CONSTITUTIONAL PRESIDENT OF THE PLURINATIONAL STATE OF BOLIVIA
For the Plurinational Legislative Assembly, has sanctioned the following Act:
PLURINATIONAL LEGISLATIVE ASSEMBLY,
D E C R E T A:
Article 1. Is declared a national priority, the construction of? The Great House of the People? and him? New Building
of the Plurinational Legislative Assembly, as an expression of the new Community Plurinational State; facilities that in the new vision of the country will be open and owned by the entire Bolivian people.
Article 2. Pursuant to paragraph 11 of paragraph II of Article 298 of the Constitution of the State,
the central level of the State shall issue specific regulations for the construction project of? The Great House of the People?, in the premises owned by the Ministry of the Presidency, located between the streets Ayacucho and Potosi of the city of La Paz; as well as for the project and construction of the? New Building of the Plurinational Legislative Assembly?, in the predium located on Calle Colón Nº 517, transferred to the Legislative Assembly Plurinational by Law No. 215 of December 28, 2011, and in the predium located between the streets Colon and Commerce, which was expropriated by necessity and public utility in favor of the Plurinational Legislative Assembly by Law No. 207 of December 15, 2011, and in the field that corresponds to the garage located on the street Colón between Comercio and Ballivián of the city of La Paz.
Article 3.
I. The Executive Body through the Ministry of the Presidency, Ministry of Development Planning, Ministry of
Public Finance and the Ministry of Cultures, are responsible for issuing the necessary regulations for the construction of? The Great House of the People?, in the field of its competencies.
II. The National Regional Development Fund? FNDR and the Productive and Social Investment Fund? FPS,
are responsible for running the Project.
Article 4. The Plurinational Legislative Assembly, will issue the specific regulations for the project and construction
of the? New Building of the Plurinational Legislative Assembly, on a proposal from the Executive Unit.
ADDITIONAL provisions
FIRST. The central level of the State, through the Ministry of Cultures, is carried out by the evaluation and
rescue of the pieces and parts with patrimonial value that can be reused and that are located in the buildings where they will be executed works, in addition to generating the intervention regulations that are required, according to procedures to be established for the effect.
SECOND. The Ministry of Economy and Public Finance, in the framework of the financial availability of the
General Treasury of the Nation? TGN, will allocate the necessary resources for the construction of the? Casa Grande del Pueblo?.
THIRD. The construction of the building of the Plurinational Legislative Assembly, will be carried out with the funds not
executed from the démarches 2010-2011 and 2011-2012, according to the established in the Article 39 of Law No. 062 of November 28, 2010 and Article 35 of Law No. 211 of 23 December 2011, both of the General Budget of the State, and with the programmed and non-executed funds of the following steps until the conclusion of the work.
TRANSIENT DISPOSITION
ONLY.
I. Construction projects as infrastructure works referred to in Article 2 of this Law are of interest
at the central level of the State, consequently, except for the application of Articles 83, 95, 120, 133 and 136 of the Law No. 2028 of 28 October 1999, and any other Law, Supreme Decree, Municipal Ordinance and related rules that establish prohibitions, limitations and/or sanctions of all nature to the execution of the same.
II. The scope of this provision comprises consultants, consulting and construction companies participating in
quality of contract in the execution of these works.
Remit to the Executive Body for constitutional purposes.

of the year two thousand twelve.

Therefore, it is enacted to have and comply with the Law of the Plurinational State.
