    Do not need to implement pre-shipment inspection, record issued by the used mechanical and electrical products to be imported from the pre-inspection certificates (hereinafter referred to as the certificate).

    In accordance with the existing provisions on entry verification of whether the products concerned comply with the compulsory product certification system, the import quality licensing administration, and other requirements.
    (B) verification of import of used mechanical and electrical products names, specifications, types, quantity, country of origin, date of manufacture, old and new, the price of goods such as entity status is consistent with the contract or agreement.

    After rectification, the consignee shall ensure that the used mechanical and electrical products in line with China's relevant Security, hygiene and environmental protection of the compulsory requirements of the technical norms of the State, and the corresponding commitments.
    Tests found inconsistent with the inspection basis, take technical measures cannot be eliminated, pre-inspection personnel shall notice the consignee, the unqualified used mechanical and electrical products will not be allowed to enter China.

    (B) in accordance with the China machinery and electronic products electrical safety and mandatory safety standards for safety program inspection: 1. check the apparent safety signs and warning tag; 2. cargo guards in a static state safety, safety of electrical components and mechanical parts, 3. examination of the goods in operation of the security, reliability, and stability.
    (C) in accordance with the relevant health, mandatory standards for hygiene and environmental protection projects of environment protection inspection: 1. check the hygiene conditions of the goods; 2. detection of goods under running noise, dust content, radiation and emission standards.
    (Iv) not found on the pre-inspection in accordance with items of technology and verify the effectiveness of corrective measures.
    (E) testing of other projects, in accordance with the relevant provisions of similar testing of mechanical and electrical products.
    Article 32nd qualified, issue the inspection certificate of entry of goods, granting sales, installation and use.

    38th institutions engaged in pre-inspections in accordance with provisions of the State administration of quality supervision procedures and requirements for initial inspection work carried out, to ensure the quality of work, the pre-inspection report, issued by the authenticity, accuracy, and bear the corresponding legal responsibility.
    Institutions engaged in pre-inspections in violation of these provisions, or favoritism, fraud, forgery of the pre-inspection result, AQSIQ can depending on the seriousness of the warning, suspended on the inspection work or revoke a pre-inspection agency qualification penalty.
    39th pre-inspection personnel should be in accordance with the provisions of the State administration of quality supervision procedure and requires the implementation of initial inspection, earnestly fulfill their duties, the pre-inspection result of authenticity and accuracy.
    Pre-inspection personnel violate the present provisions or commit such acts, practicing fraud, and falsifying the pre-inspection result, behavior, or large errors in the inspection activities, and produce serious consequences, AQSIQ can revoke a pre-inspection personnel accreditation.
    40th inspection and quarantine bureaux shall do a pre-shipment inspection, arrival inspections and other statistical work, and periodic totals reported to the State administration of quality supervision on the work.
