§ 1. In art. 3 make the following amendments and additions:

1. In paragraph 8. 1 in the first sentence the words "the Minister of regional development" shall be replaced by the words "the Minister of regional development and public works", and the second sentence shall be deleted.

2. in the Al. 2 the words "Minister of regional development" shall be replaced by the words "the Minister of regional development and public works", and the second sentence shall be deleted.

3. in the Al. 3 the words "Minister of regional development" shall be replaced by the words "the Minister of regional development and public works.

§ 2. In art. 5, al. 7 the words "Minister of regional development, the Minister of investment design" are replaced with "Minister of regional development and public works.

§ 3. In art. 6 the following endorsements are added:

1. In paragraph 8. 1 the words "the national expert Council on investment projects" and the comma after them are deleted.

2. Paragraph 5 shall be repealed.

§ 4. In art. 13 the following modifications are made:

1. In paragraph 8. 1 the words "Minister of regional development and the Minister of investment design issue" shall be replaced by the words "the Minister of regional development and public works issues.

§ 8. § 12. In art. 96 is hereby amended as follows:

2. in the Al. 2, 3 and 4, the words "the Minister of regional development" shall be replaced by the words "the Minister of regional development and public works.

§ 13. In art. 97, para. 3 the words "the Minister of regional development" shall be replaced by the words "the Minister of regional development and public works.

§ 14. In art. 117, para. 1 the words "Minister of regional development" shall be replaced by the words "the Minister of regional development and public works.

§ 15. In art. 124, para. 2 the words "the Minister of regional development" shall be replaced by the words "the Minister of regional development and public works.

§ 16. In art. 124 and al. 4 shall be replaced by the following: "(4) permission for the elaboration of a detailed plan for the project is given by order of the Minister of regional development and public works for:

1. objects with a range of more than one area;

2. objects of national importance and/or national entities;

3. Republican roads, railway motorways and railway lines. "

§ 17. In art. 124 (b) Al. 3 shall be amended as follows:

"(3) the orders of the Minister of regional development and public works of art. 124, para. 2 and art. 124 (a), para. 4 and the Governor under art. 124 (a), para. 3 shall be published on the website of the Ministry or of the field and sent to the relevant municipality for disclosure pursuant to para. 2. "


§ 18. In art. 127 the following modifications are made:

1. In paragraph 8. 5, the words "the national expert Council on investment projects ' shall be replaced by ' the national expert Council on spatial planning and regional policy.

2. in the Al. 10 the words "Minister of regional development" shall be replaced by the words "the Minister of regional development and public works.

§ 19. In art. 128, para. 12 make the following amendments and additions:

§ 44. In art. 222, para. 1, item 13, the words "the Minister of investment design" are replaced with "Minister of regional development and public works.

§ 45. In art. 225, para. 4, the words "the Minister of investment design" are replaced with "Minister of regional development and public works.

§ 46. In art. 232 (b), para. 2 the words "the Minister of investment design" are replaced with "Minister of regional development and public works.

§ 47. In art. 236, the words "the Minister of investment design" are replaced with "Minister of regional development and public works.

§ 48. In art. 239, para. 1, item 1, the words "the Minister of regional development and the Minister of investment design under their jurisdiction" shall be replaced by the words "the Minister of regional development and public works.

§ 49. In the additional provisions in § 1, para. 1 in the first sentence the words "the Minister of regional development and the Ministry of regional development" are replaced with "Minister of regional development and public works" and "the Ministry of regional development and public works", and the second sentence shall be deleted.

§ 50. In the final provisions the following modifications are made:

1. In paragraph 18:

a) paragraph 1 shall be amended as follows:

"(1) the Minister of regional development and public works approved the construction and technical rules and regulations, shall issue regulations and instructions and samples of approved documents on the implementation of this Act.";

§ 51. In § 123 of the transitional and concluding provisions of the law amending and supplementing the law on spatial planning (official SG. 82 by 2012; amend., SG. 66 by 2013) in the Al. 3 the words "the Minister of investment design" are replaced with "Minister of regional development and public works.

Transitional and final provisions

§ 52. (1) proceedings Initiated by the elaboration and approval of the general development plans or their amendments within the competence of the Minister of regional development, which have not been completed until the entry into force of this law by granting their approval, interrupted the previous row by the Minister of regional development and public works.

(2) proceedings Initiated by the elaboration and approval of the detailed plans or their amendments within the competence of the Minister of regional development, which have not been completed until the entry into force of this law by granting their approval, interrupted the previous row by the Minister of regional development and public works.

(3) proceedings Initiated by the elaboration and approval of the detailed plans or their amendments within the competence of the Minister of investment design, which are not completed by the entry into force of this law by granting their approval, interrupted in the previous line of the District Governor, City Council or mayor of the municipality of depending on the territorial scope of the plan.

(4) the date of commencement of the proceedings in the elaboration and approval of the General or detailed site development plans or their modifications under para. 1, 2 and 3 shall be the date of admission (enable) or the award of the construction plan.


(5) proceedings Initiated coordination and approval of investment projects and the issuance of building permits, which were the responsibility of the Minister of regional development or the Minister of investment design, completed in the previous row by the Minister of regional development and public works.

(6) the proceedings referred to in para. 5 is believed to be initiated if the investment project was submitted for coordination and approval in the Ministry of regional development or the Ministry of investment design to 7 November 2014.

(7) the amendments made by the order of art. 154, para. 5 in investment projects approved by the Minister of investment design or by the Minister of regional development to 2014, 7noemvri, allowed by the Minister of regional development and public works.

§ 53. Regulations issued by the Minister of regional development or the Minister of investment design until the entry into force of this law shall have effect and apply to their amendment or to the issuance of the new instruments, in so far as they do not contradict it.

§ 54. Regional Development Act (promulgated, SG. 50 from 2008; amend., SG. 47, 82 and 93 from 2009, issue 82 by 2012, from 2013, 66 and no. 22 by 2014) everywhere, the words "the Minister of regional development, Minister of regional development and the Ministry of regional development" are replaced with "Minister of regional development and public works" "the Minister of regional development and public works" and "the Ministry of regional development and public works.

§ 55.
