College Council procedures (trial implementation)

    (July 16, 2014 to 37th, published since the Ministry of education as of September 1, 2014) article to promote the construction of modern University system with Chinese characteristics, a sound internal governance structure to promote and normalize the Council building, strengthening of institutions of higher learning and social contacts, cooperation, in accordance with the People's Republic of China higher education Act and the relevant regulations of the State, these procedures have been formulated.

Article referred to in these procedures the Council refers to State-run universities (hereinafter: institutions of higher learning) according to run independently of the needs of the community-oriented, created with the participation of representatives of relevant aspects of running, supporting school development consulting, consultation, review and oversight body, is science in higher education decision-making, monitoring, an important form of social participation and system platforms.

Fourth institution of higher learning should be practical, give full play to the role of the Council in the following matters:

(A) the close social ties, and enhance the ability of social services, and to establish a long-term cooperation mechanism;

(B) expanding democracy at the decision, guarantee and the important development-related issues of school reform, prior to the decision and can listen to the views of relevant aspects;

(C) seek community support, rich ways and means of social participation in and support for higher education, exploration, deepen the education reform;

    (D) improve the mechanisms of supervision, improve the social monitoring of school running and management activities, evaluation mechanisms, enhance the sense of social responsibility.

Article fifth Council representatives should generally include the following:

(A) the school organizers, representatives of the competent authorities, building services;

(B) the heads of schools and departments, academic organizations, teachers, student representative;

(C) support the development of schools and local governments, industry organizations, enterprises, institutions and other social organizations, representatives of the Member;

(D) the outstanding alumni, celebrities, well-known experts and so on;

(E) invited other representatives.

    The proportion of the representatives in the Council should be relatively balanced, to the Council to play its role fully and effectively.

Members are generally not less than 21 of the Sixth Council, can be divided into Office members and individual members. Position Director appointed by the relevant department or the Director of the unit; members, units and individual members recommended by the designated agencies or related organizations is selected.

School leaders and heads of the relevant departments can identify as ex-officio members.

    According to the composition of the Board size and the actual needs and to fulfil its functions the school, establishment of the post of Director and honorary Director, and so on.

Article seventh Council each term is 5 years, and members may be reappointed. A name can be set, Chairman of the Council, Vice Chairman of a number of names.

    Director can be nominated by their schools, elected by the plenary meeting of the Board; can also be organised by the schools or school regulations provides otherwise.

Eighth section members, and honorary members shall have a good reputation in society, in the relevant industries, has extensive influence in the field, active interest in, support for school development, has the ability to perform their duties and wishes.

    Members, and honorary members shall not participate in Council and related activities, remuneration or other material benefit and shall not take bribes to Obtain improper benefits.

Nineth Board perform the following duties:

(A) consideration by Council of Association, articles of amendment;

(B) the decisions governing the addition or withdrawal;

(C) school development goals, strategic planning, disciplines, specialties and annual budget reports, school regulations, major reform initiatives developed or amended for decisions on major issues, such as counselling or participate in the deliberations;

(D) to participate in the consideration of social cooperation, and cooperation between schools and enterprises, collaboration with the innovation programme as a whole and important agreements, advice, support for school social service;

(V) the research school for social objectives for the financing, integration of resources, planning, supervision and use of financing;

(Vi) participation in deliberation, education quality, assess the characteristics and the quality of education in schools, give suggestions or opinions;

    (VII) other functions of school articles or school principal.

    Tenth regular meeting of the Council shall establish a system, at least one plenary meeting per year; also held a special meeting, or establish special teams responsible for specific services.

    11th meeting of the Council should be guided by the principle of democratic consultation, establish and improve the rules of procedure and the rules of procedure of the Conference, all representatives to comment on the topics discussed, the independent, and to reach consensus or voting or in other ways.

12th Council and may have a secretariat, is responsible for arranging Board meetings, contact members of the Board, deal with the daily affairs of the Council.

    Institutions of higher learning should provide the necessary financial resources guarantee the normal activities of the Board.

13th Council organization, responsibilities and operation of specific rules, conference systems, rules, governing the rights and obligations of, the method shall be stipulated by Council regulation.

14th higher learning should publicize the Board composition and regulations.

    Council should take the initiative to disclose relevant information and to perform his duties, accept supervision by the faculty, community and the College authorities.

Council or relevant bodies established by section 15th of the College, its composition or responsibilities inconsistent with this regulation, should be adjusted pursuant to this regulation.

High school can refer to the articles of formation of the Council, and in accordance with the law and relevant regulations of the State, further defined industry representatives on the status and role of the Council.

    Private higher education institutions the Council or the Board of Directors in accordance with the law on private education promotion set up and carry out their duties, these procedures do not apply but may refer to this practice, a modest expansion of representation of the members of the Council. 16th article of the regulation come into force on September 1, 2014.
