Modalities for the management of the Vilhan Chemical Industrial Zone

(Consideration of the 69th ordinary meeting of the Government of the city of Vavhan, 25 November 2013, through the publication of No. 246 of 5 December 2013 of the Government of the People of the Republic of Vavhan, effective 5 January 2014)

Article 1 regulates the management of the Vavhan Chemical Industrial Zone (hereinafter referred to as the Vavhani, the construction and development of the Vavhan chemical area, in line with the relevant national, provincial laws, regulations and regulations.

(v) The administration of rural and urban construction, land planning, urban management, science and technology, environmental conservation, safe production, State assets, education, civil affairs, health and birth attendants, and finance in the Vavetting Zone;

(vi) The fertilization, the introduction of talents and the exchange of foreign economic technologies in the Vavhani sector;

(vii) To assist the relevant departments in the management of police stations located in the Vilhanization Zone; to coordinate administrative management in the Vavetting Zone, such as customs, testing and quantification;

(viii) Emergency management, such as the prevention and disposal of sudden incidents in the Vilviation Zone;

(ix) Other responsibilities and other matters conferred by the Government of the city.

In accordance with the principles of simplification, harmonization and effectiveness, the Committee established the necessary internal structures that could be adapted to the overall composition of the institutions approved by the establishment of the municipal institutions, in accordance with the needs of the work, reasonable staffing and effective use of staffing, the establishment of an enabling user, including through the purchase of services by the Government, the implementation of the civil service management system.

Article 7 Vavhan Land Contingency Units are entrusted by the municipal land reserve agency responsible for the collation and supply of land reserves in the Vavhani area. Article 9. The Vavhanization area should use good mountain natural resources in line with the concept of economic and industrial eco-development, build a high standard natural ecological protection system, generate savings and environmental conservation spatial patterns, industrial structures, production and lifestyles, and promote economic green development, cycle development, low-carbon development in the parking area.

Article 10 encourages domestic and external investors to use advanced material networking technologies to create modern warehousing and transport platforms, to develop chemical logistics centres and chemical trade platforms to promote the construction of the port logistics area.

Article 11 encourages businesses, higher institutions, scientific institutions and other organizations and individuals to establish new research and development centres for the manufacture of new technologies in the Vilhanization Zone, large-scale enterprise research and development centres, graduate studies, construction of advanced service platforms such as chemical testing centres, testing institutions and individuals to support business production and research activities.

Various types of entrepreneurship services, such as small and medium-sized enterprise innovation incubation base, are encouraged in the Vilhanization Zone to provide business services such as sites, equipment, funds, market diffusion. Entrepreneurship service institutions identified by States, provinces and municipalities are eligible to benefit from the relevant preferential policies.

The creation and application of intellectual property is encouraged in the Vavetting Zone, the strengthening of the management of intellectual property, the strengthening of the protection of intellectual property and the creation of a sound enterprise development environment.

Article 12 encourages domestic and external investors to invest in projects such as the various types of work, public works and industrial matches in the Vavetting Zone, in accordance with the provisions of the State-sponsored industrial, product and technical directory and external (port-au-au-au-au-au-au-au-au-au-au-au-au-au-au-au-au-au-au-au-au-au-au-au-to-au-au-to-au-go). The environmental protection sector should strengthen the environmental management of enterprises in the Vavetting Zone, conduct inspection of the implementation of environmental protection systems by enterprises and organize regular follow-up evaluations. WCPU assists the environmental impact evaluation of construction projects in the area of Vilhanization, test production, completion inspection clearance and clearance, and environmental monitoring, exclusive control, pollution accidents and violations investigations.

Article 15. Local legislation explicitly stipulates that the WCPU exercises the authority of the Government of the People's Republic of the District and the relevant sectors, and is subject to the approval by the WCPU of the authorized administrative approval matters.

Local legislation does not expressly specify the competence of the WCL in the exercise of the administration of the sector's government and related sectors, and the relevant municipal administrations should, within their statutory mandate, entrust the relevant administrative approval matters to the WCC and be carried out by it on behalf of the delegated administration.

The relevant municipal administrations should provide guidance and oversight for the implementation of administrative clearance by the WCPU and release the specific administrative approval matters entrusted to it in connection with the signing of a letter of entrustment with the WCPU. The WCPU shall report to the administrative management entrusted in accordance with an annual report on the acceptance of administrative approval.

The municipal administration sector, which does not have administrative approval conditions, is established by the sector in the Vilhan District Department of Political Affairs, to deal directly with administrative clearance matters.

Article 16 provides for the exercise of administrative law enforcement authority by the WCPU and the exercise by the WCPU of the relevant administrative law enforcement authority, or the executive integrated law enforcement agencies that are entrusted to it.

Local legislation does not expressly specify the exercise of the executive law enforcement authority by the WCPU, and the relevant municipal law enforcement authorities should entrust administrative law enforcement matters with the exercise of the integrated administrative law enforcement agencies of the Vavetting Zone, and administrative law enforcement by the Integrated Administrative Law Enforcement Agencies of the Vavetting Zone within the delegated authority.

The municipal law-enforcement authorities have signed a commission of the specific administrative law-enforcement matters entrusted under the law with the WCPU or the executive integrated law enforcement agencies, and have published specific administrative law enforcement matters to society. The municipal law enforcement authorities that do not have administrative law enforcement conditions to be delegated are directly exercised by the sector in the area of Vilhanization.

In accordance with the principle of the “Obudence of parking zones”, the Committee established the Governance Service Centre to improve the government service platform and the brokering service system and to provide public and transparent, efficient and quality normative services to citizens, legal persons and other social organizations.

The WCL should strictly implement the relevant provisions of the Government's public information, the content of administrative clearance and services in the Vavetting Zone, based on, procedures, time frames, results, fees and standards, and public information such as administrative services and economic social services commitments in the Vavetting Zone.

Article 19 investors, operators in investment, property, benefits, income and other legitimate rights in the Vavetting Zone are subject to national legal protection, and no units, social organizations and individuals may be violated.

Article 20, WCPU, the relevant authorities of the commune of the commune, and their staff, play a role in the exercise of neglect, abuse of authority, provocative fraud or the legitimate rights of investors, operators and supervisors, are being redirected by their superior authorities or supervisory bodies, and administrative disposition of the direct responsible and other responsible personnel is provided by law; criminal liability is vested in the law.
