addicts should strictly implement the import test system, and refrain from operating a national ban on production, use of feeding, feeding additives, and from reprocessing or adding other substances to the operation.

The breeders should strictly utilize the use of paints such as safety-use norms and product descriptions, attention to matters such as feeding, feeding additives, without adding the material of national bans in feeding, animal drinking water and other substances that have direct or potential hazards to humans or directly using the above-mentioned material breeding animals.

The Government of the people at all levels should establish a system of quality safety for agricultural products, with professionals, to improve the quantification of pesticides, veterinal residues and heavy metals, quantification and rapid detection capabilities for microbiologicals.

Monitoring of the quality of agricultural products by more than the population at the district level should develop monitoring plans and emergency monitoring measures, risk monitoring of agricultural and agricultural inputs in the current administrative area, and monitoring of priority areas, focus points, priority products.

Article 20 Agricultural production enterprises, farmers' professional cooperative economic organizations should establish a quality safety test system for agricultural products that are adapted to their production scales, goods and properties, such as a record-keeping test results, and packaging, markings for agricultural products produced by the law; and detection of non-qualified or uncoordinated packagings, markings shall not be sold in the city.

To encourage companies to operate, professional large-scale, family farms and eligible farmers to packaging and mark their productive products.

Article 21

In accordance with their respective authorities, the management and other relevant sectors of the quality and safety of agricultural products at the district level should publish monitoring results in a timely manner, in accordance with their respective authorities; monitoring or law enforcement of the discovery of agricultural products that are not in compliance with the standard of quality safety should be addressed in accordance with the following provisions:

(i) Recruiting, stopping the sale or environmentally sound treatment of non-compliant agricultural products and cannot be monitored for the destruction of such products;

(ii) The conditions for the production of a place of origin or a production base, the tracking, inspection of the production process, and the introduction of an order to correct, remove affirmative policies or other remedies;

(iii) To hold the responsibility of the relevant units and persons in accordance with the law.

In rural areas, information on the quality of agricultural products is available to assist in the supervision of the process of operation of agricultural production, in accordance with the needs of work, in accordance with Article 23.

Specific responsibilities, work pay and management approaches for the quality of agricultural products are developed by the Government of the communes.

Article 24 encourages units and individuals to report on violations of the production, operation and use of agricultural inputs and the sale of agricultural products in conflict with the law; the relevant sector should be organized in a timely manner, after the receipt of the report; and the identification is true, giving a notice of the value of the transaction.

Article 25. In violation of this provision, pesticides, veterinary operators have not implemented the system of notification of operations as prescribed, or have not been required to return to and recover blends, containers for high-toxic pesticides, packagings, which are converted by the authorities of more than veterinary people, in accordance with their responsibilities, to the extent that they are responsible for the separation of duties; that are not renovated, with the following fines of over 2,000 ktonnes.

Article 26, in violation of this provision, pesticide operators are prohibited from selling blends and high-toxic pesticides in the region, being ordered by the rural authorities of the veterans at the district level, warnings and fines of more than three million yen; and criminal liability by law.

Article 27, in violation of this provision, sells severe and high-toxic pesticides to persons, such as minors, by orders of responsibility from the rural authorities of more than the population at the district level and by fines of up to three thousand ktonnes; causes serious consequences, fines of over three million yen; constitutes an offence punishable by law.

In violation of this provision, the economic organization of agricultural production enterprises, farmers' professional cooperatives has not established and implemented a quality safety test system for agricultural products, which is being converted by the management responsible for quality safety monitoring of agricultural products at the district level by over three thousand dollars.

Article 29, in violation of this provision, does not operate and use pesticides, veterinary medicines, feeds, feeds, additives, sell non-qualified agricultural products or other offences, which are punishable by law by the management of the quality safety monitoring of agricultural products by the Government of the above-mentioned people, or by the authorities concerned; constitutes an offence and hold criminal responsibility under the law.

Article 31: Governments at all levels, management of quality safety of agricultural products or other relevant departments and staff members have one of the following acts, giving warning, default or demining of persons responsible for leading responsibility under the law; in the event of a serious impact, giving downgrading or removal of their jobs; and in the form of a crime, criminal liability under the law:

(i) Inadequate monitoring of the quality of agricultural products, resulting in a safety accident on the quality of agricultural products;

(ii) No violations of the production and operation of agricultural products, as prescribed;

(iii) Monitoring and issuing monitoring results for quality of agricultural products, as prescribed;

(iv) The lack of monitoring of pesticides, veterinary pharmacies, resulting in serious consequences;

(v) Other abuses of authority, omissions, provocative fraud.
