Safeguarding management in the Southern Province

(Adopted by the 21st ordinary meeting of the Government of the Southern Province on 10 January 2014, No. 160 of the Order of the People's Government of the Southern Province of the River, dated 23 January 2014, which was published as from 1 March 2014.

Chapter I General

Article 1 provides for the development of this approach in line with the laws, regulations and regulations, such as the China People's Republic of China's Special Equipment Safety Act, the Special Equipment Safety Monitoring Regulations.

Article 2

Article 3 Governments of more people at the district level should strengthen the leadership of the ladder's safety work, coordinate and address critical issues in the management of the ladder's safety oversight, and promote compliance by the relevant authorities with the ladder's safety oversight responsibilities under the law.

The commune Government and the street offices should assist the authorities in the management of the ladder safety operation.

Article IV is responsible for the management of ladder safety monitoring in the current administrative region, for the quality technical supervision of the people at the district level.

The relevant sectors of the population at the district level should be in line with their respective responsibilities for the management of ITU safety oversight.

Article 5

The ladder production, operation, use units and their principals are responsible for the production, operation, use of the ladder's safety and energy.

More than 6 people at the district level and their relevant sectors should develop measures to support the application of ladder safety, energy efficiency and scientific management methods.

To encourage gradient production, use units and gradient tests, inspection agencies to maintain safety responsibilities insurance.

Article 7. Quality-technical oversight and related units should carry out the promotion of universal access to specialized equipment laws, regulations and ladder safety knowledge, advocate for civilization multipliers and enhance public safety awareness and self-protection capacities.

Article 8 ITU industry associations should strengthen industry self-regulation, promote industrial integrity and increase the level of ITU safety management.

Any unit and individual entitled to report to the quality technical supervision department and relevant departments violations involving gradient security. The reported sectors should be processed in a timely manner and kept confidential.

Chapter II

Article 10 ladder production units shall be granted by law and shall carry out production activities in accordance with safety technology norms and standards, and shall not produce gradients that are not in compliance with safety-efficient requirements and energy efficiency indicators, and shall not produce the ladder of national orders for phase-out.

Article 12. The ladder manufacturing units shall provide, at the request of the safety-technical norms, relevant technical information and documents, such as quality assurance, installation and use of maintenance statements, manual test certificates, and the development of product brands, safety alert signs and descriptions in prominent ITU locations.

The ladder manufacturing units should guarantee the availability of the ladder, conduct a tracking survey on the operation of ITU, provide technical guidance and services for ITU maintenance units or units.

Article 13. The installation, rehabilitation, repair and repair of ladder shall be carried out by the manufacturer or the units entrusted by it in accordance with the following provisions:

(i) The proposed ladder installation, rehabilitation, repair, written notification to the Ministry of Quality Technical Monitoring of the People's Government under provincial jurisdiction prior to construction;

(ii) The installation, rehabilitation and major repair processes of the ladder should be monitored by a legally qualified ladder test body in accordance with the requirements of safety-technical norms, without monitoring tests or supervision tests are not qualified and cannot be delivered;

(iii) Within 30 days after the completion of the construction process, the construction unit shall transfer relevant technical information and documentation to the ladder's use unit;

(iv) To renovate the ladder, the rehabilitation unit is responsible for the replacement of the ladder product stereotypeds, the provision of quality certificates, and information on the name of the renovation unit, the licence and the date of change.

The ladder manufacturing unit has delegated other units to install, rehabilitate and repair the ladder, and should provide safety guidance and monitoring for its installation, adaptation, repair and conduct school tests and trials in accordance with the requirements of safety technology norms. The ladder manufacturing unit is responsible for the safety of the ladder.

Article 14. Construction requires the installation of ladder, and construction units should be elected to purchase the ladder created by units that have obtained a licence under the law, and selection, configuration and stand-alone power sources should be adapted to the structure, use needs of the buildings. Construction units should prioritize the acquisition of gradients of energy-efficient measures and be installed by manufacturing units or by units that they have commissioned the installation of licences.

Article 15. The ladder sales unit should establish the ladder inspection and sales record system, and the relevant technical information and documentation required for safety technology regulation.

The sale of unlicensed production, untested or unqualified, the phasing-out of State orders and the already-out gradients.

The import ladder should fulfil the obligation to communicate in advance to the Government's quality technical supervision department under the jurisdiction of the importing province.

Chapter III Use of ITU

Article 16 ITU use units are responsible for the safety of the ladder.

(i) The ladder of self-managed power and the ownership of the use unit;

(ii) To entrust the ladder of the management of the business sector with the use of the enterprise;

Article 17 ITU shall use the licensed production and test the ladder.

