Field-based management of construction works in Nanjing

(Adopted by the 16th ordinary meeting of the Government of South Kyoto, 15 October 2013, No. 296 of 15 October 2013 by the Order of the Government of the South Kyoto Republic, which came into force on 1 December 2013)

Chapter I General

Article 1, in order to strengthen construction work on-site management, ensure construction of construction on-site safe production and civilization, preserve urban sanitation, develop this approach in line with the relevant laws, regulations and regulations, such as the China Building Act, the Department of State Regulation for the Construction of Engineering Safety Production.

Article 2

Article III of this approach refers to construction construction sites (hereinafter referred to as construction sites), which are occupied by house buildings, municipal infrastructure, urban orbital transport, construction files, etc., housing buildings, municipal infrastructure, urban orbital transport, construction works and construction (construction) demolitions.

Article IV provides for the integrated supervision of the construction site in the city by the municipal housing and urban-rural-building administrative authorities (hereinafter referred to as the construction field supervision sector). The construction of the Field Control Unit in the area (zone) is responsible for the supervision of the construction site within the Territory, in accordance with the responsibilities set out.

In accordance with their respective responsibilities, the executive authorities, such as urban management, land resources, environmental protection, safe production supervision, public safety and planning, are in place to oversee the management of construction on-site.

Article 5 encourages green, advanced construction technologies in construction work to promote the normativeization of construction sites, science-policy management and increase the level of construction on-site management. Units and individuals that make significant achievements in the management of construction sites should be recognized or rewarded.

Chapter II General provisions

Article 6. The scope of the construction site is subject to the authorized construction of the works, the temporary use of the road.

The construction units or the project management units entrusted to them (hereinafter referred to as construction units) shall conduct safety oversight proceedings before the construction work start-up and the construction of civilization construction management information.

Article 7. The subjects responsible for the construction of works, such as construction, survey, design, supervision and construction, and other relevant units shall perform civilized construction and security production responsibilities in accordance with the provisions of the law, regulations, regulations, regulations and regulations, implement the provisions of the construction site and assume the corresponding responsibility.

Article 8

(i) The requirement and measures for civilization construction and security production in the solicitation documents and the signing of the package contract are clearly identified in the solicitation documents and in the form of a contract;

(ii) When the construction of work is to be calculated (previously) in accordance with the relevant provisions, the cost of security civilization construction measures shall be determined and shall not be included in the solicitation solicitation documents and in the contract of the construction kits;

(vi) Other responsibilities to be performed by law.

Article 9

(i) Surveys, designs, in accordance with mandatory standards for construction of work, and the survey reports and design documents provided should be authentic and accurate;

(ii) To implement regulations relating to operational and civilization construction and to take measures to ensure the safety of all types of roubles, facilities and the surrounding construction (construction);

(iii) The engineering design should take into account the need for construction safety operations and protection, and in the design document, it should include a reference to the focus and components on construction safety, construction of the engineering body and adjacent construction (construction), various lines, key facilities, etc., monitoring requirements and monitoring of control limits, and guidance on prevention of accidents in production;

(v) Coordinate with the relevant units on a timely basis the requirements for the production of safety on the construction site and emergency response;

(vi) Other responsibilities to be performed by law.

Article 10

(i) A dedicated security manager should be eligible for training in safety-production education, with the professional practise and dedicated security supervisors that are adapted to construction projects. Without the construction unit's consent, no replacement of the General Inspectorate shall be required, and the corresponding eligibility conditions shall not be reduced and the applicable change procedures are met;

(ii) Review of the qualifications of the construction units, security production permits and eligibility certificates for project managers, dedicated security managers and special operating personnel, and document the induction of the project manager of the construction contract and the professional subcontractor, security manager;

(iii) Review safety technical measures and specialized construction programmes in the design of the construction organization and follow up on the administration of justice; focus on the supervision of the construction of a larger sub-section of hazardous subsectors and the implementation of the yardsticks involving the security of construction;

(iv) On-site sampling inspection, participation in the inspection of construction machinery, security facilities, inspection of the security of construction units and the timely elimination of the concealment;

(v) Review of inputs, use and management of security civilization construction measures, and urge construction units to manage construction on-site civilization;

(vi) Other responsibilities to be performed by law.

