Chapter I General provisions

Countries encourage liability insurance system of special equipment, improve the ability of accident claims.
Nineth any units and individuals in violation of the provisions of this Ordinance, shall be entitled to special equipment safety supervision and management departments and administrative supervision, the relevant departments to report.
Special equipment safety supervision and management departments should establish special equipment safety supervision and reporting system, telephone, mail or e-mail addresses published, accepted for special equipment production, use and inspection violations reported and dealt with in a timely manner.
Special equipment safety supervision and management departments and administrative supervision and other departments concerned shall keep confidential informants, and in accordance with the relevant provisions of the State grant awards.
Chapter II special equipment production

Pressure vessel design units should meet the following conditions:

(C) and pressure vessel design phase to a sound management system and the responsibility system.

14th article boiler, and pressure container, and elevator, and lifting mechanical, and passenger ropeway, and large amusement facilities and security annex, and security protection device of manufacturing, and installation, and transformation units, and pressure pipeline with pipe, and fittings, and valve, and flange, and compensation device, and security protection device, (following referred to pressure pipeline components) of manufacturing units and field (factory) within dedicated mobile vehicles of manufacturing, and transformation units, should by State special equipment security supervision management sector license, party can engaged in corresponding of activities.
The aforementioned special equipment manufacturing, installation, alteration units should meet the following conditions:
(A) with the special equipment manufacturing, installation, suitable for professional and technical personnel and skilled workers;
(B) with the special equipment manufacturing, installation, adapt to conditions of production and testing methods;
(C) has a sound quality management system and the responsibility system.
15th special equipment factory, should be accompanied by a security design specification requirements documents, quality certificates, installation and maintenance instructions, inspection certificates and other documents.
Article 16th of boilers, pressurized containers, lifts, hoisting machinery, passenger ropeway, and large pleasure facilities, (factory) private motor vehicle maintenance units, should be compatible with the special equipment maintenance of professional and technical personnel and skilled workers as well as the necessary means of detection, and endorsed by the provinces, autonomous regions, municipalities, special equipment safety supervision and management departments permission before engaging in appropriate maintenance activities.
Article 17th of boilers, pressure vessels and hoisting machinery, passenger ropeway, and large pleasure facilities installation, alteration, maintenance and field (the plant) alteration, maintenance of a private motor vehicle, must obtain the license units is carried out in accordance with these regulations. Elevator installation, alteration, repair, must be adopted by the elevator manufacturing units or their contract, agreed to in accordance with this Ordinance licensed units.
Elevator manufacturers to lift quality and safe operation related to quality issues.
Special equipment installation, alteration, repair and construction units should be carried out before construction of special equipment installation, alteration, maintenance shall inform municipalities or districts, special equipment safety supervision and management departments to inform immediately after construction. 18th elevator shaft construction must meet the quality requirements. (E) special equipment malfunction and accident record;
(F) the high-energy-consuming special equipment energy efficiency test report information, records of energy consumption and energy-saving technologies.
