Chapter I General provisions
Article I (purpose) in order to enhance the safety of transport of radioactive goods management, implementation of the safety of transport of radioactive material transport safety license system under the regulations, these measures are formulated.
Article II (scope of application) engaged in the transport of radioactive materials and radioactive materials transport container design, manufacturing and other activities, should be in accordance with the regulations, to handle the licensing and record-keeping procedures.
Article III (classification) national implementation of transport of radioactive goods classification management, based on the characteristics of radioactive substances and its effects on human health and the potential environmental hazard, radioactive substances are classified into first class, second class and third class.
Radioactive substances is classified and directories, by nuclear safety regulatory authorities under the State Council in accordance with the provisions of the safety of transport of radioactive materials regulations, in conjunction with the public security, health, customs, transport, railways, civil aviation, nuclear industry Department.
Chapter II transport container design approval and for the record
The fourth section (basic design requirements) of a class of transport of radioactive goods containers are designed, should be reported before the first used in the manufacture of nuclear safety supervision and management departments of the State Council for examination and approval.
Two radioactive materials transportation container design shall be reported before the first used in the manufacture of nuclear safety supervision Department under the State Council.

Seventh (design conditions) apply for and receive a kind of radioactive materials transport vessel design unit of the instrument of ratification, shall comply with the following conditions:
(A) having legal personality;
(B) related or similar activities and are engaged in the design of work performance;
(C) is commensurate with the activities designed and approved by qualified technicians;
(D) have a sound management system and perfect quality assurance system, as well as provisions relating to nuclear safety supervision and management in line with the national quality assurance program.
The eighth section (design) applications approved a radioactive materials transport packaging design, design units should be written applications to the nuclear safety regulatory authorities under the State Council, and submit the following materials:
(A) the General layout and design specifications;
(B) the design safety evaluation report;
(C) provisions relating to nuclear safety supervision and management in line with the national quality assurance program.
Radioactive materials transportation standards for container design safety evaluation report format and content, by the nuclear safety regulatory authorities under the State Council separately. Nineth (design review) nuclear safety regulatory authorities under the State Council shall accept an application for a design approval of the transport of radioactive goods container completed within 45 business days from the date of the review.
To meet the national standards of safety of transport of radioactive materials, issuing a kind of radioactive materials transport container design approval and post design approval numbers; do not meet the national standards of safety of transport of radioactive materials, notify the applicant in writing and state the reasons. Nuclear safety regulatory authorities under the State Council in the review process should be organized experts to conduct technical reviews.
Technology review included document review, review dialogue, scenes, etc.
Time required for technical review, not counting within the period specified in the first paragraph of this article.
Tenth (design of ratification) a kind of radioactive materials transport container design approval shall include the following main elements:
(A) the designer name, residence and legal representative;
(B) transport of container types and the approval number;
(C) radioactive content attributes;
(D) transport container design specifications and applicable technical standards, etc;
(E) operational requirements, mode of transport, the use of ambient temperature;
(F) the term of validity;
(VII) date of ratification and approval number.
11th (design approving an extension of) a kind of radioactive materials transport container design approval is valid for 5 years.
Design approval has expired, needs continuity, certified units should be to design instruments of ratification before the expiry of 6 months, writing to the State nuclear safety regulatory renewal application, and submit the following materials:
(A) the original copy of the instrument of ratification;
(B) description of the quality assurance program implementation results;
(C) design standards, such as the change is consistent with the description of the new standard.
Ratifications renewal application design units, nuclear safety regulatory authorities under the State Council shall, in the design make decision on whether to approve the extension before the expiry date of the instrument of ratification.
12th (design changes) design changes approved a radioactive materials transport containers designed in content security, shall, in accordance with the original application procedures apply to nuclear safety supervision Department under the State back for design approval.

Special form radioactive material and low dispersible radioactive material and design units, nuclear safety regulatory authorities under the State Council submitted their design meets the requirements of national safety standards for radioactive materials transport-related documents.
Nuclear safety regulatory authorities under the State Council to comply with national safety standards for radioactive materials transport requests, issuing the appropriate design of ratification and announcement design approval numbers; do not meet national safety standards for radioactive materials transport requests, notify the applicant in writing and state the reasons.
