Decree No. 4005, NOVEMBER 12 2001 adopts provisions concerning the performance of the 49th additional protocol to the agreement of Economic Complementation nº 2 (motor vehicles), between the Governments of the Federative Republic of Brazil and the Eastern Republic of Uruguay, of 31 July 2001.
The PRESIDENT of the REPUBLIC, in the use of the role that gives the art. 84, section IV, of the Constitution, whereas the Treaty of Montevideo of 1980, which created the Latin American Integration Association (ALADI) signed by Brazil on August 12 1980 and approved by the National Congress through Legislative Decree No 66, of 16 November 1981, provides the Economic Complementation Agreement mode;
Whereas the Plenipotentiaries of the Federative Republic of Brazil and the Eastern Republic of Uruguay, on the basis of the Treaty of Montevideo of 1980, signed on 20 December 1982 in Montevideo, the agreement of Economic Complementation nº 2, between the Governments of the Federative Republic of Brazil and the Eastern Republic of Uruguay, which was incorporated into the Brazilian legal system by means of Decree No. 88419 June 20, 1983;
Whereas the Plenipotentiaries of the Federative Republic of Brazil and the Eastern Republic of Uruguay, on the basis of the Treaty of Montevideo of 1980, signed on 31 July 2001, in Montevideo, the 49th additional protocol to the agreement of Economic Complementation nº 2 (motor vehicles), between the Governments of the Federative Republic of Brazil and the Oriental Republic of Uruguay;
D E C R E T a: Art. 1st Is promulgated, for all intents and purposes, the 49th additional protocol to the agreement of Economic Complementation nº 2 (motor vehicles), between the Governments of the Federative Republic of Brazil and the Eastern Republic of Uruguay, attached a copy to this Decree.
Art. 2 this Decree shall enter into force on the date of its publication.

Fernando Henrique Cardoso Giberto Coutinho Paranhos Velloso Agreement Of Economic Complementation nº 2 concluded between the Federative Republic of Brazil and the Eastern Republic of Uruguay 49th additional protocol the Plenipotentiaries of the Federative Republic of Brazil and the Eastern Republic of Uruguay, accredited by their respective Governments in accordance with powers that have been granted in good and due form, deposited in due course in the General Secretariat of the Latin American Integration Association (LAIA) should in: article 1-the Federative Republic of Brazil granting the Oriental Republic of Uruguay, for the period from 1 to 31 August 2001, a quota of 1084 units of automotive vehicles, classified in headings 87.02, 87.03 NALADI/SH and 87.04, for any category.
Article 2-the Oriental Republic of Uruguay gives to the Federative Republic of Brazil for the period from 1 to 31 August 2001, a quota of 334 units of automotive vehicles, classified in heading 87.03 and 87.04 NALADI/SH, for units of up to 4000 kg gross weight.
Article 3-units of motor vehicles in the quotas granted by the Federative Republic of Brazil and the Oriental Republic of Uruguay on the twenty-seventh, twenty-eighth, twenty-ninth, Thirtieth, thirty-first, 32nd, 33rd, 35th, 37th, 39th, 41st, 43rd, 45th and 47th Additional Protocols, which have not been used during the period from January 1, 2000 until July 31 2001 may be used during the period from 1 to 31 August 2001, subject to the quotas set out in articles 1 and 2 of this Protocol.
Article 4-set standard of 60/40% origin for models in production and 55/45% for the new models.
Article 5-the percentage of regional origin applicable to models in production, according to article 4 of the additional protocol to the 17th ACE paragraph 2 shall be 25%.
Article 6-this Protocol is in force since 1 August 2001 to 31 August 2001. Nevertheless, shall expire at the time of entry into force of? Agreement on Mercosur Automotive policy?.
The ALADI General Secretariat is depository of this Protocol, which shall send certified copies to the signatory Governments.
In witness whereof, the respective Plenipotentiaries signed this Protocol in Montevideo, Uruguay, at the age of thirty-one days in the month of July 2001, in an original Portuguese and Spanish languages, both texts being equally valid.
