ArtA-arse 1A ° .†" From the 1st of January, 1941, the draft national budget sent by the Executive Branch is put into effect, for two duoths corresponding to the months of January and February.

This project will be readjusted by the Ministry of Hacienda, in accordance with the laws of allocations and new impositions, (a) vote of the National Congress.

Article 2A. †" The Executive Branch will not make appointments to the recent creation charges, while the national budget will not be approved by the Congress with final letter.

The educational sector is excepted in terms of the Recently created schools; the judiciary in respect of courts established by special laws approved by the present Congress; the budget of the government ministry and the Commission organized at the parliamentary initiative for the revisiting of the railway contracts.