Article 11

(i) The establishment of the construction of the construction and security production management system on the ground, the establishment of a security production management body and a dedicated security manager, the implementation of the enterprise heads and the project manager's construction on-the-board system, and the regular organization of civilization construction and security production inspections;

(ii) and construction field project managers, technical heads, dedicated security managers to establish labour relations and to pay for social insurance. No construction units agree that the replacement of the project manager shall be carried out without the consent of the construction units, and that the corresponding eligibility conditions shall not be reduced and that the relevant changes are carried out;

(iii) Construction should be carried out in strict accordance with the regulations and standards of the construction operation, construction programmes and design requirements;

(iv) The project manager shall designate the corresponding professional technicians and the dedicated security manager to carry out on-site oversight in the construction of a larger sub-section of risk;

(v) Plans and measures for the implementation and implementation of the objectives, systems and the construction of civilized buildings at all stages of the work, and in accordance with the provisions for inputs, the use of security civilization measures, no diversion shall be made;

(vi) Payment of work injury insurance contributions under the law for workers. Encourage businesses to conduct accidental injury insurance for workers engaged in hazardous operations;

(vii) Other responsibilities to be performed by law.

Article 12 Leasing units such as construction machinery equipment, security facilities should be provided in accordance with safety technology standards, norms, equipment, facilities, materials, the establishment of systems for use, maintenance and release and the supervision of the construction field control sector.

Article 13 encourages construction units to entrust project management units with the quality of institutionalization and price counselling, to professionalize the pre-engineering, surveying, design, construction and construction processes.

Article 14. The construction unit or its mandated construction consulting unit shall determine the rate in accordance with the schedule for security civilization construction measures taken by the housing and urban-rural construction administrative authorities in order to take on-site security civilization construction measures.

Article 15. Construction works shall be suspended for the reasons of the construction, and the construction units shall enter into management agreements with units such as treasury, construction and construction to clarify the responsibility for the management of civilized construction and safe production during work. The units should be able to manage the construction site during the suspension, in accordance with their respective responsibilities and the agreement.

Article 16 deals with the pre-emption operation, and the management units should provide cross-cutting and guidance services in a timely manner.

Chapter III Safety management

Article 17 units such as construction, design, treasury, construction and other relevant units should fulfil their responsibilities and obligations under the law to secure production and ensure safety on the ground.

Article 18

The construction unit should at least invite an expert involved in the ad hoc construction programme argument to conduct an on-site inspection of the implementation of the special construction programme when the construction of a larger sub-item is constructed to key sections that exceed a certain scale.

Experts shall be elected in the pool of experts published by the construction field administration.

Article 19 Implementation of the dismantlement of construction (construction) shall be subject to the following provisions:

(i) Prior to the removal, the construction unit is responsible for dismantling the cutting and relocation of various roubles in the region, as confirmed by the titles, management units;

(iv) The dismantling of the ground blocks, the delineation of dangerous areas and the establishment of clear alerts and warning signs;

(v) The use of mechanical or explosive methods to be dismantled without physical cross-cutting approaches; the implementation of spoiler operations should be in compliance with national regulations relating to the management of operations;

(vi) The removal of operations should be carried out by professional technical personnel on-site command.

Article 20 should be used by the competent inspection body with the corresponding qualifications; without testing or testing of non-applicability.

The construction of a heavy mechanical equipment installation (removal) unit should be obtained by law for the construction of a certificate of credit and a licence for the production of nuclear material from the administrative authorities and for the processing of a request in the area of construction in the city.

Article 21

The construction unit should establish a fire safety responsibility regime to identify fire safety responsibilities; develop operational protocols for firefighting, fire safety management systems and fuel-prone explosive materials; establish fire corridors, fire water sources, and equipped fire-fighting facilities and fire extinguishing.

The construction unit should conduct training on safety education for construction personnel on a regular basis. No recruitment is permitted without education training or a non-qualified person.

Article 24 The construction unit shall provide the construction staff with the required safety-protection equipment, safe clothing and safe production environment, and inform in writing of the operational schedule of dangerous jobs and the damage to the operation.

The construction units should take early warning and security protection measures in accordance with the relevant provisions, in accordance with seasonal and weather characteristics; in the event of high temperature weather or other unusual weathers, restrictions should be imposed or prohibiting indoor open operations.

Article 25. The construction units should establish a robust emergency security system and a system for the development of enterprise, project emergency scenarios and the implementation of emergency resources such as material, equipment, personnel.

Article 26 The construction unit should establish an accident reporting system. Immediately after the incident, emergency response should be initiated, the organization of rescue, the preparation of on-site protection and the immediate reporting to the head of the unit, and after the receipt of the report by the head of the unit, the construction on-site management and related sector reports should be reported immediately to the accident area.