For special form radioactive material and low dispersible radioactive material design continuity, change according to the methods set forth in 11th and 12th.

(B) the design safety evaluation report.

Chapter III transport vessel manufacturing license and registration
15th (manufacture of basic requirements) units engaged in a kind of radioactive materials transport vessel shall apply to nuclear safety regulatory authorities under the State Council for manufacturing license.
Units engaged in type II transport of radioactive goods vessel manufacturing, nuclear safety regulators should be reported to the State Council for the record.
16th (conditions of manufacturing units) application for a manufacturing licence, subject to the following conditions:
(A) having legal personality;
(B) engaged in manufacturing activities and related or similar work performance;
(C) adapt to and are engaged in the manufacture of machinery, welding, materials and heat treatment, casting, forging, and other related professional and technical personnel, as well as welders, welding operators or non-destructive testing qualification certificate of professional and technical personnel;
(D) commensurate with manufacturing activities engaged in by the production conditions and testing methods;
(E) a perfect management system, improve the quality assurance system and conforms to the national provisions relating to nuclear safety supervision and management of the quality assurance program.
17th (applications for manufacturing) apply for the transport of radioactive goods vessel manufacturing license units, shall submit to the State nuclear safety regulatory applications and documents submitted meet the required conditions.
18th (manufacturing review) nuclear safety regulatory authorities under the State Council shall accept the application within 45 business days from the date of completion of the review, to meet the conditions of issue manufacturing licenses, and announce it; do not meet the conditions, and notify the applicant in writing and state the reasons. Nuclear safety regulatory authorities under the State Council in the review process should be organized experts to conduct technical reviews.
Technical review document review, review of dialogue and an on-site inspection can be taken, and so on.
Time required for technical review, not counting within the period specified in the first paragraph of this article.
19th (manufacturing), a kind of radioactive materials transport vessel manufacturing license shall contain the following information:
(A) the manufacturing unit, name, residence and legal representative;
(B) the licensed manufacture of transport container design approval number;
(C) the term of validity;
(D) the issuing authority, date of issue, and certificate number.
20th (manufacturing license extension) of a class of transport of radioactive goods vessel manufacturing license is valid for 5 years.
Manufacturing license has expired, the need to continue manufacturing units shall manufacture license expires 6 months ago, writing to the State nuclear safety regulatory renewal application, and submit the following materials:
(A) copies of original manufacturing license;
(B) the original manufacture license of manufacturing activities;
(C) the original manufacturing license is valid in the manufacturing quality of transport containers;
(D) the description of changes in the original manufacturing license.
Manufacture license of nuclear safety regulatory authorities under the State Council shall make a decision on whether to approve the extension before the expiry.
21st (manufacturing licensing changes) a manufacturing unit for transport of radioactive goods containers manufacturing and design of the original licensed manufacturing approval number different transportation container, shall, in accordance with the original application procedures apply to nuclear safety supervision Department under the State back for manufacturing license.

Nuclear safety regulatory authorities under the State Council shall regularly publish documented type II transport of radioactive goods container manufacturing units.
24th (using basic requirements) use outside the class of radioactive materials, containers for transport of units, shall, before using for the first time the State nuclear safety regulatory authorities for review and approval.
Foreign units manufacture two types of radioactive materials transport container, shall, before using for the first time the State nuclear safety regulatory authorities.
25th (use) for use outside the class of radioactive materials, containers for transport of units units should be written applications to the nuclear safety regulatory authorities under the State Council, and submit the following materials:
(A) the design unit design of nuclear safety regulatory authority of the country where copies of approval documents;
(B) design issue a safety evaluation report;
(C) documentation of manufacturing unit-related performance;
(D) the manufacturing unit of quality issued by the qualified certificate;
(E) meet the People's Republic of China laws, administrative rules and regulations, and safety of transport of radioactive materials, standards or standards which recognized nuclear safety supervision Department under the State Council of the illustrative material.
