GAC Technology Department is responsible for the customs of customs information technology standards in the industry-standard development, review, implementation, training, and so on.
Eighth customs departments to assume the following responsibilities: (a) the proposed industry standard project within the limits of the scope of business customs applications; (b) drafting business customs and industry standards in this sector; (c) the Department responsible for customs, within the industry standard implementation and supervision.
Nineth customs assume the following responsibilities: (a) proposed by Customs and industry-standard requirements, (ii) according to the General Administration of customs delegates involved in custom development of industry standards, (iii) within the customs area is responsible for the implementation and supervision of customs and industry standards.

11th the General Administration of customs reported by the Department of Legal Affairs is responsible for the Organization of customs standards review project applications to determine this year's customs standards projects as well as the Department responsible for drafting, elaboration of annual plans for standard projects of the General Administration of customs, the General Administration of customs Standardization Management after the adoption of the Committee's consideration of, published in March each year the standard annual plan of work (see annex 3).
In determining the annual work plan process, the General Customs Department of Legal Affairs shall apply industry standard project with the Customs Department to communicate and coordinate.
Section 12th for project formulation or revision of customs, industry standard, shall meet the following requirements: (a) customs operational requirements; (b) the non-conformity with the corresponding requirements of national standards or industry standards, or current industry standards should be revised and (iii) outside the scope of customs industry standard systems management.

Fourth chapter customs industry standards, revision, publication and implementation arrangements for the 15th annual project plans according to standard, the General Administration of customs departments are responsible for customs industry standard-setting and the drafting of the amendment.

18th drafting departments complete the drafting work, standard draft, standard should be prepared or revised instructions, standard review meeting minutes, summary and other relevant attachments to submit reviews.

Customs and industry standards relating to the members of the review panel should include legal experts, business experts and technicians with senior technical titles and managers familiar with the standardization work.
Article 20th on the customs review should use industry standard manner for the Review Conference, at the Review Conference shall not be less than 7.
Review conferences should be available for discussion, you need to vote, there shall be no less than three-fourths agreed to by members are present.
Results of the Review Conference shall prepare minutes of the meeting, reflect different opinions.
Article 21st drafting departments should be reviewed by the review panel, industry standards into the Customs approval, together with a review of meeting minutes submitted to the General Administration of Customs Law Department in a timely manner. 22nd article customs industry standards by the Customs Department is responsible for the approval of the legal system.
