    Ministry of foreign trade and economic cooperation, the 114th) supplementary provisions as follows: first, with effect from January 1, 2004, allows Hong Kong service providers and Macao service providers established in the Mainland in the form of wholly-owned construction and engineering design.
    II, Hong Kong service providers and Macao service providers set up construction engineering design enterprises in the Mainland, as well as applications for qualification, in accordance with the provisions of foreign-invested construction design enterprises and relevant construction and engineering design of enterprise quality management regulations.
    Third, the provisions of the Hong Kong service providers and Macao service providers should comply with the Mainland and Hong Kong closer economic partnership arrangement with the Mainland/Macao closer economic partnership arrangement on "service provider" definition and requirements of the relevant provisions.
    Four, this supplement is responsible for the interpretation provided by the Ministry of construction and the Ministry of Commerce, according to their respective responsibilities.
                                                Five, the supplementary provisions shall come into effect on January 1, 2004.
