Chapter I General provisions
First in order to strengthen standardized management of environmental protection hotline, open reports, maintain and safeguard the people's legitimate rights, in accordance with the Ordinance of letters and calls, as well as the relevant provisions of laws and regulations on environmental protection, these measures are formulated.
A citizen, legal person or other organization reporting hotline by calling the environmental protection, environmental pollution or ecological destruction reported to the environmental protection departments at all levels, and requests the competent Department of environmental protection law, these measures shall apply.
Environmental hotline should be used "12369" special service phone numbers, local names into "12369" environmental protection hotline.
Take the "12369" environmental institutions before the tipoff of the hotline, said reports.
Article environmental hotline at work should be guided by the following principles:
(A) is responsible for territorial management, grading, who is in charge and who is responsible for;
(B) accepted by law, timely handling;
(C) safeguard the public right to information, the right to participate in environmental protection and supervision;

Fourth environmental report hotline should have reported, illegal will check all results, the echo.

Chapter II Organization, responsibilities and personnel
V environmental protection departments at all levels should enhance their environmental protection hotline, institution-building, equipped with the appropriate professional staff, guarantee working conditions, maintaining team stability.
Article sixth environmental hotline working group is responsible for:
(A) to accept reports of environmental pollution and ecological destruction;
(B) to report timely, reminders, diversion, assigned by supervisor;

(F) inspection, guidance and assessment environmental protection hotline at lower levels, and Exchange work experience, staff training.
Across agencies undertake environmental hotline work according to the actual situation to perform other duties, or take on other responsibilities of local government.
Seventh green hotline staff members shall meet the following requirements:
(A) discipline, political stance, familiar with the environmental protection business, understand the relevant laws, regulations and policies, business training and examinations;
(B) love their job, there is a strong sense of professionalism and responsibility;
(C) tertiary education level above;
(D) to receive basic knowledge and skills from tipoff, strong coordination and communication skills;
(E) the upright, seeking truth from facts;
(Vi) strict compliance with rules and regulations.
Chapter III procedure
Eighth report to the environmental protection hotline staff answers the telephone, should be careful, norms, reports accurate factual record time, was reporting unit name and address, report content, demands objective, the informer's name and contact information, and to distinguish between, respectively, in the following ways:
(A) fall within the environmental protection departments at all levels responsibility of environmental pollution and ecological damage reported, shall be admissible.
(B) does not belong to report matters dealt with by the Department of environmental protection to reject the complaint, it shall inform the whistleblower law to the relevant authorities.
(C) the law should be resolved through litigation, arbitration, administrative reviews and other legal means or have entered the above procedures, shall inform the whistleblower in accordance with relevant laws and regulations submitted to the departments and units concerned.

Local environmental protection hotline staff shall receive the assigned to report immediately, and are processed in a timely manner as required. 11th report should be concluded within 60 days from the date of acceptance.

Reports of superior, responsible for environmental protection departments at lower levels after processing will be handled timely results reporting to superior bodies; superior found the report incomplete or unclear facts, can return the original administrative departments to apply for.
Reporting the result shall be issued by the head of the Environmental Protection Department and the tipoff, investigating the situation, comments, responses, etc.

14th superiors take environmental protection hotline at work found to lower levels of report assigned by one of the following circumstances, shall report to the competent Department of environmental protection, shall be prescribed by the competent Department of environmental protection in accordance with the relevant supervisor in a timely manner:

15th agencies should be working at various levels to take environmental protection hotline where spot checks, visit had originally reported pieces, listen to improve their work.

16th environmental protection departments at all levels should establish and improve environmental protection hotline, working rules and regulations to ensure environmental protection hotline, work rules, and orderly.
17th levels of commitment and environmental protection hotline, agencies should be working on all kinds of information and processing of summary, analysis, and recommendations, and addressed the level the Environmental Protection Department and superior take on environmental protection hotline agencies report.
18th environmental protection departments at all levels should regularly analyze environmental hotline at work, and in accordance with the needs, and to inform the relevant units and departments.
19th environmental protection departments at all levels should be on television, newspapers, Internet and other media to promote environmental reporting hotline, enhancing public awareness of participation and oversight.
20th environmental protection departments at all levels should organize environmental hotline staff study of political theory and operational training, strengthen the team construction, constantly improve the ideological consciousness of staff and operational level.
21st hotline at various levels to take environmental protection agencies should improve the security management system, improve privacy protection measures, strengthen security checks, and actively carry out the education of security.
22nd levels assume environmental hotline at working group should keep the relevant written material or sound recordings, and in accordance with the relevant norms of archives management of archives.
23rd environmental protection departments at all levels should be combined with the actual work, development of environmental protection hotline, recognition and reward systems, on the outstanding deeds of outstanding achievements recognition and reward staff or units.
