Law N ° 28 VICTOR PAZ ESTENSSORO constitutional the President because, the Honorable National Congress has sanctioned the following law: the H. CONGRESO NACIONAL, D E C R E T A: article 1. Urban development on both sides of the road Cochabamba-Quillacollo, extension of the January 14 Avenue in the city of Cochabamba, will be planned exclusively by the direction of urbanism of the municipality of the capital of the Cochabamba Department named. This provision shall also apply to all routes of the first order that depart from the capital to neighbouring populations, within the limits that will be determined by the H. municipality, in each case.
Article 2. The municipality of Cochabamba will have control over the formation and development of new Center villages and those that exist within the Department, especially those found in the area of the Valley, giving preference to the land not suitable for cultivation in order to locate new populations.
Article 3. The subdivision and subdivision of properties, within the areas set out in the previous articles, they will be approved by the H. municipality of Cochabamba. Transfers of land and houses, within the same limits, will be endorsed by technical dependencies of the commune, after consultation, where appropriate, with the departmental Directorate of irrigation, before the corresponding formal recording on the notaries and registration of rights in rem. Notaries and registration of real rights, will not give course to the Scriptures and private transfer documents that do not have this requirement under penalty of responsibility.
