Art. 2. determine the sickness insurance contribution for 2012 in the size 8 percent.
Art. 3. (1) each quarter to the contracts with the contractors of primary and specialized medical care national health insurance fund shall determine:
1. the number of specialized medical activities in accordance with art. 1, al. 2 row 1.5.2;
2. the value of the medical-diagnostic activities in accordance with art. 1, al. 2 row 1.5.4.
(2) the Supervisory Board of the national health insurance fund shall establish the rules for the application of paragraphs 1 and 2. 1.
Art. 4. the funds for the treatment of rare diseases may not exceed 39 000 hill. EUR from the values of art. 1, al. 2 row 1.5.5.
Art. 5. (1) within the framework of the values referred to in art. 1, al. 2, 1.5.6:
1. The national health insurance fund determined for each annual district health insurance fund estimated total cost allocated by month;
2. the district health insurance coverage set mandatory annual estimated cost for activities for hospital medical assistance to contracts with contractors, broken down by quarters.
(2) the implementation of the activities referred to in para. 1 is controlled by months and the estimated value of Pará. 1, paragraphs 1 and 2 shall be adjusted quarterly.
(3) the estimated values under para. 1, item 2 and corrections in para. 2 shall be approved by the Supervisory Board of the national health insurance fund.
(4) for the determination of the estimated values under para. 1, item 2 and their adjustments to the Supervisory Board of the national health insurance fund shall adopt rules.
Art. 6. tissue establishments, concluded a contract with the national health insurance fund, shall submit its financial statements and periodic financial statements for the implementation of activities, paid by the Treasury, by order, determined by the Supervisory Board.
Transitional and final provisions
§ 1. Over health insurance revenues under art. 1, al. 1, row 1 is allocated for health insurance payments by order, determined by the Supervisory Board of the national health insurance fund.
§ 2. The Ministry of health on a monthly basis until the end of the current month provides transfer to the budget of the national health insurance fund under art. 1, al. 1, row 5 in the amount of the obligation in the month to hospitals for their obstetric aid under art. 82, para. 1, item 2 of the law on health and under art. 1, al. 1, line 6 to finance the costs of vaccines in national programmes for the prevention of cervical cancer for a particular population under art. 82, para. 2, item 3 of the law on health. The funds are reported under art. 1, al. 2, order and order the 1.5.6.1 1.5.6.2 budget of the national health insurance fund.
§ 3. From the State budget through the budget of the Ministry of health can be obtained on the budget of the national health insurance fund targeted subsidies under art. 23, para. 1, item 11 of the law on health insurance than those in art. 1, al. 1 for performance of the obligations arising from the application of the rules on coordination of social security systems and for benefits in kind, outside medical assistance under art. 45 of the law on health insurance. With the underlying costs of these benefits are increased amounts under art. 1, al. 2 lines, 1, 1.5, 1.5.7.
§ 4. The contracts of hospital care concluded between authorising officers and the national health insurance fund are recorded as transfers under art. 1, al. 2, row 4.
§ 5. (1) in 2012 medical activities, medicinal products and medical devices, which in 2011 are funded through the budget of the Ministry of health, shall be paid by the means of art. 1, al. 2, line 5.
(2) the means of art. 1, al. 2, line 5 are transferred monthly by the end of the current month.
§ 6. Reliance on the amounts due in accordance with the requirements of art. 24, s. 6 of the Act on health insurance from the budget of the national health insurance fund to the budget of the National Revenue Agency takes place at the end of each calendar month in size 0.2 per cent on the previous month raised health insurance contributions. The funds are recorded as transfers between budgetary accounts under art. 1, al. 2, row 4.
§ 7. The Supervisory Board of the national health insurance fund has the right to carry out internal changes between loans outweighed the cost elements and transfers under art. 1, al. 2 that are within the approved budget.
§ 8. The Supervisory Board of the national health insurance fund pursuant to art. 26, al. 2 of the law on health insurance has the right to spend its funds from the reserve for unforeseen and urgent expenses under art. 1, al. 2, line 3.
§ 9. The Supervisory Board of the national health insurance fund may decide that proceeds from the sale of tangible assets to be used for the acquisition of such assets over the established values in art. 1, al. 2, row 2.