26th (review), nuclear safety regulatory authorities under the State Council shall accept the application within 45 business days from the date of completion of the review, to conform to the national standards of safety of transport of radioactive materials, issuing instruments of ratification; do not meet the national standards of safety of transport of radioactive materials, notify the applicant in writing and state the reasons. In the process of review, nuclear safety regulatory authorities under the State Council may appoint an expert technical review.
Time required for technical review within the time limit prescribed in the preceding paragraph is not calculated.
27th (ratification) units outside manufacturing category of radioactive materials transportation container using the instruments of ratification shall contain the following:
(A) use the company name, domicile and legal representatives;
(B) the design name, manufacturers name;
(C) the original design approval number;
(D) operational requirements, mode of transport, the use of ambient temperature;
(E) shipping container codes;
(F) the term of validity;
(VII) date of ratification and approval number.
28th (using an approved extension) unit made a kind of radioactive materials transport containers used outside approval is valid for 5 years.
Use the expiry date of the instrument of ratification, needs continuity, use the unit should be to use instruments of ratification before the expiry of 6 months, writing to the State nuclear safety regulatory renewal application, and submit the following materials:
(A) the original copy of the instrument of ratification;
(B) transport container usage reports in the validity of the original instruments of ratification;
(C) the description of the quality assurance program implementation within the validity of the instrument of ratification;
(D) the original instrument of ratification within the validity of the transport container maintenance, repair and safety evaluation of instruction.
Using ratifications renewal application units, nuclear safety regulatory authorities under the State Council shall make a decision on whether to approve the extension before the expiry date of the instrument of ratification.
29th (using an approved change) a unit manufacturing a kind of radioactive materials transport containers used outside the use of instruments of ratification, change unit name, residence or legal representative shall be from the date of registration in the 20th, nuclear safety supervision Department under the State Council to use instruments of ratification procedures, and submit the change request, the business registration documents, and other supporting materials.
30th (filing) of foreign units manufacture two types of radioactive materials transport container, shall, before using for the first time the State nuclear safety regulatory authorities in the following documents:
(A) the manufacturing unit of quality issued by the qualified certificate;
(B) design issue a safety evaluation report form;
(C) meet the People's Republic of China laws, administrative rules and regulations, and safety of transport of radioactive materials, standards or standards which recognized nuclear safety supervision Department under the State Council of the illustrative material.
Nuclear safety supervision Department under the State Council overseas units manufacture two types of radioactive materials transport container filing procedures, should at the same time as the transport encoding is determined.
Fourth chapter of radioactive materials transportation approved and registered

32nd (report preparation) the shipper shall entrust environmental impact assessment of grade a qualification certificate for preparation of the transport of radioactive materials, nuclear and radiation safety analysis report.
Transport of radioactive materials, nuclear and radiation safety of the format and content of the report, by the nuclear safety regulatory authorities under the State Council.
33rd (transportation review) nuclear safety regulatory authorities under the State Council shall receive radioactive materials, transport of nuclear and radiation safety analysis report within 45 business days from the date of completion of the review, to conform to the national standards of safety of transport of radioactive materials, nuclear and radiation safety analysis reports of ratification issued; do not meet the national standards of safety of transport of radioactive materials, notify the applicant in writing and state the reasons. In the process of review, nuclear safety regulatory authorities under the State Council may appoint an expert technical review.
Time required for technical review within the time limit prescribed in the preceding paragraph is not calculated.
34th (transport of ratification), transport of radioactive materials, nuclear and radiation safety analysis reports of ratification shall include the following main elements:
(A) the name, address, legal representative of the shipper;
(B) the name, quantity of the transport of radioactive materials;
(C) transport vessel design approval number, mode of transport and transport programmes;
(D) additional measures and operations management requirements;
(E) the term of validity;
(Vi) date of ratification and approval number.
35th (transport approving an extension of) a class of transport of radioactive materials, nuclear and radiation safety analysis reports of ratification is valid for 5 years.
