Institut the e-Tec Network Brazil.

THE PRESIDENT OF THE REPUBLIC, in the use of the assignments that confers him on art. 84, incisos IV and VI, paragraph "a", of the Constitution, and in view of the provisions of the art. 80 of Law No. 9,394 of December 20, 1996,

D E C R E T A:

Art. 1º It is instituted, within the Ministry of Education, the e-Tec Brasil Network for the purpose of developing professional and technological education in distance education modality, by extending and democratizing the provision and access to education public and free professional in the Country.

Art. 2º The e-Tec Brasil Network will consist of the accession of:

I-member institutions of the Federal Network for Vocational, Scientific and Technological Education ;

II-of educational units of the national learning services offering education courses professional and technological ; and

III-from vocational education institutions linked to state educational systems.

Art. 3º These are objectives of the e-Tec Brazil Network:

I-stimulate the offer of vocational and technological education, in distance, in-network modality national ;

II-expanding and democratizing the provision of professional and technological education, especially for the interior of the Country and for the periphery of metropolitan areas ;

III-enable initial and continued professional capacity-building, preferably for students enrolled and for high school egresses as well as for the education of young people and adults ;

IV-contribute to the admission, permanence and completion of high school by young and adults ;

V-enable public education institutions to develop research and research projects educational methodologies in distance education in the area of initial and continuing training of lecturers for vocational and technological education ;

VI-promote the development of production projects of pedagogical and educational materials for the initial and continued training of lecturers for professional and technological education ;

VII-promotion to public education institutions the development of production projects of pedagogical and educational materials for students of professional and technological education ;

VIII-allow the development of initial and continuing training courses of lecturers, managers and administrative technicians of professional and technological education, in distance education modality.

Art. 4º The Ministry of Education will deploy and implement the e-Tec Brasil Network by means of formal accession of the interested institutions, manifested in specific term, in which the commitments of those involved will be established.

Single Paragraph. The Ministry of Education will discipline procedures for membership, habilitation and participation of institutions.

Art. 5º To integrate the e-Tec Brasil Network with interested institutions should constitute presential support poles for the implementation of didactic-administrative activities supporting the offered courses.

§ 1º The presential support poles should rely on adequate physical space, infrastructure and human resources needed to develop the presential phases of the courses and projects in the e-Tec Brasil Network, including for the students' care in presential school activities provided for in the current legislation.

§ 2º The presential support poles will be installed preferentially on:

I-municipal, state and Federal District public schools ;

II-public institutions that offer professional and technological education courses ; and

III-units of education of national learning services.

§ 3º The Ministry of Education shall fix the criteria for the habilitation of the presential support poles, taking into account its adaptation capacity for distance teaching.

Art. 6º The Ministry of Education will coordinate the deployment, monitoring, supervision and evaluation of the activities of the e-Tec Brasil Network.

Art. 7º The Ministry of Education will provide technical and financial support for the achievement of the actions of the activities of e-Tec Brasil and will discipline the criteria and procedures for its effectivation.

Art. 8º The expenses arising from the deployment and implementation of the e-Tec Brasil Network will run into the account of the budget allocations annually earmarked to the Ministry of Education and the National Development Fund of Education-FNDE.

Single Paragraph. The Ministry of Education and the National Education Development Fund should make the selection of courses and programmes of vocational education with the existing budget allocations, observed the limits of movement, commitment and payment of budget and financial programming, defined by the Ministry of Planning, Budget and Management.

Art. 9º It shall be repealed Decree No 6,301 of December 12, 2007.

Art. 10. This Decree shall enter into force on the date of its publication.
