Law amending the Law on National Education (prom. § 1. In art. 19 make the following additions:
1. In para. 2 after the word "parents", 'or guardians'.
2. In para. 3 after the word "parents", 'or guardians'.
§ 2. Article 20 is amended as follows:
"Art. 20. (1) pre-school children two years before entering the first grade is compulsory, but not earlier than the year in which the child turns 5 years old.
(2) pre-school children under par. 1 takes place in preparatory groups in kindergartens or preparatory classes in schools, parents and guardians do not pay tuition.
(3) pre-school children under par. 1 is implemented in compliance with the following requirements:
1. provide an environment consistent with the age of children that creates guarantees for the protection of their physical and mental health and wellbeing;
2. availability of teachers and assistant educators eligible for the position set out in this Act and the regulations for its implementation; 3
. full-day or half-day organization of pre-school, which includes conditions for recreation of children;
4. provided canteens organized in accordance with the requirements specified in the regulations of the Minister of Health - with day organization of pre-school;
5. free transport in cases of art. 26, para. 3.
(4) pre-school education under par. 1 shall be terms and conditions set out in this Act regulations for its implementation in the state educational requirement under Art. 16, ie. 1.
(5) children who are not fluent Bulgarian language besides training under par. 1 provides Bulgarian language training in specialized methodology for acquiring Bulgarian language. "
§ 3. In art. 20a par. 2 is amended as follows:
"(2) In the cases of art. 20, para. 1 parents or guardians may choose to pre-school education is carried out in a preparatory kindergarten or at school. "
§ 4. In art. 26 be made the following amendments:
1. A new paragraph. 3:
"(3) children and students who are subject to mandatory training and compulsory education in the village, where no kindergarten or school engaged in pre-school in the preparatory group or training in that class is provided free transportation to kindergarten or school in the nearest village in the municipality or a neighboring municipality. "
2. Former para. 3 becomes para. 4 and the words "appropriate school under par. 1, p. 1, 2, 3, 4, 6, 7 and 8 "are replaced by" school "and the words" boarding training "are replaced by" hostel ". 3
. Former para. 4 becomes para. 5 and is amended as follows:
"(5) traveling students from class I to VIII who study in secondary schools under par. 4 provides day organization of the school day and canteens, funding for which shall be determined in accordance with the financial rules of § 6c par. 5. canteen is organized in accordance with the requirements specified in the regulations of the Minister of Health. "
4. Former para. 5 becomes para. 6 and the words "para. 3 "are replaced with" para. 3 and 4 "and the words" para. 4 "are replaced with" para. 5 ".
§ 5. In art. 36, para. 1 made the following amendments:
1. Point 1 is amended as follows:
"1. compulsory pre-school children and compulsory education of pupils up to 16 years of age. "
2. In pt. 5, after the words "canteen" insert "organized in accordance with the requirements specified in the regulations of the Minister of Health, for" words "Art. 26, para. 3 "are replaced with" Art. 26, para. 3 and 4 "and the words" Art. 26, para. 4 "are replaced by" Art. 26, para. 5 ".
§ 6. In art. 45 para. 2 is amended as follows:
"(2) The properties or parts thereof and property released as a result of closure or transformation of state and municipal schools, kindergartens and servicing units are used for education, health, social or humanitarian activities under the Law on State property of the municipal property Act and regulations implementing them. "
§ 7. in art. 47 after "children" shall be added "in kindergartens and" and the words "subject to" insert "compulsory pre-school or".
§ 8. In § 6c of additional provisions be made the following amendments:
1. Paragraph 1 shall be amended as follows:
"(1)" Central School "for the purposes of this Act is a school of art. 26, para. 1, p. 1-4 or 6, which is the nearest village in the municipality or a neighboring municipality where pupils from settlements that have no school. "
2. In para. 5:
a) in the text before item. 1 the words "Art. 26, para. 3 and 4 "shall be replaced with" Art. 26, para. 4 and 5 ';
B) in item. 3, after the words "canteens" insert "organized in accordance with the requirements specified in the regulations of the Minister of Health."
Transitional and Final Provisions
§ 9. By the beginning of the school year 2012-2013, the municipalities create necessary conditions for the implementation of compulsory pre-school of art. 20, para. 1 in accordance with the requirements of this Act and the regulations on its implementation.
§ 10. (1) In the period under § 9 pre-school of art. 20, para. 1 is mandatory for children who have reached the age of 6 in the calendar and subject to mandatory pre-school one year before entering the first grade.
(2) In the period under § 9 provision of Art. 20, para. 1 shall apply to children who have reached the age of 5 in the calendar and subject to mandatory pre-school only in the settlements and municipalities, which have provided the conditions for the conduct of pre-school education in accordance with the requirements of Art. 20, para. 3 and 4, following a decision by the respective municipal council in agreement with the views of their parents or guardians and with the possibility of maximum inclusion in pre-school children aged 5 years.
§ 11. This Act shall enter into force on the day of its promulgation in the "Official Gazette" except:
1. paragraphs 1, 4, 5 and 8, which come into force from the academic year 2010-2011 d .;
2. paragraph 7, which takes effect from the academic year 2012 - 2013 period