Nuclear and radiation safety analysis reports of ratification expired, needs continuity, the shipper shall in nuclear and radiation safety analysis reports of ratification before the expiry of 6 months, writing to the State nuclear safety regulatory renewal application, and submit the following materials:
(A) the original copy of nuclear and radiation safety analysis reports of ratification;
(B) the nuclear and radiation safety analysis reports of ratification within the validity of the transport container usage reports, including maintenance, repair and safety evaluation of instructions;
(C) transport activity reports, including transportation, radiation protection and emergency measures implementation of the programme description.
Ratifications renewal application for the shipper, nuclear safety regulatory authorities under the State Council shall be in nuclear and radiation safety analysis reports make a decision on whether to approve the extension before the expiry date of the instrument of ratification.
Article 36th (carriage approved change) possession of nuclear and radiation safety analysis reports of ratification, change of name, address or legal representative shall be from the date of business registration in the 20th, nuclear safety supervision Department under the State Council for nuclear and radiation safety analysis reports of ratification procedures, and submit the change request, the business registration documents, and other supporting materials.
37th (departure record) a kind of radioactive materials before shipment, the shipper shall place the following materials of provinces, autonomous regions and municipalities environmental protection departments:
(A) table a class of radioactive materials, radiation monitoring of transport;
(B) a class of transport of radioactive materials, nuclear and radiation safety analysis report copy of the instrument of ratification;
(C) radiation monitoring reports.
Radiation monitoring reports from the preceding paragraph, the shipper commissioned a qualified radiation monitoring organizations to check type of radioactive surface contamination and radiation levels after the implementation of monitoring, issued by the radiation monitoring body.
Received the archival materials of environmental protection authorities of provinces, autonomous regions and municipalities shall be informed the table prior to the shipment of radioactive material transportation through and arrived in the environmental protection authorities of provinces, autonomous regions and municipalities.
38th (special arrangements) any of the following circumstances, transport of radioactive goods containers could not be in full compliance with national safety standards for radioactive materials transport, require special arrangements to improve the level of transport safety, the shipper shall prepare a transport of radioactive materials, nuclear and radiation safety analysis report prior to shipment reported to the nuclear safety regulatory authorities under the State Council examined and approved:
(A) not suitable for specially designed and manufactured due to specific shipping containers;
(B) the one-off transport, specially designed and manufactured to meet the national standards of safety of transport of radioactive materials transport container is obviously not reasonable. 39th (transit approval) a kind of radioactive materials arrived from outside the People's Republic of China territory, or through the People's Republic of China territory, shipper or its authorized agent shall prepare a transport of radioactive materials, nuclear and radiation safety analysis report, nuclear safety regulatory authorities under the State Council for examination and approval.
Examination and approval procedures in accordance with the provisions of article 33rd.
Shippers of the State nuclear safety regulatory authority of nuclear and radiation safety analysis report after ratification, a kind of radioactive materials can be delivered People's Republic of China territory, or through the People's Republic of China territory. 40th (on transit transport for the record) class II and class III radioactive materials arrived from outside the People's Republic of China territory, or through the People's Republic of China territory, the shipper shall entrust a qualified unit monitoring, preparation of the transport of radioactive materials, radiation monitoring reports submitted to the State Council for nuclear safety regulatory authorities.
Nuclear safety regulatory authorities under the State Council shall issue a report on monitoring of the transport of radioactive materials, radiation records to prove.
Transport container for the same radioactive contents are the same, and radioactive material with a half-life of less than 60 days, importers can handle a radiation monitoring reports record every six months.
41st (transit customs formalities) radioactive material arrived from outside the People's Republic of China territory, or through the People's Republic of China territory, the shipper, the carrier or its agents to the customs formalities, shall submit the relevant permits and nuclear safety regulatory authority under the State Council of the transport of radioactive materials, nuclear and radiation safety analysis reports of ratification or transport of radioactive materials, radiation monitoring reports for the record to prove it.
42nd (qualification for transport) the shipper shall entrust a qualified transport of radioactive goods carrier carrying radioactive materials.
Transport the radioactive products of their own units and in radioactive waste shouzhu engaged in the transport of radioactive materials in the process of provinces, autonomous regions and municipalities directly under the urban radioactive waste repository operating unit, shall obtain the qualification of non-commercial road transport of dangerous goods.
