Article III Ministry of water resources for water engineering construction supervision and management system of consent.
Ministry of water resources basin management organs (hereinafter referred to as watershed management) and local people's Governments at or above the county level Department of water administration in accordance with the classification of administrative permissions, specifically responsible for planning consent system and water engineering construction supervision and management.

Examination and signing authority shall organize the review report of the expert on the special demonstration, water meets the requirements of watershed management, development, protection and flood control, make an approval decision and signing water engineering construction planning consent. Tenth examination and signing authority in the review process, when necessary, seek the works relating to the next level with water views of the water conservancy Administrative Department.
River basin management agencies in the review process, when necessary, seek water-related provinces, autonomous regions and municipalities views of the water conservancy Administrative Department. Article 11th signing authority shall accept applications construction plan of water within 20 working days from the date of decision.
Cannot make a decision within 20 working days, approved by the head of this body, can be extended by 10 working days, and the extension should be informed of the reasons for the construction unit.

Examination and signing authority when conducting supervision and inspection, right to conduct field investigations, the construction unit shall cooperate with and provide relevant information and materials.
