People's Republic of China promulgated by Decree No. 500 of the civil nuclear safety equipment supervision and management regulations Executive meeting of the State Council on July 4, 2007 the 183th passed, are hereby promulgated and, as of January 1, 2008.
July 11, 2007, Prime Minister Wen Jiabao civil nuclear safety equipment supervision and management regulations chapter I General provisions article in order to strengthen supervision on civil nuclear safety equipment to ensure the safe operation of civilian nuclear facilities against nuclear accidents and safeguard the health of staff and the public, to protect the environment, promote the development of nuclear energy, this Ordinance is enacted.
Second civil nuclear safety equipment referred to in these regulations refers to civil nuclear facilities used in the implementation of security-enabled devices, including electrical equipment machinery and equipment for nuclear safety and nuclear safety.

Fifth civil nuclear safety equipment design, manufacturing, installation, and non-destructive testing unit, shall establish and improve the responsibility system, strengthen quality control, and the civil nuclear safety equipment design, manufacturing, installation, and non-destructive testing activities to assume fully its responsibilities.
Civil nuclear operating unit, should the existing civil nuclear safety equipment for inspection, testing, inspection and maintenance, civil nuclear safety equipment and take full responsibility for the use and safe operation.
Sixth civil nuclear safety equipment design, manufacturing, installation, and non-destructive inspection activities shall comply with the relevant State industrial policies.

Seventh article of any units and individuals in violation of the provisions of this Ordinance are entitled to report nuclear safety regulatory authorities under the State Council.
Nuclear safety regulators received reports of the State Council shall promptly investigate and deal with, and the informer confidential.
Chapter II standard eighth civil nuclear safety equipment standards is to engage in civil nuclear safety equipment design, manufacturing, installation, non-destructive testing and technical basis. Nineth State shall establish a civil nuclear safety equipment standard system.
Developing civil nuclear safety equipment standards, should fully take into account technological development and use of civil nuclear safety equipment requirements, combined with our industrial base and skills, safe, reliable, and mature technology, economical and reasonable.
Civil nuclear safety equipment standards include national standards, industry standards and enterprise standards.
Tenth involving nuclear safety principles and technical requirements for civil nuclear safety equipment standards, drawn up by the nuclear safety supervision and management departments of the State Council shall be formulated by the standardization authorities and nuclear safety supervision and management departments of the State Council jointly issued; other civil nuclear safety equipment to national standards, drawn up by the nuclear industry authorities under the State Council organization, recognized by the nuclear safety regulatory authorities under the State Council, issued by the standardization authorities under the State Council.
Civil nuclear safety equipment to industry standards, drawn up by the nuclear industry authorities under the State Council organization, recognized by the nuclear safety regulatory authorities under the State Council, published by the nuclear industry authorities under the State Council, and standardization authorities under the State Council for the record.
Developing civil nuclear safety equipment to national standards and industry standards, should fully hear the views of relevant government departments and experts.

(D) commensurate with the proposed activities of the workplace, facilities and equipment; (v) have a sound management system and perfect quality assurance system, and comply with the quality assurance program under the nuclear safety supervision and management.
Application for a civil nuclear safety equipment manufacturing license or license units, should also be made representative of simulation.
Apply article 14th for civil nuclear safety equipment design, manufacturing, non-destructive testing, installation or license units, nuclear safety supervision Department under the State Council an application in writing and submitted in accordance with the conditions specified in section 13th-proof material.
15th nuclear safety regulatory authorities under the State Council shall accept the application within 45 business days from the date of completion of the review, and issue licenses to eligible shall be published; does not meet the conditions, and notify the applicant in writing and state the reasons. Time required for technical review within the time limit prescribed in the preceding paragraph is not calculated.
16th civil nuclear safety equipment design and manufacture non-destructive testing, installation and permits shall contain the following: (a) the company name, address and legal representative; (ii) granted the type and scope of activities undertaken and (iii) expiry date; (d) the issuing authority, date of issue, and certificate number.
17th civil nuclear safety equipment design, manufacturing, installation and non-destructive testing-unit change of name, address or legal representatives, shall from the date of registration in the 20th, to change procedures for nuclear safety regulatory authorities under the State Council to apply for permits.
Civil nuclear safety equipment design, manufacturing, installation and non-destructive testing-unit change of activities under the license type or scope of, an application shall be in accordance with the original procedures re application for a license to the State nuclear safety regulatory authorities.
18th civil nuclear safety equipment design and manufacture non-destructive testing, installation, and the license is valid for 5 years.