Chapter IV Civilized construction management

Article 27 provides for the construction of a lump-sum contract, which is governed by the overall contractor unit and is responsible for the management of the construction site within the subcontracted area.

The construction works are provided by law to a number of construction units responsible for the uniform management of the construction site; the construction unit has entrusted one of the construction units to manage the construction site in a uniform manner, which should clearly regulate responsibility, costs and inform other construction units in writing.

The construction units should ensure that construction units are administered on the basis of standards, and that the construction phase, such as engineering start-ups, ends, breaks and greening, does not reduce civilization construction standards.

In advance of construction work, the construction units should organize the completion of the blocking, the hard-won roads, the washing and the implementation of the responsibility to maintain and report on the inspection of the construction field control sector. Article 29 should establish a continuing and closed fence and meet the following requirements:

The length of the washing is not less than eight metres, and the breadth cannot be less than six metres. Sewerage for laundering vehicles should be used in an integrated cycle or subject to a request for emissions after the sediment.

Other effective measures should be taken to ensure the net vehicle outflows due to the lack of a vehicle washing.

Article 33 sland transportation units should be staffed on the construction site by a site manager responsible for the cleaning, loading of transport vehicles and the written record; and in conjunction with and subject to the management of the construction site cleaning.

Vehicles are not net off.

Article XIV. The construction unit shall take the following aggressive measures during the construction process:

(i) The establishment of a network of clean and prefabricated safety on the side of the construction site, and the encouragement of the use of safety nets that do not lead to dust;

(ii) To cover, sequencing or greening measures by naked sites and concentrating localities;

(iii) Effective coverage of construction materials that are vulnerable to dust, and construction materials that can be processed on the ground should be carried out in closed environments;

(iv) The concentration, classification of garbage, and the failure to make timely delivery within eight eighteen hours, and the use of dust measures such as coverage, spraying;

(v) The construction (construction) of a wet-based operation in the construction process, and the dismantling of the operation for the construction of (construction) damaged material or spraying;

(vi) There should be no ground-based blocking of stones, clining and cement;

(vii) Measures should be taken to control the dust after the road hidings and to configure it within twenty-four hours.

Article XV. The construction unit shall provide a secure environment for the transport of the inhabitants around the construction site:

(i) The construction of the ex-cruit or road blocks of the project should take security protection facilities and establish the necessary warning and guidance signs;

(ii) All closures, partial closures or reduced carways for the roads, affecting the safety of the buoys and should establish safe corridors;

(iii) The temporary occupation of roads or sites other than construction sites should be closed;

(iv) The removal of trajectorys, pits on the road of cities cannot be completed and will need to be used as a road to cover the steelboard and be reliable on the road, and some dangerous ministries should establish security alert signs and protective facilities that meet national standards.

Article XVI. The construction unit shall provide a safe and healthy living environment for the operation:

(i) The living area shall be separate from the construction operation area and no tent shall be installed on the construction site;

(ii) To establish a system of responsibility for living health, food, drinking water is in line with the health management requirements, with exclusive responsibility for cleaning. The sanitation facilities, such as temporary toilets, have been set up in line with urban sanitation standards;

(iii) Health, ventilation, lighting equipment in the home of the employee, which is not subject to a net high rate of up to 2.4 m, and the breadth cannot be less than 0.9 m;

(iv) Each resident person shall not exceed 16 persons, the beds shall not exceed two tiers, strictly prohibit the use of the pavement; the creation of open windows and the establishment of a special counter to living supplies in the accommodation;

(v) Various types of living facilities should be in line with firefighting, ventilation, health and sampling requirements.

Article 37 Construction units, construction units shall not automatically change the nature of the use of temporary facilities. The construction of ground blocks and other construction temporary facilities should be dismantled in a timely manner after the completion of the construction, the construction of the construction site and the removal of the garbage, sland and other wastes.

Article 338 The construction unit shall carry out a real-time video surveillance system with the construction site at the main entrance to the construction site, as well as at the critical level of the management of the construction site.

Chapter V Oversight management

Article 39 governs the supervision of the construction site in the municipality and above.

The construction area, the construction of wings, the construction of dried zones, the rain-fed area, the tropolitan area, the construction of the basavies area in the sanctuary area is responsible for the supervision of construction sites within the jurisdiction of the construction of (construction) sites, small-zone environments for the rehabilitation of new works, zones and non-standard projects.

The construction site management in the park area is responsible for the supervision of construction sites in the region.

