    40th in violation of the provisions of this Ordinance, any of the following acts, by the public security organs shall be subject to administrative penalties for public security constitutes a crime, criminal responsibility shall be investigated according to law: (a) hinder or obstruct the inspectors or water intake project management personnel performing official business according to law; (b) inciting a riot in the water regulation.
