Law N ° 654 law of 9 February 2015 EVO MORALES AYMA President constitutional of the PLURINATIONAL State of BOLIVIA, by how much, the plurinational Legislative Assembly, has sanctioned the following law: the Assembly Legislative PLURINATIONAL, D E C R E T A: article 1. (OBJECT).
Do i. this law aims to declare to the Department of Oruro? Natural Hot Springs Center?.
II. declare utility and public need the expropriation of the Obrajes area, located in the municipality of Paria, Cercado province in the Oruro Department.
Article 2. (USE OF MINERAL AND MEDICINAL SPRINGS). The expropriation of the areas covered by the preceding article, will be aimed at the implementation of centres that comply with therapeutic, medicinal, traditional, cultural or tourist, recreational and social functions.
Article 3. (EXPROPRIATION PROCEDURE). The expropriation procedure will take place in the following manner: the Ministry of health or the Ministry of culture and tourism, will proceed to the identification, location and determination of the surface of real estate necessary to proceed with expropriation.

Performed the identification, location and the determination of the surface of the real estate, will be issued Ministerial resolution corresponding, same which shall be reported to the owners or legal holders, who will have a term of ten (10) business days following its notification, to prove their property rights and present its appraisal.

Where there is discrepancy between the amount of the assessment presented by the person concerned and determined by the Ministry of health or the Ministry of culture and tourism, will notify the authority of control and Social Control of forests and Lands, so appropriate to determine the corresponding technical appraisal.

Determined the compensation amount in Ministerial resolution of the Ministry of health or the Ministry of culture and tourism, establishing the expropriation shall be to make a judicial deposit. The payment of the amount will be charged in favour of the incumbent, when defining the owner right once concluded the process of renovation of the area.
Article 4. (FINANCIAL RESOURCES). The Ministry of economy and public finances, the allocation and transfer of resources according to funding availability, in favor of the Ministry of health or the Ministry of culture and tourism, is authorized to cover the compensable amount established in the process of expropriation.
FINAL PROVISIONS FIRST. It authorizes the Ministry of health and the Ministry of culture and tourism, to identify the potentials of the mineral and medicinal springs of Obrajes, as well as the preparation to final design of the project to use traditional, therapeutic, medicinal, tourism and recreation, in coordination with the respective autonomous territorial entities.
THE SECOND. Revenues by using traditional, therapeutic, medicinal, tourist and recreation of the hot springs, will be used for the sustainability of the project to be implemented.

Two thousand and fifteen is given in the room sessions of the Assembly Legislative plurinational, six days of the month of February of the year.
