The Chambers have adopted and we endorse the following: Article 1. This Act regulates a matter referred to in article 78 of the Constitution.
S. 2. in article 29, § 4, paragraph 3, of the law on road traffic police, coordinated on March 16, 1968, the words "year" are replaced by the words "three years".
S. 3. in article 29 bis, paragraph 1, of the Act, inserted by the Act of 4 August 1996, the words 'after an earlier judgment sentencing and past in res judicata' are inserted after the words "within three years".

4. in article 29ter of the Act, inserted by the Act of 4 August 1996, the words 'after an earlier judgment sentencing and past in res judicata' are inserted after the words "within three years".
S. 5. in article 30, § 4, of the Act, inserted by the law of 20 July 2005, the words "year" shall be replaced by the words "three years".
S. 6. in article 31, paragraph 3, of the Act, the words "year" shall be replaced by the words "three years".

S. 7. in article 33, § 3, 1 °, of the same Act, inserted by the law of June 4, 2007, "after an earlier judgment sentencing and past in res judicata" is inserted after the words "within three years".
S. 8. article 34, § 1, of the Act, as last amended by the Act of 7 February 2003, is supplemented by the following paragraph: "in cases of recidivism in the three years of a previous sentencing and past in res judicata, these penalties are doubled."
S. 9. in article 36, paragraph 1, of the Act, as amended by the law of 18 July 1990 and 7 February 2003, the following changes are made: 1 ° the words "after an earlier judgment sentencing and past in force of res judicata" are inserted after the words "within three years".
2 ° the words "after conviction by application of article 34, § 2 or article 35" are replaced by the words "after conviction by application of article 34, § 2, of article 35 or article 37bis, § 1".
S. 10. in article 37bis, § 2, of the Act, as amended by the Act of July 31, 2009, the following changes are made: 1 ° the words "of article 34, § 2, or article 35," shall be inserted after the words "after conviction by application of a provision of § 1".
2 ° words "after an earlier judgment sentencing and past in res judicata" are inserted after the words "within three years".
S. 11. in article 38, § 1, 4 °, of the Act, as last amended by Act of April 21, 2007, the words "year" shall be replaced by the words "three years".
S. 12. in article 58, paragraph 3, of the Act, the words "year" shall be replaced by the words "three years".
S. 13. this Act does not apply to infringements to a date prior to its entry into force.
S. 14. this Act comes into force the first day of the month following the expiration of a period of ten days taking courses the following day of its publication in the Moniteur belge.
Promulgate this Act, order that it self under the seal of the State and published by le Moniteur.
