Law amending the Law on Physical Education and Sports (prom. § 1. In art. 2 para. 1 the words "physical development" are replaced by "physical activity".
§ 2. In art. 4a be made the following amendments:
1. In item. 2 the words "sports facilities" is replaced by "sporting venues, facilities and sites for social tourism".
2. A new item. 5:
"5. support the work of sports organizations registered as legal entities, non-profit public benefit that provide free activities with physical activity and sport for children, students and disadvantaged persons, by funding their activities, programs and use of sports facilities - municipal property. " 3
. A pt. 6:
"6. alone and / or in cooperation with sports organizations registered as legal entities, non-profit public benefit, can create children and youth sports schools and school sports schools in the territory of the municipality; ".
4. Previous item. 5 becomes item. 7.
§ 3. In art. 8, para. 3 The following amendments and additions:
1. In item. 1 after the word "Strategy" insert "for 10 years" after the word "sport" is added "for a period of four years."
2. A t. 1a:
"1a. adopt annual national programs for the implementation of the national program on p. 1; ".

. In item. 3, after the words "realization of" insert "national strategy" and the words "national sports program" is replaced by "and national programs under item. 1 and 1a".
4. Section 17 is amended as follows:
"17. accept and support programs for training, career development and retraining of sports-pedagogical staff; ".
5. In item. 18 after the word "activity" is added "the organs of state and local authorities and sports organizations."
§ 4. In art. 8a make the following additions:
1. In para. 2 after the words "Ministry of Education" shall be added "the Ministry of Health, Ministry of Environment and Water, Ministry of Labour and Social Policy, the Bulgarian Academy of Sciences."
2. In para. 3 pt. 1 finally added "and the national programs of art. 8, para. 3 pt. 1a. "
§ 5. In art. 8b word "there" is replaced by "can create."
§ 6. In art. 11, para. 1 after the word "citizens" insert "registered as".
§ 7. In art. 13 be made the following amendments:
1. A new item. 1:
"1. to implement activities under Art. 11, para. 2; '.
2. Previous items. 1, 2, 3 and 4 become items. 2, 3, 4 and 5.
§ 8. In art. 15 be made the following amendments:
1. Paragraph 2 is repealed.
2. In para. 4 finally added "under Art. 7, p. 3 ".
§ 9. In art. 17 para. 2 is amended as follows:
"(2) Sports license is issued to the organization under par. One that meets the following requirements:
1. sports federation:
a) is registered as a legal entity with non-profit public benefit activity with organizing and conducting training and competitive process in a particular sport, in similar sports or growing sports in art. 14, para. 2 or 3;
B) has a structure as an association of at least 7 sports clubs, registered in at least three districts of the Republic of Bulgaria;
C) has adopted rules for conducting competitions included in the national sports calendar in sports or similar sports, which will develop and manage;
D) has adopted rules for the categorization of its member sports clubs on criteria determined by the implementing regulation of the law;
2. National sports organization:
a) is registered as a legal entity with non-profit public benefit;
B) in its membership at least two thirds of the sports federations operating in the subject area of ​​the system of physical education, sport and social tourism;
C) has adopted development program in the subject area complies with the national program for development of physical education and sport. "
§ 10. In art. 17 is amended as follows:

1. In para. 2 the word "one" is replaced by "two".
2. In para. 4, first sentence the words "one more time" are deleted.
§ 11. In art. 17b are made the following amendments:
1. In para. 2 pt. 2, letter "a" words "Art. 15, para. 2 "are replaced with" Art. 17, para. 2 pt. 2, letter "b".
2. In para. 4 pt. 6 finally added "unless rescheduling or deferral of obligations."
§ 12. In art. 17c par. 1, p. 5 after the word "municipalities" a comma and added "unless rescheduling or deferral of obligations."
§ 13. Article 17d is amended as follows:
"Art. 17d. (1) The orders, which are issued, renewed, refuses or withdraws sports license, subject to appeal under the Administrative Code.
(2) The appeal shall not suspend the execution of orders under par. 1. "
§ 14. Article 18 is amended as follows:
" Art. 18. (1) The Minister of Youth and Sports organized the creation and keep a public national register of licensed sports organizations and their member sports clubs.
(2) sports clubs, members of licensed sports federation, acquire rights to participate in state championships and international competitions, to organize amateur and professional teams to receive government support and use sports facilities - state and municipal property in the established order and after registration under par. 1. "
§ 15. In art. 21, para. 4 words "exercise and sport students with disabilities" are replaced by "adapted physical activity and sport for pupils with special educational needs."
§ 16. In art. 23 be made the following amendments:
1. In para. 5 words "proposal" is replaced by "proposal and after consulting".
2. Created al. 13 and 14:
"(13) For each year the directors of state sports schools coordinated with the Minister of Youth and Sport providing activities related to educational training, sports competition and recovery process of the students.
(14) sports schools are centers for training of reserve sports excellence, which create and develop Olympic units by students with athletic talent. "
§ 17. In art. 33 made the following amendments:
1. A new paragraph. 3:
"(3) The Ministry of Youth and Sport supports the activities of sports organizations associated with adapted physical activity for people with disabilities."
2. Former para. 3 becomes para. 4.
§ 18. In art. 34 para. 2 is amended as follows:
"(2) Sport for excellence develops in respect of sporting ethics, protection of health, moral and physical integrity of the athletes."
§ 19. Article 40 is repealed.
§ 20. In art. 41b pt. 2 letter "a" is amended as follows:
"a) organizing doping test;".

