441. Regulation of the Federal Minister for Agriculture, Forestry, the Environment and Water Management concerning the statistics on the livestock population in 2004

On the basis of § § 4 to 12 of the Federal Statistics Act 2000, BGBl. I No 163/1999, as last amended by BGBl. I n ° 71/2003, is in agreement with the Federal Chancellor and in agreement with the Federal Minister for Finance, in addition to the provisions of Section 12:

Arrangement for the compilation of statistics

§ 1. The Federal Institute of Statistics Austria (Bundesanstalt) has been responsible for the fulfilment of Austria's obligations under Council Directives (EEC) No 93/23 on the statistical surveys on pig production, (EEC) No 93/24 on the Statistical surveys on cattle production and (EEC) No 93/25 on the statistical surveys of sheep and goat production, each OJ L 327, 28.3.2002, p. No. 1., as last amended by Directive (EC) No 97/77, OJ L 73, 27.3.1997, p. No. 28, to carry out surveys in accordance with the provisions of this Regulation and to compile statistics on the basis of the data collected by 28 February 2005.

Statistical units, survey mass

§ 2. Statistical units shall be agricultural holdings holding cattle, pigs, sheep or goats on the cut-off date, or slaughtering pigs which have not been investigated during the reference period.

Reference period, reference period

§ 3. (1) The reference date of the survey is 1 December 2004.

(2) The period from 2 June 2004 to 1 December 2004 shall be considered as the reference period for information on unexamined slaughterings of pigs.

Survey characteristics

§ 4. The survey characteristics referred to in Annex I and II to the public.

Survey Type

§ 5. (1) Di e survey characteristics relating to pigs, sheep and goats (Annex I ) are to be collected in terms of the type of sample survey by survey of 7,000 statistical units.

(2) The survey characteristics relating to bovine animals (Annex II) ) are to be collected in the form of full-scale collection by the procurement of administrative data.

(3) The selection of the sample for the collection of the survey characteristics in accordance with Annex I has to be carried out by the Federal Institute on the basis of a stratified random sample.

Implementation of the survey

§ 6. (1) The survey in accordance with § 5 (1) shall be carried out in writing with the survey documents (questionnaires and explanations) to be applied by the Bundesanstalt uniformly for the federal territory.

(2) For statistical units which are used as online detectors within the meaning of Section 11 (1) of the Animal Labeling and Registration Ordinance 2003, BGBl. II No. 490/2003, which are registered with the Federal Institute, the Bundesanstalt must also keep available electronic survey documents.

Obligation to provide information

§ 7. (1) In the case of the surveys, the obligation to provide information in accordance with § 9 of the Federal Statistics Act 2000 on the survey characteristics in accordance with Annex I shall be required.

(2) For the purpose of providing information, those natural and legal persons as well as partnerships of commercial law are obliged to operate a statistical unit in accordance with § 2 in its own name.

Obligation to provide information to the parties responsible for providing information

§ 8. (1) The parties responsible for providing information-with the exception of online reporting pursuant to § 6 para. 2-are obliged to reply in full in the municipal office or in operation on questions of the counting organ to the best of their knowledge and, in the case of absence on the counting day, in any case the Information in the municipal office.

(2) Online detectors shall be obliged either to enter their information in full and to the best of their knowledge in the electronic survey documents within twelve working days after the date of the reference date, or to complete and complete the information in full within the same period of time. conventional survey documents to be sent to the address indicated in the survey documents.

Information on disclosure requirements

§ 9. The Federal Institute has to provide information on the legal consequences according to § 66 of the Federal Statistics Act 2000 in the case of refusal of information and in the case of information which is knowingly incomplete or not to the best of its knowledge.

Participation obligations of municipalities and district capitals

§ 10. (1) The municipalities and the district headquarters, in whose scope of action is a holding selected by the Federal Institute of Selected Operations, shall be obliged to participate in the survey in accordance with paragraphs 2 and 3. To this end, the Bundesanstalt has notified the municipalities concerned of the address of the sample holdings.

(2) The municipalities have to participate in the survey in the form that counting bodies used by the mayor, after oral questioning of the information providers, fill out the survey forms provided by the Federal Institute.

(3) The congregations shall forward the completed survey forms to the Federal Institute by the competent district general team until the twelfth working day after the deadline. The Landeshauptmann can order a direct transfer from the municipality to the Federal Institute.

Duty of participation of the holders of administrative data

§ 11. Agricultural market Austria is obliged to transmit the administrative data required for the determination of the survey characteristics in accordance with Annex II, at the request of the Bundesanstalt, free of charge and on electronic data storage medium.

Cost severance

§ 12. The municipalities will be granted a cost compensation for the participation in the livestock survey in the amount of 1.79 euro per statistical unit raised.
