Decree No. 4,015, of 13 NOVEMBER 2001 adopts provisions concerning the performance of the third additional protocol to the agreement on Economic Complementation No. 39 between the Governments of the Federative Republic of Brazil and the Republic of Colombia, the Republic of Ecuador, the Republic of Peru and the Bolivarian Republic of Venezuela (member countries of the Andean Community), of August 8 200 l.
The PRESIDENT of the REPUBLIC, in the use of the role that gives the art. 84, section IV, of the Constitution, whereas the Treaty of Montevideo of 1980, which created the Latin American Integration Association (ALADI) signed by Brazil on August 12 1980 and approved by the National Congress through Legislative Decree No 66, of 16 November 1981, provides the Economic Complementation Agreement mode;
Whereas, on the basis of the Treaty of Montevideo of 1980, the agreement on Economic Complementation No. 39 was signed by the Plenipotentiaries of the Federative Republic of Brazil and the Republic of Colombia, the Republic of Ecuador, the Republic of Peru and the Bolivarian Republic of Venezuela (member countries of the Andean Community), in Montevideo, on 11 August 1999, and incorporated into the Brazilian legal system by means of Decree No. 3,138 , 16 August 1999;
Whereas the Plenipotentiaries of the Federative Republic of Brazil and the Republic of Colombia, the Republic of Ecuador, the Republic of Peru and the Bolivarian Republic of Venezuela (member countries of the Andean Community), on the basis of the Treaty of Montevideo of 1980, signed on 15 November 2000, in Montevideo, the First Additional Protocol to the agreement on Economic Complementation No. 39, incorporated into the Brazilian legal system by means of Decree No. 3,744 on February 5, 2001;
Whereas the Plenipotentiaries of the Federative Republic of Brazil and the Republic of Colombia, the Republic of Ecuador, the Republic of Peru and the Bolivarian Republic of Venezuela (member countries of the Andean Community), on the basis of the Treaty of Montevideo of 1980, signed on 11 April 2001 in Montevideo, the second additional protocol to the agreement on Economic Complementation No. 39, incorporated into the Brazilian legal system by means of Decree No. 3,854 , of 29 June 2001;
Whereas the Plenipotentiaries of the Federative Republic of Brazil and the Republic of Colombia, the Republic of Ecuador, the Republic of Peru and the Bolivarian Republic of Venezuela (member countries of the Andean Community), on the basis of the Treaty of Montevideo of 1980, signed on August 8 200 l in Montevideo, the third additional protocol, which aims to extend the duration of the agreement on Economic Complementation No. 39 until December 31 2001 in accordance with article 22 of the Original Protocol of the agreement of Economic Complentação paragraph 39;
D E C R E T a: Art. 1 the third additional protocol to the agreement on Economic Complementation No. 39 between the Governments of the Federative Republic of Brazil and the Republic of Colombia, the Republic of Ecuador, the Republic of Peru and the Bolivarian Republic of Venezuela (member countries of the Andean Community), of 8 August 2001, attached a copy to this Decree, shall be executed and delivered as fully as it contains.
Art. 2 this Decree shall enter into force on the date of your publication.

FERNANDO HENRIQUE CARDOSO Gilberto Coutinho Paranhos Velloso agreement on Economic Complementation No. 39 Between the republics of Colombia, Ecuador, Peru and Venezuela, member countries of the Andean Community and the Federative Republic of Brazil third additional protocol the Plenipotentiaries of the republics of Colombia, Ecuador, Peru and Venezuela, member countries of the Andean Community, and of the Federative Republic of Brazil, duly authorized by their respective Governments According to powers presented in good and due form, deposited in due course in the General Secretariat of the Latin American Integration Association (LAIA), Considering the need to preserve and expand the existing trade flows between both parties;
Reaffirming the willingness to continue the negotiations of an agreement of economic complementation between the Member countries of MERCOSUR and the Andean Community to create a free trade zone, Suitable in: sole article.-extend from August 16 to December 31 2001, the duration of the agreement on Economic Complementation No. 39 and preferences agreed between its signatories.
Before 31 December 2001 is signed an agreement of economic complementation between the MERCOSUR and the Andean Community, the agreement on Economic Complementation No. 39, agreed on the same preferences and protocols thereto, shall come from your entry into force.
The ALADI General Secretariat is depository of this Protocol, which shall send certified copies to the signatory parties.
In witness whereof, the respective Plenipotentiaries signed this Protocol in the city of Montevideo, the eight days of the month of August 2001, in an original Portuguese and Spanish languages, both texts being equally valid.
