Decision of the State Council of the Chinese citizens to visit Taiwan area regulations read as follows: First, the 13th article is revised as follows: "(c) through a foreign city, according to the People's Republic of China passports Act, People's Republic of China resident foreign diplomatic representatives, consular authorities could apply or other foreign agencies authorized by the Ministry of Foreign Affairs.

Second, the modify the 14th to: "Taiwan residents to mainland China, need to perform the following procedures:

"(A) the inspection showed that Taiwan valid proof of identity and an exit or entry certificate of residence;

"(B) fill in the application form;

"(C) submit compliant photos. "National competent authority may, based on specific circumstances require Taiwan residents to submit other application materials.

Article sixth mainland residents to travel to Taiwan for settlement and relatives, travel, reception and disposing of property, dealing with the funeral or to participate in the economic, scientific and technological, cultural, educational, sporting, academic and other activities, must submit an application to account for the location of city or County Public Security Bureau.

Article seventh for Mainland residents to travel to Taiwan, need to perform the following procedures:

(A) submit the identity, account certificates;

(B) fill in visiting Taiwan application form;

(C) current, a school personnel shall be submitted to the unit to which the applicant to proceed to Taiwan; non-working, school personnel are required to submit accounts police station, where the applicant to proceed to Taiwan;

(D) submit with the application for the certificate is the subject.

Eighth article of the proof referred to in article seventh fourth refers to:

(A) the settlement shall be submitted in Taiwan ' proof of residence;

(B) visiting relatives, friends, and must submit Taiwan relatives proof of relationship;

(C) tourism, are required to submit proof of travel costs;

(D) receive, dispose of property, are required to submit a notarized legal rights to the property of the relevant evidence;

(E) marriage shall submit notarized copy of marriage certificate;

(VII) participation in the economic, scientific and technological, cultural, educational, sporting, academic and other activities, are required to submit Taiwan organizations, groups and individuals invited or agreed to participate in the activities of the certificate;

(H) the competent authority considers it necessary to submit additional proof. Nineth public security organs to accept mainland residents visiting Taiwan's application should be in the 30th, remoteness, limited transportation shall, within 60 days to approve or not to approve the decision, notify the applicant accordingly.

Urgent applications should be handled at any time.

Tenth as permission to travel to Taiwan of mainland residents, or visa travel documents issued by the public security authorities.

Mainland residents visiting Taiwan Hou, because of illness or other exceptional circumstances, travel document expired cannot be returned, to the original issuance of the public security organs or public Security Bureau sent or commissioned by the Agency to apply for renewal; can also have special reasons of public security authorities at the port of entry they apply for immigration clearance.

Section 12th for visiting Taiwan of mainland residents have one of the following situations shall not be approved:

(A) defendants in criminal cases or criminal suspects;

(B) the court notifies the unresolved matters not leaving the country;

(C) the sentence has not yet been completed;

(D) are undergoing rehabilitation through labour;

(E) relevant competent departments of the State Council after leaving the national security harm or causing significant damage to national interests;

(F) make up situation, provide false evidence of fraud.
　　Chapter three Taiwan residents to mainland China

13th Taiwan residents to mainland China and to apply to the relevant authorities of the following travel documents:

(A) the request directly to the Mainland from Taiwan area, or entrusted to the Public Security Bureau sent applications to the relevant institutions; there are special reasons, can also apply to the specified port of the public security organs;

(B) to the Hong Kong and Macao region and asked the city, sent to the BEEA agencies or delegate in respect of Hong Kong and Macao applied for;

(C) through a foreign city, according to the People's Republic of China passports Act, People's Republic of China resident foreign diplomatic representatives, consular authorities could apply or other foreign agencies authorized by the Ministry of Foreign Affairs.

14th Taiwan residents to mainland China, need to perform the following procedures:

(A) the inspection showed that Taiwan valid proof of identity and an exit or entry certificate of residence;

15th for approval to mainland Taiwan residents travel documents issued by the competent national authorities. 16th Taiwan residents to mainland China, should be in accordance with the regulations, apply for temporary residence registration.

In hotels, restaurants, guest houses, hotels, schools, enterprises, institutions, associations and other institutions or organs accommodation, should fill in the registration form of temporary accommodation living relatives, by myself or friends and relatives in 24 hours (72 hours in rural areas) within the Office of the local police station or residence registration procedures for temporary residence. 17th Taiwan residents to the Mainland, shall, before entry to the Public Security Bureau dispatched or entrust application from the institution, or through city, relatives and to the development of municipal or County Public Security Bureau to apply.

Approved settlement, the public security organs to identification of permanent residence. 18th Taiwan residents to mainland, it should be within the travel documents held by the scheduled departure.

(D) patients with mental illness or serious infectious diseases;

Except for medical treatment or for other special reasons may be granted entry.
　　Chapter fourth exit and entry inspection

20th city, residents of Taiwan, Taiwan residents traveling to the Mainland, or have to open the specified ports of entry frontier inspection station ID, fill in the exit and entry card, for identification.

(C) refuse acceptance of travel documents;

The fifth chapter document management

22nd city, residents of Taiwan travel document refers to the city, residents of Taiwan permit and a valid travel document.

Article 26th city residents lost travel documents, shall be reported to the original issuance of the public security organ; of substantiated investigations can be reissued to the appropriate travel documents.

27th Taiwan residents in the city, lost travel documents, shall be reported to local city and County public security organ; of substantiated after investigation, can be allowed to reapply to receive the appropriate travel documents, or the issue of a valid exit passes.

28th mainland residents visiting Taiwan and Taiwan residents to mainland travel document holders, one of the circumstances prescribed in the 12th, 19th, these measures, which certificate shall be revoked or declared invalid. Article 29th organ for approving issuance of travel documents, has issued a travel document has the right to revoke or declared void.

The Ministry of public security, if necessary, may change the endorsement, revocation of travel documents or declared void.
　　Sixth chapter punishment

Article 30th invalid such as holders of forged or altered travel documents or fraudulently using travel documents of exit, entry, except in accordance with the People's Republic of China citizens ' exit and entry Management Act provisions of the implementing regulations of article 23rd outside, can simply or and more than 100 Yuan, 500 Yuan fine.

31st forgery, alteration, transfer, sale or resale of travel documents, except in accordance with the People's Republic of China citizens ' exit and entry management rules for the implementation of the provisions of article 24th of penalties, can simply or and more than 500 Yuan and 3000 Yuan fine.

Articles 32nd to make up and provide false evidence, or by means of bribery to obtain travel documents, except in accordance with the People's Republic of China implementing rules for the exit and entry of citizens Act provisions of article 25th of penalties, can simply or and more than 100 Yuan, 500 Yuan fine.