The ladder use units should be equipped with the following ladder safety management:

(v) Proclamation and inspection, as prescribed by the ladder's use registry, and the transfer of all ITU security technical files from the new ladder use units within 3 days of the change;

(vi) A unit entrusted with the acquisition of the corresponding licence to install, rehabilitate, repair and maintain the ladder; to monitor the maintenance of the ladder on a regular basis and to confirm the maintenance records; and to the extent that changes in the ladder maintenance unit should take place within 30 days of entry into force of the new maintenance contract to the original registry;

(vii) Develop ad hoc pre-emptions to respond to ladder accidents, at least once an accident response is conducted annually;

(viii) Other ladder safety management under the legal, regulatory, or security technical norms.

Within 30 days prior to the use of ITU inputs or after deployment, the use of units shall be registered in accordance with the law to the quality technical supervision sector; the upgrading, repair and registration of the ladder use units shall continue to be used in accordance with the required changes.

In the case of the ladder, it is proposed that more than one year or more of the next periodic test date be discontinued, the use units should be closed, set warning signs and informed in writing about the ladder's use registration sector. Prior to reactivation, qualifications should be inspected by a legally qualified ladder test body.

Article 19 ITU use units shall submit a regular test application to the ladder inspection body by 30 days prior to the completion of the eligible effective period.

The ladder use units should be adapted in a timely manner to the problems identified in the ladder's regular test without regular testing or testing of non-qualified ITUs.

Article 20 of the ladder has serious accidents, has no renovation, repair value, or has reached other obscure conditions under the safety technology norm, and the ladder use units should fulfil their reporting obligations in accordance with the law, take the necessary measures to eliminate the use function of the ITU and process the use of the registration certificate write-off procedures for the quality technical supervision sector.

Article 21 is one of the following cases, and the ladder use units should be tested or evaluated in accordance with the requirements of safety technology norms:

(i) The use period for more than 15 years;

(ii) Distinctions affecting normal use;

(iii) The time frame for the design of use could continue.

The ladder test body should, after testing or security assessment, make observations that continue to be used, maintained or lost. ITU can continue to use through testing or security assessment, and the ladder use units should continue to be used after the processing of the changes in the registration certificate and take measures to strengthen the testing, testing and maintenance of safety.

The maintenance of the ladder shall be carried out by the installation, rehabilitation, repair and repair units of the ladder manufacture unit or licensed by law, and in accordance with the provisions of the State relating to safety technology norms.

Article 23. The ladder maintenance unit shall be responsible for the safety of the ladder of its maintenance and perform the following duties in accordance with the relevant safety technical norms and requirements:

(i) The development of a ladder maintenance programme to implement safety protection measures;

(ii) To assist the use of units in the development of a ladder safety management system and emergency relief advance cases;

(iii) Maintenance at least 15 days for the ladder of maintenance;

(iv) Safeguarding the new ladder of maintenance;

(v) Establishment of a maintenance file for each ITU and at least four years;

(vi) The failures and abnormalities should be addressed in a timely manner after the discovery of failures, abnormalities or notices are received; the discovery of passengers to stay in the ladder or to receive the relevant notice shall be carried out on the ground within the prescribed time period, with emergency relief measures, in the city area not exceeding 30 minutes, and in other areas there shall be no more than one hour;

(vii) The ladder found to be used without regular testing or testing, as well as the use of accidents, suspensions, posters and gradients, should be informed in writing of the ladder's use units and report to the local quality technical oversight sector;

(viii) To carry out operations in the context of the licence and not to transfer the ladder's maintenance operation to or subcontract;

(ix) Other security management provisions under legal, regulatory, or security technical norms.

Article 24 Maintenance units in other provinces outside the enterprise's registry should be equipped with maintenance personnel and equipment that are adapted to their operational volumes, and communicated in writing information on the maintenance of the quality technical oversight component of the operation.

Article 25 Upgrading, rehabilitation, major repair costs are raised by the ladder's owner, in accordance with the relevant provisions, from the dedicated maintenance funds for the home, inadequacies or special residential maintenance funds.

Costs such as gradient maintenance, general repairs and testing, testing and security assessment are paid by ITU use units.

Article 26 The ladder passengers shall be in ladder in accordance with the requirements of the ladder's safety attention and warning signs and shall not have the following acts:

(iii) To dismantle, destroy or mark the ladder;

(v) Other practices that endanger the safe operation of ITU.

In the event of a failure of the ladder, the ladder passengers should be contacted in a timely manner with the ladder safety manager and subject to the command of the ladder safety manager.

Chapter IV Tests, testing

Article 27 ITU tests, testing institutions and their testing, testing personnel shall be subject to the appropriate test, test qualifications and qualifications, as required by the safety-technical norms, and objective, impartial and timely testing, testing findings and identification findings, and accountability for testing, testing findings and findings.

The ladder test, inspection body found security hidden in testing, and should be informed in writing of the ladder's use units; when serious accidents were found, the location's quality technical oversight component should also be reported immediately.

