The Chambers have adopted and we endorse the following: Article 1. This Act regulates a matter referred to in article 78 of the Constitution.

2. after notice of a body authorized for this purpose by the King by Decree deliberated in the Council of Ministers, the Minister in charge of the Interior reviews the compliance of systems for collecting online implemented to collect statements of support for a proposal for citizen initiative, when the collected data are expected to be kept in Belgium , to the technical specifications adopted in pursuance of article 6, § 4, of the Regulation (EU) no 211/2011 of the European Parliament and of the Council of 16 February 2011 on the citizens ' initiative.
The King shall lay down the conditions and the procedure for approval of law enforcement agencies to give an opinion on the conformity of collection systems online.
If the compliance referred to in paragraph 1 is established, the Minister having the Interior in charge delivered to the organizers of the citizen initiative proposal the certificate referred to in article 6, § 3, of that regulation.
S. 3. the Minister in charge of the Interior coordinates the process of verification of the declarations of support gathered for a proposal of citizens ' initiative, when signatories reside in Belgium or are Belgian nationals residing outside the territory of the Belgium. It refers to agents that are responsible to examine, on the basis of appropriate controls, if these statements of support are valid under the provisions of the abovementioned regulation.
These controls are designed to ensure: 1 ° the minimum number of signatures that must be affixed to the declarations of support is reached;
2 ° the signatories to these statements of support have the required age to vote in the elections of the European Parliament.
3 ° they are Belgian or national of another EU Member State and are registered as a principal residence or a Belgian municipality population registers, or a diplomatic or consular post records Belgian abroad.
The controls referred to in paragraph 2, 2 ° and 3 °, are carried out by way of sampling.
The King determines the rules that must be followed for this purpose.
Where it is clear from these controls that the declarations of support collected validly in favour of citizens ' initiative are sufficient, the Minister in charge of Interior issued to organizers of the proposal the certificate referred to in article 8, § 2, of the aforementioned regulation, indicating the number of valid declarations of support.