§ 21. In art. 41c pt. 2 after the word "inspections" a semicolon and the text until the end shall be deleted.
§ 22. Article 59 is amended as follows:
"Art. 59. (1) The municipal councils adopt programs for the development and promotion of physical education, sport and social tourism.
(2) The municipalities finance and support:
1. programs and activities for development and promotion of physical education, sport and social tourism for children from kindergarten students from schools of all levels of education for children and students from extracurricular units of the public education system;
2. creating conditions for physical exercises, sports and social tourism of children, youth and citizens and conditions for the development of sport for all; 3
. construction, reconstruction, modernization and management of municipal sports facilities and tourist facilities provided for social tourism in mountains and remote areas.
(3) municipalities can support sports organizations, sports schools and tourist companies whose headquarters and activity in the municipality.
(4) municipalities can support non-profit organizations registered for the public benefit that organize and encourage children and youth to engage in physical exercise, sports, sports games and nature tourism.
(5) can not be used municipal funds to support municipal sports organizations that are not registered as legal entities, non-profit public benefit under the Law for non-profit organizations.
(6) The terms and conditions for financing and support are determined by regulations of the municipal councils. "
§ 23. In art. 59a pt. 9 finally added "and the annual programs of art. 8, para. 3 pt. 1a. "
§ 24. In art. 59b para. 7 make the following additions:
1. In item. 1 after the word "medalist" insert "or the relevant sports organization when medalists died" and a comma.
2. In item. 2 finally put a comma and added "certified by a declaration by the relevant sports organization presented to the Bulgarian Olympic Committee."
§ 25. Article 63 is amended as follows:
"Art. 63. (1) The state supports sports activities of licensed sports organizations and their members, as well as educational training and competition activities in the state sports schools, under conditions and procedures specified by the Minister of Youth and Sports.
(2) The State may assist athletes under terms and conditions determined by the Minister of Youth and Sports.

(3) The terms and conditions for financial support for the construction, reconstruction and modernization of sports facilities and sites for social tourism - state and municipal property, as well as facilities and equipment used by the state sports schools shall be determined by Minister of youth and sports.
(4) The state may assist non-profit organizations registered for the public benefit that organize and encourage children and youth to engage in physical exercise, sports, sports games and nature tourism.
(5) can not use public funds and subsidies and help from the state sporting organizations that are not registered as legal entities, non-profit public benefit under the Law for Non-Profit Organizations. "|| | § 26. In art. 64 words "Minister of Finance" and the comma after they are deleted.
§ 27. In art. 65 be made the following amendments:
1. A new paragraph. 3:
"(3) Sports organization violated the provisions of art. 6 para. 1 shall be punished with a property sanction from 1000 to 2000 Levs. "
2. Former para. 3 becomes para. 4 and is amended as follows:
"(4) Sports organization infringed the prohibitions under Art. 45, para. 1 and 2 shall be punished with a property sanction from 1000 to 3000 Levs. "
§ 28. § 1 of the additional provision creates a new item. 23:
" 23. "Olympic unit by students" is composed of students with a keen talent and prospects for development in sport who train in sports schools. "
Final provision
§ 29. Within three months of the entry into force of this law, the Minister of youth and sports issued regulations under Art. 63, para. 1 and 3 and regulations for the implementation of the law is brought into conformity with this law.
Law was adopted by the 42 th National Assembly on February 27, 2014 and was affixed with the official seal of the National Assembly.