Article 28 ITU should complete the test exercise within 20 days of the date of receipt of the test application and test reports.

Article 29 ITU shall not conduct regular testing of gradients in the following cases:

(i) No registration;

(ii) The ladder use unit does not enter into a maintenance contract with the maintenance unit;

(iii) The law shall be declared invalid or shall conduct a security assessment.

Article 33 ITU test, inspection bodies and their practitioners have confidential obligations with regard to commercial secrets known in the testing, testing process.

ITU tests, inspection agencies and their practitioners shall not engage in the production, operation of the ladder, shall not be recommended, custodial, gradient or recommend maintenance units.

Chapter V Oversight management

The quality technical supervision sector should carry out a licence under the law and conduct oversight inspections of ladder production, operation, use units and testing, inspection bodies, detect violations and breaches of safety-technical regulatory requirements or the ladder's accident, and should issue safety inspections in writing.

The quality technical supervision sector should carry out a focus monitoring inspection of public gathering sites such as schools, kindergartens, hospitals, car stations, passenger terminals, commercial sites, sports houses, exhibitions, parks, tourist sites and ladder of major activities.

Article 32, the quality technical supervision sector may exercise the following functions when performing its oversight duties under the law:

(i) Access to field inspections to investigate and understand relevant information to key heads of ITU production, operation, use units and testing, inspection bodies and other relevant personnel;

(ii) Access, replication, operation, use unit and test, inspection body-related contracts, invoices, books and other relevant information, in accordance with the reporting or evidence of alleged violations;

(iii) Execution, seizure and seizure of electric ladder with evidence that it is incompatible with the requirements for safety-technical norms or that there are serious accidents;

(iv) Execution of seizures, seizures for gradients that are invested in markets or have already been reported;

(v) Administrative penalties for violations of the laws, regulations and regulations governing the safety of the ladder.

Article 33 above of the people at the district level should encourage and support the establishment of the passenger ladder remote monitoring system, and the use of cybercontrol for the safe operation of the ladder. The quality technical supervision sector should guide the establishment and management of the passenger ladder remote monitoring system.

The passenger ladder remote monitoring system should meet the requirements for recording accidents and failures, maintenance, testing and emergency relief.

Article 34 Governments of more people at the district level and their quality technical oversight services should be organized in accordance with the law to develop emergency preparedness cases for special equipment accidents in this administrative region, including ITU, or to establish or incorporate the corresponding emergency disposal and rescue system.

Article 33 fracture security accidents and the quality technical supervision of the Government of the Provincial People, the provincial authorities, and the Government of the Republic of the Republic, should conduct ITU accident investigations in accordance with the accident survey mandate.

The ladder accident responsibility unit should implement corrective measures in accordance with the law to prevent the occurrence of the same-class accidents. As a result of the accident, the accident liability unit should be liable under the law.

Chapter VI Legal responsibility

Article 36, in violation of the provisions of this approach, provides for penalties under the law, legislation and regulations.

In violation of this approach, the ladder rehabilitation unit is one of the following acts, which are converted by the Government's quality technical supervision sector at the district level, with a fine of up to 3,000 dollars over the past five million yen.

(i) No replacement of gradient products;

(ii) No quality certificate;

(iii) Information not included in the product motto, the quality certificate indicating the name, licence number and the date of the transformation.

In violation of this approach, the ladder use unit consists of one of the following acts, which are converted by the quality technical supervision sector of the people at the district level, and a fine of more than 5,000 ktonnes over 1000 years of uncorrectedness:

(vi) The use of the ladder to stop the use of more than one year or more of the next regular test date, the use of the units has not been closed and put in place a warning signal of the cessation or has not been informed of the use of the registration sector.

In violation of one of the conditions set out in article 23 of this approach, the ladder maintenance unit is converted to a period of time by the Government's quality technical supervision department at the district level, with a fine of up to $20,000.

In violation of article 24 of this approach, the ladder Maintenance Unit has not been equipped with maintenance personnel and equipment that are adapted to its operational volume, or has not been informed in writing by the quality technical oversight department in the maintenance of the operation area, with a period of time being transferred from the Government's quality technical supervision department at the district level, with a fine of more than 2,000 dollars.

In violation of article 28 of this approach, ITU did not require the completion of the testing process, the issuance of the ladder test report, which was converted by the Government's quality technical supervision department at the district level and fined by over 5,000 yen.

The ladder test body implements a regular test of violations of one of the conditions set out in article 29 of this approach, which is being restructured by the authority of the quality technical supervision sector of the people at the district level, with a fine of over 5,000 dollars.

In violation of this approach, the quality technical supervision sector and its staff are one of the following acts, which are being restructured by a superior authority; and dispose of the law to the competent and other direct responsible personnel directly responsible:

(i) No licence shall be applied in accordance with the conditions set forth in the law, administrative regulations and procedures;
