DECREE № 29 Pursuant to Art. 98 pt. 4 of the Constitution of the Republic of Bulgaria
DECREE:
To be published in the "Official Gazette" law ratifying the Convention on the Status of Stateless Persons, adopted on September 28, 1954 in New York, and the Convention on the reduction of cases of statelessness, adopted on August 30, 1961 in New York, adopted by HLI National Assembly on January 25, 2012

Law on the Ratification of the Convention relating to the Status of Stateless Persons, adopted on September 28, 1954 in New York, and the Convention on reduction of cases of persons without citizenship, adopted on August 30, 1961 in New York
Art. 1. ratify the Convention relating to the Status of Stateless Persons, adopted on September 28, 1954 in New York the following reserves:
1. Reserve under Art. 7, paragraph 2:
"Republic of Bulgaria pursuant to Art. 38, paragraph 1 of the Convention reserves the right not to apply the provisions of art. 7, paragraph 2. "
2. Reserve under Art. 21:
"Republic of Bulgaria states that Article 21 will apply to the terms and conditions laid down by national legislation of the Republic of Bulgaria."
Third. Reserve under Art. 23:
"Republic of Bulgaria states that Article 23 will apply to the terms and conditions laid down by national legislation of the Republic of Bulgaria."
4. Reserve under Art. 24, paragraph 1, letter "b" and art. 24, paragraph 2:
"Republic of Bulgaria declares that Article 24, paragraph 1, letter" b "and Article 24, paragraph 2 shall apply to terms and conditions laid down by national legislation of the Republic of Bulgaria." || | 5. Reserve under Art. 24, paragraph 3:
"Republic of Bulgaria declares that Article 24, paragraph 3 shall apply only to agreements to be concluded in the future."
6. Reserve under Art. 27:

"Republic of Bulgaria declares that in accordance with Art. 27 of the Convention identification ( "Certificate for traveling abroad for a person without citizenship") will be issued to stateless persons who have acquired this status in the Republic of Bulgaria and having a permanent or long-term residence in the country in compliance with domestic legislation of the Republic of Bulgaria. After granting the status of stateless person in accordance with domestic law the person is granted a right of residence and shall be issued document "residence permit" which is not an identity document. "
7. Reserve under Art. 28:
"Republic of Bulgaria declares that in accordance with Art. 28 of the Convention document "Certificate for traveling abroad for a person without citizenship", which is the identity card and travel document will be issued to persons to whom the Republic of Bulgaria has granted the status of a stateless person and who have acquired permanent or long-term residence in the country. The above document is issued to persons who have acquired the status of a stateless person in another state, unless the permanent or long-term resident in the Republic of Bulgaria and for compelling reasons, proven in the proper manner by the relevant documents, can not renew your document to travel from state that originally issued it. "
8. Reserve under Art. 31:
"Republic of Bulgaria states that Article 31 does not oblige the Republic of Bulgaria to provide stateless status more favorable than that accorded to aliens generally."
Art. 2. ratified the Convention to reduce cases of statelessness, adopted on August 30, 1961 in New York.

Final provision Sole paragraph. In the Bulgarian Citizenship Act (prom. SG. 136 of 1998 .; amend. And suppl., SG. 41 of 2001, No. 54 of 2002, pcs. 52 and 109 of 2007 No.. 74 and 82 of 2009 and SG. 33 of 2010) in art. 22, para. 2 after the word "nationality" is added "and provided that the person does not remain stateless."
The law was adopted by the 41 th National Assembly on January 25, 2012 and was affixed with the official seal of the National Assembly.
