DECREE NO. 3,795, OF April 19, 2001

Disposes on the execution of the Thirtieth First Additional Protocol to the Economic Supplementation Agreement No. 2 (Automotive Vehicles), among the Governments of the Federative Republic of Brazil and the Eastern Republic of Uruguay, of September 29, 2000.

THE VICE PRESIDENT OF THE REPUBLIC, in the exercise of the office of President of the Republic, using the assignment that confers him the art. 84, inciso IV, of the Constitution,

Considering that the Treaty of Montevideo of 1980, which created the Latin American Integration Association (ALADI), signed by Brazil on August 12, 1980 and approved by the National Congress, by the Legislative Decree No. 66 of November 16, 1981, provides for the modality of Economic Supplementation Agreement;

Whereas the Plenipotentiaries of the Federative Republic of Brazil and the Eastern Republic of the Uruguay, on the basis of the Treaty of Montevideo of 1980, signed, on December 20, 1982, in Montevideo, the Economic Supplementation Agreement No. 2, between the Governments of the Federative Republic of Brazil and the Eastern Republic of Uruguay, which was incorporated into the Brazilian legal planning by means of the Decree No. 88,419 of June 20, 1983;

Whereas the Plenipotentiaries of the Federative Republic of Brazil and the Eastern Republic of Uruguay, on the basis of the Treaty of Montevideo of 1980, signed, on September 29, 2000, in Montevideo, the Thirtieth First Additional Protocol to the Economic Supplementation Agreement No. 2 (Automotor Vehicles), between the Governments of the Federative Republic of Brazil and of the Eastern Republic of Uruguay;

DECRETA:

Art. 1º It gets promulgated, for all the effects, the Thirtieth First Additional Protocol to the Economic Supplementation Agreement No. 2 (Automotor Vehicles), between the Governments of the Federative Republic of Brazil and the Eastern Republic of Uruguay, apensed by copy to the present Decree.

Art. 2º This Decree comes into force on the date of its publication.

ECONOMIC SUPPLEMENTATION AGREEMENT NO. 2

CONCLUDED BETWEEN THE FEDERATIVE REPUBLIC OF THE BRASIL

AND THE EASTERN REPUBLIC OF URUGUAY

Thirtieth First Additional Protocol

The Plenipotentiaries of the Federative Republic of Brazil and the Eastern Republic of Uruguay, accredited by their respective Governments second powers that were bestowed in good and due form, deposited opportunely at the General Secretariat of the Association,

CONVVE IN

Article 1 °. The Federative Republic of Brazil Outorga to the Eastern Republic of Uruguay, for the period from 1º to October 2000 and October 31, 2000, a quota of one thousand and eighty four units of automotive vehicles, classified in the positions NALADISA 87.02, 87.03 and 87.04, for any category.

Article 2 °. The Eastern Republic of Uruguay bestows to the Federative Republic of Brazil, for the period between 1º October 2000 and October 31, 2000, a quota of three hundred and thirty-four units of automotive vehicles, ranked in the positions NALADISA 87.03 and 87.04, for units up to 4,000 kg of total gross weight.

Article 3 °. The units of automotive vehicles listed in the quotas bestowed by the Federative Republic of Brazil and the Eastern Republic of Uruguay on the Twenty-Seventh, Twentieth Eighth-Ninth and Thirtieth Additional Protocols, which were not used in the period 1º from January 2000 a to September 30, 2000, they may be availed in the period of 1º October 2000 a to October 31, 2000, without prejudice to the quotas set out in Articles 1º and 2º of this Protocol.

Article 4 °. Set as a source standard 60/40% for models in production and 55/45% for the new models.

Article 5 °. The percentage of regional origin pieces applicable to the models in production, under Article 4º of the Tenth-Seventh Additional Protocol to ACE No. 2, will be 25%.

Article 6 °. This Protocol shall apply from 1º October 2000 to October 31, 2000.

The General Secretariat of the Association shall be a depositary of this Protocol, of which it shall send duly certified copies to the Governments signatories.

IN FÉ THAN, THE RESPECTIVE PLENIPOTENTIARIES subscribe to this Protocol in the city of Montevideo, at the twenty-nine days of the month of September two thousand, in an original in the Spanish and Portuguese languages, being both texts being equally valid.
