The Chambers have adopted and we endorse the following: Article 1. This Act regulates a matter referred to in article 78 of the Constitution.

2. article 1, § 1, of the general structure of the higher education Act of July 7, 1970, as amended by the law of 15 July 1985, is replaced as follows: "§ 1.» Teaching is divided into levels, as follows: a) nursery education.
(b) primary education, which can be achieved on level 1 of the European qualifications framework referred in the recommendation of the European Parliament and of the Council of 23 April 2008 laying down the European qualifications framework for education and lifelong learning;
c) secondary education, which can be achieved levels 2, 3 and 4 or 5 of the European qualifications framework, referred to in the aforementioned recommendation.
(d) higher education, in which can be reached the levels 5, 6, 7 and 8 of the European qualifications framework, referred to in the aforementioned recommendation. » Art. 3. article 2, paragraphs 3 to 5 of the Act, as amended by the law of July 15, 1985, is repealed.

4. in the coordinated laws of December 31, 1949, on the academic convocation and agenda of the University examinations, are repealed: 1. article 1bis, 4, inserted by the Act of March 21, 1964, and amended by the royal decree of June 4, 1968;
2. article 15, § 7, amended by the royal decree of September 10, 1968;
3. article 16, § 1, paragraph 2; § 2, paragraph 3; § 3, paragraph 2; § 4, paragraph 3, and § 5, paragraph 3, as amended by the royal decree of September 10, 1968;
4. article 17, paragraph 5, as amended by the royal decree of August 1, 1969;
5. article 18, paragraph 3, replaced by the royal decree of August 1, 1969;
6. article 19, paragraph 2, second sentence;
7. article 20, paragraph 5, as last amended by the royal decree of 19 June 1963;
8. article 22, paragraph 4;
9. article 22A, paragraph 4, inserted by the royal decree of August 1, 1969;
10. article 29, paragraph 3;
11. article 30, paragraph 2;
12. article 31, paragraph 2;
13. article 32, § 1, paragraph 2 and § 2, paragraph 2;
14. article 33, paragraph 2.
S. 5. this Act comes into force the day of its publication in the Moniteur belge.
Promulgate this Act, order that it self under the seal of the State and published by le Moniteur.
