    Third institution of higher learning outside school should adhere to actively explore and steady development, affordable, quality, standardized management, and law policy.
    Fourth institution of higher learning outside school should conform to China's regulations, comply with national (regional) laws, regulations, and obtain a corresponding legal qualification, independent bear the corresponding legal responsibility. Fifth Chinese higher education in institution of higher learning outside the school should give priority to comparative advantages or characteristics of the subject, and fully taking into account the host country (region) of the needs and characteristics.
    State encourages institutions of higher learning outside school activities in the broader subject areas.
    Institutions of higher learning outside the school to grant academic degrees in China, their professional settings, the system shall comply with the relevant provisions of the Chinese to safeguard quality standards and reputation of higher education in China.     Cooperation agreements should include the following: Agency names and characteristics, curriculum, admissions criteria, teachers and teaching materials, the cooperation period, the rights and obligations, degree-granting, management, financial arrangements, such as dispute settlement and liquidation.

    Nineth institution of higher learning outside of school can be presented by the school in accordance with relevant provisions jointly or separately issued corresponding certificates of studies. Degree in higher education or education in approved, corresponding qualifications can be issued in accordance with the relevant provisions of the Chinese.
    By Sino-foreign joint degrees or degree-granting by China alone, shall comply with the relevant provisions of the Chinese degree.
    Implementation of non-academic higher education, certificates can be issued according to the actual situation of realistic.
    Tenth Ministry of education and the provinces, autonomous regions and municipalities as well as school authorities shall, according to their approval, is responsible for the direction, supervision and management of institutions of higher learning outside school activities.
    11th institutions of higher learning in Hong Kong, Macau S.A.R., and these measures shall apply.
    Colleges and universities in Taiwan matters related to the school, separately.
    Colleges and universities through Exchange or other means to send teachers abroad lecturing activity in educational institutions, this approach is not applicable.
                                        12th these measures shall come into force on February 1, 2003.
