The Chambers adopted and We sanction the following:
Article 1er. This Act regulates a matter referred to in Article 77 of the Constitution.
Art. 2. The Instrument for the Amendment of the Constitution of the International Labour Organization, adopted by the International Labour Conference at its eighty-fifth session, in Geneva on 19 June 1997, will emerge its full and full effect.
Promulgate this law, order that it be clothed with the seal of the State and published by the Belgian Monitor.
Given in Brussels on 24 June 2000.

Instrument for amending the Constitution of the International Labour Organization
The General Conference of the International Labour Organization,
Convened in Geneva by the Board of Directors of the International Labour Office and met on 3 June 1997, at its eighty-fifth session,
After deciding to adopt a proposal to amend the Constitution of the International Labour Organization, which is the subject of the seventh item on the agenda of the session,
adopts, this nineteenth day of June, nine hundred and ninety-seven, the following instrument for the amendment to the Constitution of the International Labour Organization, an instrument to be called the Amendment Instrument to the Constitution of the International Labour Organization, 1997:
Article 1er
As from the date of entry into force of this amending instrument, Article 19 of the Constitution of the International Labour Organization will be amended by inserting, after paragraph 8, a new paragraph, as follows:
“9. On the proposal of the Board of Directors, the Conference may, by a two-thirds majority of the votes of the delegates present, repeal any convention adopted in accordance with the provisions of this article if it appears that it has lost its object or that it no longer contributes to the fulfilment of the objectives of the Organization. »
Article 2
Two authentic copies of this amendment instrument will be signed by the President of the Conference and by the Director General of the International Labour Office. One of these copies will be deposited in the archives of the International Labour Office and the other in the hands of the Secretary-General of the United Nations for registration in accordance with Article 102 of the Charter of the United Nations. The Director General will provide a certified true copy of this instrument to each member of the International Labour Organization.
Article 3
1. The formal ratifications or acceptances of this amendment instrument will be communicated to the Director General of the International Labour Office who will inform the Members of the Organization.
2. This amendment instrument will enter into force under the conditions set out in Article 36 of the Constitution of the International Labour Organization.
3. Upon the entry into force of this instrument, the Director General of the International Labour Office will inform all Members of the International Labour Organization and the Secretary General of the United Nations.