§ 10. In the law on health insurance (official SG. 70 of 1998; amend., SG. 93 and 153 of 1998, no. 62, 65, 67, 69, 110 and 113 in 1999, issue 1 and 64 in 2000, 41/2001, no. 1, 54, 74, 107, 112, 119 and 120 of 2002, no. 8, 50, 107 and 114 from 2003. , PC. 28, 38, 49, 70, 85 and 111 in 2004, PCs. 39, 45, 76, 99, 102, 103 and 105 of 2005, St. 17, 18, 30, 33, 34, 59, 80, 95 and 105, 2006, issue. 11 of 2007; PCs. 26 of 2007 – decision No 3 of the Constitutional Court from 2007; amend., SG. 31, 46, 53, 59, 97, 100 and 113 of 2007, PC. 37, 110 and 71 of 2008, PCs. 35, 41, 42, 93, 99 and 101 of 2009, PCs. 19, 26, 43, 49, 58, 59, 62, 96, 97, 98 and 100 by 2010, PC. 9 and 60 by 2011) make the following changes and additions:
1. In art. 24 point 8 shall be replaced by the following:
8. payment of medical activities, including the provision of medicinal products and medical devices for them, laid down in the law on the budget of the national health insurance fund for the calendar year concerned; ".
2. In art. 40:
(a)) in the Al. 1:
AA) paragraph 2A is replaced by the following:
2. seafarers shall be entirely at his own expense on selected monthly insurance income under art. 4 (a), para. 1 of the social security code, don't define the final size of the insurance income for income from employment as a seafarer; the contribution is deducted by the employer and by the persons under art. 4 (a), para. 7 of the code of social security; "
BB) in paragraph 3 (c), the words "who apply" shall be replaced by "the month of payment of the remuneration;
(b)) in the Al. 3 item 10 shall be replaced by the following:
"10. persons receiving benefits under art. 230 and 231 of the law on defence and the armed forces of the Republic of Bulgaria – for the period of receipt of compensation; ".
3. In art. 40 a, para. 1, the words "including those with dual citizenship" are deleted.
4. In art. 45: a) a new paragraph. 8:
"(8) the inclusion in the list of diseases for which home treatment NHIF pays for medicinal products, medical devices, and dietary foods for special medical purposes in whole or in part, shall be carried out once a year, under conditions and by an order determined by the Ordinance under para. 3. ";
(b)) the current al. 8 it al. 9;
in the previous para.) 9 and 10 Al become respectively. 10 and 11 and the words "para. 8 "are replaced by" para. 9 ";
d) past al. 11 becomes para. 12;
(e)) is hereby set up al. 13:
(13) in the basic package, determined by the Ordinance under para. 2 may be included medicinal products intended for the treatment of malignant diseases in terms of hospital medical assistance. "
5. Article 50 is replaced by the following:
"Art. 50. in the use of medical assistance insured persons are obliged to present an identity document and the performers of the medical and dental assistance to examine the status of zdravnoosiguritelniâ persons according to the data of the National Revenue Agency. "
6. transitional and final provisions:
and paragraph 12 (a)) shall be repealed;
(b)) paragraph 19 (o) shall be replaced by the following:
"§ 19 o. (1) in 2012 medical aid under art. 55, para. 2, item 2 shall be paid in the volumes and at prices and methods laid down by the procedure of art. 55 d-55.
(2) in the event that the procedures are not carried out under art. 55 g-55 is in 2012, the medical aid under art. 55, para. 2, item 2 shall be paid in the volumes and at prices and methods laid down in the Decree of the Council of Ministers under art. 55 in, al. 1. (3) Volumes, prices, and methodologies in accordance with the legislation in force Ordinance are amended within one month after the promulgation of the law on the budget of the national health insurance fund for 2012, as well as, where appropriate, by the Council of Ministers.
(4) the proposals for amendments and additions referred to in paragraph 1. 3 shall be made on the initiative of the management authorities of the NATIONAL HEALTH INSURANCE FUND and shall be submitted to the Cabinet by the Minister of finance in agreement with the Minister of health. ";

"§ 19 p. (1) the persons under art. 40 and who left the country before the 31 December 2011 and have not submitted an application in advance, may submit an application no later than 31 December 2012 To persons apply application Declaration in a form drawn up by the National Revenue Agency, date of leaving the country.
(2) the application and declaration shall be lodged at the competent territorial Directorate of the National Revenue Agency in person, through an authorized person, by post or by electronic means through the use of a qualified electronic signature of the sender. "
§ 11. The implementation of the law is assigned to the management authorities of the national health insurance fund.
§ 12. The law shall enter into force on 1 January 2012, with the exception of § 10, item 6 (b), which shall enter into force on the day of its publication in the Official Gazette.
The law was adopted by 41-Otto National Assembly on 7 December 2011 and is stamped with the official seal of the National Assembly.
