224. Regulation of the Federal Minister for the Interior, which enacts the Regulation on access to education offered by the Security Academy (SIAK-BV) and the regulation on security charges.

Article I

Security academy education regulation

On the basis of § 10a (2) and (4) of the Security Policy Act (SPG), BGBl. No 566/1991, as last amended by the Federal Law BGBl. I No 104/2002, shall be assigned:

Education offers

§ 1. The Security Academy is responsible for the implementation of basic training and the training of teaching and management staff for all staff of the Federal Ministry of the Interior.

§ 2. (1) The security academy shall be entitled, in accordance with existing resources, to draw up, offer and carry out any kind of educational provision, provided that the offer is in connection with the tasks assigned to the Academy of Security. In the preparation of educational offers, it has to determine the target group for which the offer is primarily intended.

(2) In the following areas, the implementation of educational offers for staff of the Federal Ministry of the Interior of the Security Academy is reserved:

1.

Training and training for radiation protection,

2.

Training and training for trainers and multipliers within the framework of general training and

3.

Applied psychology for psychologists, tutors after stressful events, test and exploration managers, assessors, conflict moderators, information officers, trainer, federal and state trainers of the training training and relatives of special special units.

§ 3. The security academy is entitled to set a number of participants for all educational offers according to § 1 as well as for other persons.

Basic training

§ 4. Basic training is that service training which is intended to lead to the fulfilment of the requirements for the appointment or the definition of a definitive position. It shall provide the staff with the basic and general knowledge, as well as the technical, social and methodological skills required for the area of responsibility envisaged.

Leadership Training

§ 5. (1) Managers shall be those persons who, on the basis of their position, have the power to make relevant decisions regarding the planning, organisation, control and implementation of the objectives set.

(2) In order to provide leadership training, managers of the Federal Ministry of the Interior, as well as those staff who are eligible for use as a manager, shall be allowed. The authorisation shall be granted by the service authority.

(3) The number of applicants exceeds the number of participants defined by the security academy, giving preference to candidates who already hold a leading position; furthermore, in the selection of aspects of the promotion of women, and to take account of the importance of current or future use as a manager.

Selection and training of teachers

§ 6. Teachers are to be used as teachers who are personally and professionally qualified to carry out their teaching activities; in particular, it is necessary to take care of the educational content in the selection of pedagogical skills. Persons who, because of their education or previous professional activities, have a special knowledge of the teaching activities at the Security Academy which they have to obtain.

§ 7. (1) The main vocationally lectures are persons working at the security academy, whose job-related tasks are predominantly the teaching activity at the Security Academy.

(2) In the case of the Safety Academy, only staff members who demonstrate knowledge of pedagogics or undertake a pedagogical training course at the Security Academy may be employed as the main professional. Staff of the groups E 2a and E 2b, which are used as main professionals, should in principle have at least three years ' security policy executive service. Exceptions are possible in objectively justified cases.

(3) The Director of the Academy of Security has to set up a Commission for the selection of candidates who have to work on the personal, pedagogical and professional qualifications of the applicants. The Commission shall be composed of the Director, two members of the Security Academy and two other members.

(4) The security academy shall ensure the pedagogical and professional training of the main professional staff. In the selection of the participants, the individual training requirements, aspects of the promotion of women and the date of the applicant's last participation in an identical or similar event shall be taken into consideration.

Other educational events

§ 8. (1) Other educational events are all those which are not to be attributed to § § 4 and 5.

(2) The number of applicants from the fields of the Federal Ministry of Home Affairs exceeds the specified number of participants, so when selecting the participants, the value of the training content for the service activity, on aspects to take account of the promotion of women as well as the date of the applicant's last participation in an event with an identical or similar objective.

Cost replacement

§ 9. (1) Education offers of official training are free of charge for staff of the Federal Ministry of the Interior.

(2) The replacement of the costs of training courses for persons who are responsible for the tasks of the security administration (§ 2 of the SPG) and are not Federal staff members shall be

in the case of educational events with a person carrying out this activity in the course of their duties, or those who carry out this activity as a secondary activity, € 2.5 per participant and unit of instruction;

for educational events with other participants 8 € per participant and teaching unit.

(3) The rate of reimbursement as set out in paragraph 2 shall be reduced or increased to the extent that the change in the 2000 consumer price index, or the index to its position, of the consumer price index 2000 or the index of the consumer price index for 2002 shall be reduced or increased. published index number. The recalculation shall be made after publication of the index number for a calendar year. The amounts thus calculated shall be rounded up or down to full euro amounts, with amounts up to and including 50 cents rounded up and sums being rounded up over 50 cents. The new amounts shall apply from the month following the date of the meeting by the Federal Statistical Office Statistics Austria.

(4) Travel, accommodation and catering costs are not included in the reimbursement of costs pursuant to paragraph 2.

(5) The rate of reimbursement for education offers shall be determined by the security academy except in the cases referred to in paragraph 2, on the basis of the common value (§ 305 ABGB).

(6) In the case of cooperation agreements which are subject to a service obligation or participation in the form of international agreements, the director may depart from the pre-order of the replacement of the costs.

In-force pedals

§ 10. (1) This Regulation shall enter into force on 1 June 2004.

(2) At the same time, the Regulation of the Federal Minister of the Interior on access to training at the Security Academy (Security Academy Training Ordinance), BGBl. II No 360/2002.

(3) As far as natural persons are referred to in this Regulation only in male form, they shall refer to women and men in the same way.

Article II

Amendment of the security charges regulation

Pursuant to § § 5a (3), 55b (5) and (92a) of the Security Policy Act (SPG), BGBl. No 566/1991, as last amended by the Federal Law BGBl. I No 104/2002, shall be assigned:

§ 7 of the Regulation of the Federal Minister of the Interior on the setting of fees and expenses for the performance of the security executive pursuant to the Security Policy Act (Security Fees-Ordination-SGV), BGBl. No 389/1996, as last amended by the BGBl Regulation. II No 358/2002 shall expire at the end of 31 May 2004.
