State-level forest park management practices

    (May 20, 2011 the State Forestry Administration announced as of August 1, 2011, 27th) first in order to standardize the State-level forest park management, protection and rational utilization of forest landscape resources and forest eco-tourism development and promoting the construction of ecological civilization, these measures are formulated.

    State-level forest park master plan should also include forest eco-tourism, forest fire prevention, safety and other special programming.

22nd National Forest Park Management Office should be on the scope of forest park public stake and demarcation. State-level forest park management body shall, in accordance with the requirement to use national forest parks of China logo.

    Without consent of the State Forestry Administration, no units or individuals may use the name and logo of national-level forest park.

    25th national forest park management institution shall, according to the State-level forest park visitor capacity to organize tourism activities defined in the General plan shall not exceed the maximum visitors capacity to receive tourists.

In national forest park of transport shall, in accordance with the prescribed routes and parking at selected locations.

    Encouraged within the national forest park using low-carbon, energy-saving and environmentally-friendly transport.

    26th national forest park management office should establish a sound system of forest fire prevention, implementation of the responsibility system for fire prevention, strengthen publicity on fire prevention and fire management, forest fire fighting and rescue team, equipped with the necessary fire prevention facilities and equipment.

    27th National Forest Park Management Office should lead to forest park and surrounding residential development with local characteristics and pollution-free cultivation, farming and processing industry of forest products, encourage its work on forest-related resource management and tourism and other activities.

    28th National Forest Park Management Office should establish a sound information reporting system, as required, submitted to departments of people's Governments above the county level forestry forest scenery resources protection, use and so on. 29th forestry authority of the people's Governments above the county level should improve the supervision and management system, strengthen State-level forest park master planning, special planning and other management and supervisory checks.

    State-level forest park management body shall cooperate with the supervision and inspection, and truthfully provide relevant material.

    Article 30th in violation of these regulations in the national forest park, forest and wildlife protection law and other laws and regulations have been defined, the people's Government above the county level forestry authorities be given heavier punishment according to law.

31st of the following acts in violation of these rules, the people's Governments above the county level forestry departments directly in charge of personnel or other persons directly responsible shall be given sanctions, disciplined or recommends that the relevant authorities:

(A) fails to set up master planning, modification of the master plan or is not in accordance with the master plan for construction activities;

(B) not in accordance with the provisions of the forest park construction and operation;

(C) on forest park landscape and ecological construction projects have a greater impact or lead to lower quality of forest landscape resources, without having first obtained permission to revoke or change the scope of the national forest park;

    (D) national forest, park construction and management changes, does not change according to the State-level forest park is the licensee.

32nd national forest park is not in accordance with the provisions of article preparation of master plan or is not in accordance with the master plan for construction, ordered corrective action is still inadequate and led to State-level forest park's main function was unable to play, state forestry administration, State-level forest park can be revoked.

Decline in the quality of forest landscape resources of national forest park, forest landscape resources Evaluation Committee of experts reviewed do not meet state-level forest park landscape resources grade standards, state forestry administration, State-level forest park should be revoked.

    Repealed a State-level forest parks, 3 years to apply for setting up a State-level forest park.

    33rd people's Government above the county level forestry authorities and their staff in the supervision and management of the national forest park of, abuse of power, favoritism, given administrative sanctions according to law; if the case is serious enough to constitute a crime, criminal responsibility shall be investigated according to law. 34th article of the rules take effect on August 1, 2011.
