Road transport vehicle fuel consumption testing and regulatory approaches
(June 26, 2009, the Ministry of transport announced on November 1, 2009, 2009 11th execution) Chapter I General provisions

Chapter II administration of detection

Tenth inspection bodies shall record the test results and verification of vehicles, according to uniform requirements issued by the road transport vehicle fuel consumption testing report.
11th testing agency should be road transportation vehicle fuel consumption testing records and testing report archive, archive retention period of not less than 4 years.

Chapter III administration models

Article 18th through a technical review of the vehicle manufacturer disagrees with the results of the technical review, within 5 working days upon receipt of the written material for a review of the Ministry of transport.
Ministry of transport experts should be organized to review the results of the technical review.
19th Ministry of transport should be adopted in a timely manner a technical review of the models be publicized on the Internet are published for a period of 5 working days. After 20th after publicity vehicles, without objection, the Ministry of transport shall be announced to the public in a timely manner.
After public objections and actually found not eligible cars shall not be released, and told the vehicle manufacturers.
The fuel consumption standard models table at least once every quarter.
21st has been added to the fuel consumption standard model table model of product extensions, change, one of the following conditions, vehicle production enterprise shall, according to prescribed procedures to reapply:
(A) the length, width or height exceeds the original parameter value of 1%;

Supervision and administration of the fourth chapter

(D) other acts in violation of laws, administrative rules and regulations. 28th Ministry of transport are included in the fuel consumption standard model table model implementation of dynamic management.
Vehicle manufacturer fraud fraudulent eligibility of fuel consumption for inclusion in the table of standard models, the Ministry of transport should be deleted from the table of the fuel consumption standard model, and to the public.

To reach the national scrapping standards or testing does not meet the standards of the vehicle shall not allow it to continue to be engaged in road transport operations.
31st vehicles engaged in road transport fuel consumption testing and regulatory staff in testing and oversight in the management of the abuse of power, negligence, malpractice and other cases, shall be given administrative sanctions constitutes a crime, the law transferred to judicial organs for handling.
The fifth chapter supplementary articles
32nd city buses, taxis and mass no more than 3,500 kilograms of passenger and freight vehicles fuel consumption limits standard and regulatory steps separately. 33rd article this way come into force on November 1, 2009.
Road transport authority with effect from March 1, 2010, dispensed when the road transport certificates, shall fuel consumption as the necessary indicators, control of the fuel consumption standard models table for verification.
