Interim provisions on the supervision and management of major hazard of dangerous chemicals

    (Released August 5, 2011 the State administration of work safety, the 40th since December 1, 2011) Chapter I General provisions

    First in order to strengthen the management of major hazard installations safety supervision of dangerous chemicals to prevent and reduce the occurrence of dangerous chemical accident, protect people's lives and property safety, in accordance with the People's Republic of China Law of safety production and the safety management of dangerous chemicals Ordinance and other relevant laws, administrative regulations, this provision is enacted.

    Article production, storage, use and management of hazardous chemicals (hereinafter referred to as hazardous chemicals unit) hazard chemical significant dangerous source of identification, assessment, registration documentation, record keeping, verification, supervision and management, these provisions shall apply.

    Chapter III safety management

    (11) other documents and materials.

    District people's Government municipal work safety supervision and management departments should be rotated every six months the area level verification of major dangerous source materials submitted to the provincial production safety supervision and management departments.

    30th local people's Governments at or above the county level shall work safety supervision and management departments should strengthen supervision and inspection of major dangerous sources of hazardous chemicals unit, urged the unit identification of major dangerous source of dangerous chemicals, safety evaluation and classification, registration documentation, record keeping, monitoring, emergency preparation, verification, and security management.

    (C) in accordance with these provisions and related standard requirements for safety monitoring and control of major hazard;

    (D) the formulation of major hazards emergency plan.

    33rd hazardous chemicals unit, one of the following acts, ordered by the people's Governments above the county level production safety supervision and management departments to correct; it fails to mend, order to suspend for rectification, and a fine of up to 50,000 Yuan:

    (A) does not constitute a major hazard sites obvious security warning flag is set;

    (B) is not in the major hazard equipment, periodic testing and inspection of the facilities.

    34th hazardous chemicals unit, one of the following circumstances, the people's Governments above the county level production safety supervision and management departments to give a warning, and may be fined not more than 5000 Yuan and 30,000 Yuan:

    (A) is not in accordance with the criteria to identify the major hazards;

    (B) is not in accordance with the clear key in the major hazard installations and the key positions of responsibility or the responsibility of institutions;

    (C) not in accordance with the regulations on establishing emergency rescue organizations or provided with emergency rescue personnel, as well as equipped with the necessary protective equipment and devices, equipment, material, and to guarantee their integrity;