Article 40 shall perform the following functions:

(i) Establish a sound construction engineering oversight management system with the corresponding supervisory and equipment;

(ii) Supervision of civilization construction and construction safety practices of the various actors responsible for construction work, as well as the management of systems and responsibilities;

(iii) Examination of violations of the laws, regulations and mandatory standards of construction and safe production of works;

(iv) Participation in the investigation into the construction of safety accidents on the ground;

(v) Other duties to be performed by law.

Article 40. When the construction field supervision inspection is conducted by the construction site, the following measures are entitled:

(i) The inspection units are required to provide information on construction;

(ii) Access to the construction site to be inspected and a written record of the time, location, content, problems identified and their processing;

(iii) Inadequate security accidents identified in inspections or in situations where civilized construction management is not in place, corrective or immediate exclusion, and security cannot be guaranteed before the exclusion of major security accidents or in the exclusion of the process, and the evacuation of operational personnel from hazardous areas or the suspension of construction;

(iv) Other measures to be taken by law.

Article 42 should establish a credit information management platform for the construction of the actors responsible for the construction of the works and the credit information of the registered practitioners, introduce a dynamic management based on the principles of good faith incentives and misconceptions, achieve resource sharing, and provide incentives to the responsible units and personnel in terms of qualifications management, tendering, awarding and recognition.

Chapter VI Legal responsibility

In violation of this approach, the construction unit has one of the following acts, which are converted by the construction-based supervisory authority to the period of time and are fined by more than three million dollars; and refuses to renovate and conduct inspections in accordance with the relevant laws, regulations.

(i) No security oversight clearance process;

(ii) Prior to the start-up of the work, the cost of security civilization construction measures was less than 60 per cent;

(iii) Without the establishment of a security management body for the quality of the construction on the ground, no dedicated person is responsible for the coordination of the construction of the construction of the ground civilization;

(iv) The absence of a management agreement with units such as custodial, construction, which has serious consequences during the suspension;

(v) The failure to perform civilized construction management functions has resulted in environmental pollution around the country.

In violation of this approach, the construction unit consists of one of the following acts, which are converted by the construction-based supervisory authority to a period of time and a fine of up to 20,000 dollars; and the refusal to reclassify it in accordance with the relevant laws, regulations and regulations.

(i) The construction (constitution) of a piecemeal operation was not carried out;

(iii) There is no set of blocks and markers in accordance with the provisions;

(v) The installation of mechanical equipment, compost materials and the establishment of temporary facilities, as required by the construction of a general slogan;

(vi) On-site footwealths, blends and cement are stable.

Article 46, in violation of this approach, provides that the construction unit consists of one of the following acts, being modified by the time limit of responsibility for the construction-based management sector and fines of more than three million dollars; and rejects the correctness and conducts inspections in accordance with the relevant laws, regulations.

(i) In the construction of a high-risk sub-section, no corresponding professional technicians and dedicated security managers are appointed to conduct on-site oversight;

(ii) The construction of facilities such as heavy machinery, mechanical machinery, a high operating basket, the construction of mobile vehicles in the field and the overall upgrading of crafts without testing or testing of non-qualified inputs;

(iii) The installation of heavy mechanical equipment (removal) units in the construction of a heavy mechanical equipment (removal) equipment (removal) units in the construction of a heavy mechanical equipment installed (removal) operating in the construction of a heavy mechanical equipment (removal) in accordance with the prescribed procedures;

Article 47 should establish a benchmarking system for administrative discretion, specifying the applicable conditions, standards of penalties and the extent to which administrative sanctions are imposed under this scheme are made public and are subject to social oversight.

In violation of this approach, staff in the construction field control sector are subject to administrative disposition by law, in violation of the provisions of this approach, to abuse of authority, favouring private fraud, toys of negligence, and to legal accountability.

Chapter VII

Article 49 of this approach refers to industrial parks established by law and operated by the city, the people of the region or designated institutions, economic technology development zones, integrated tax zones, export processing zones and other functional parks.

Article 50 regulates the management of specialized engineering construction sites, such as transport, water, parking greenification, electricity, communication, etc., with legal, regulatory provisions, from their provisions; and does not provide for the implementation of this approach.

This approach is not applicable to the turmoil relief and other temporary construction works, the repairs of the household's personal residences, the management of low-level homes and military engineering construction sites for farmers.

Article 50 is implemented effective 1 December 2013. The construction of the construction site in the city of Nanjing was also repealed on 1 February 2005.
