Regulation of the Federal Minister for Education, Science and Culture on the knowledge balance (knowledge balance-regulation-WBV)

Pursuant to Section 13 (6) and Section 16 (6) of the University Act 2002, Federal Law Gazette (BGBl). I n ° 120, as last amended by the Federal Law BGBl. I No 77/2005, shall be:

Scope

§ 1. This regulation applies to the knowledge balance of the universities according to § 6 of the University Act 2002 and the University of Continuing Education Krems in accordance with the Federal Act on the University of Continuing Education Krems (DUK-Law 2004), BGBl. I n ° 22/2004.

Objectives of the knowledge balance

§ 2. The knowledge balance is used for the holistic presentation, evaluation and communication of intangible assets, performance processes and their effects, and is a qualitative and quantitative basis for the preparation and conclusion of the To use the performance agreement.

(2) The knowledge balance of the universities according to § 6 Z 4 to 6 and Z 12 of the University Act 2002, in addition to the sections referred to in paragraph 1, has a section " VI. Specific key figures-set for the medical universities ".

(3) The knowledge balance of the universities according to § 6 Z 16 to 21 of the University Act 2002, in addition to the sections referred to in paragraph 1, has a section " VII. Specific key figures-set for the universities of the arts ".

Content of the knowledge balance

§ 4. (1) The Section " I. The scope of action, objectives and strategies " is to be presented in a narrative form. In addition to the scope of action, objectives and strategies, the following subject areas are, in any case, narrative to be presented:

a)

measures for working students as well as for students with child-care obligations or other similar care obligations;

b)

quality assurance measures;

c)

measures in the field of public relations;

d)

-measures to achieve the university's role in gender equality and the promotion of women, in particular to increase the number of women in senior positions and in the field of scientific staff;

e)

Personnel development and continuing training measures;

f)

Measures for students with disabilities and/or chronic illnesses in order to prepare for studies, for certain target groups during their studies, to facilitate the transition to working life, and relevant research activities;

g)

prices and awards;

h)

Research clusters and networks broken down by:

the date of establishment,

Duration,

Organizational form,

Size (number of employees, total approved volume),

i)

State of implementation of the Bologna Declaration.

(2) The definitions of the key figures as well as the list of characteristic features shall be made in accordance with Annex 1, which shall also include the survey period and/or the survey period. -Time for each key measure.

(13) The key figures are with regard to section " I. Scope, objectives and strategies " to be interpreted narratively.

(14) The universities have the system and data-technical specifications of the Federal Minister for Education, Science and Technology in the transmission of key figures and in the transmission of narrative interpretations of the key figures. and culture. The presentation of the figures has to correspond to the formal requirements, including any requirements for the summary of curricula or scientific/art branches of the Federal Minister or of the Federal Minister (data structure). The transmission of key figures and interpretations by the university has to be done by 30 April of each year.

(15) As far as the Federal Minister of State or the Federal Minister of Federal Republic of Germany, on the basis of the University Tuition Evidence Regulation 2004-UniStEV 2004, BGBl. II No. 288/2004, and the Education Documentary Regulation Universities-BidokVUni, BGBl. II No 30/2004, which provides raw data on the envisaged electronic platform, the universities have to base these on the statistical analysis of the knowledge balance.

Allocation of results of central surveys

§ 5. If the Federal Minister for Education, Science and Culture carries out periodic central surveys on the situation of students and graduates, the Federal Minister or the Federal Minister for Education, Science and Culture are responsible for the Federal Minister for Education, Science and Culture to include partial results from the universities in the knowledge balance and to refer to the section "IV.1 Output and Effects of Core Processes-Teaching and Training".

Optional Performance Representation

§ 6. The universities can add further key figures of the knowledge balance to the individual performance presentation, in particular in connection with the performance agreement, the respective sections.

Integrated consideration of research and teaching

§ 7. (1) The classification of the scientific branches according to the Austrian Classification of Science branches 2000 (Statistics Austria) according to the Austrian Classification of Science Branches (Statistics Austria) according to the Austrian Science and Science branches (Statistics Austria) is according to Appendix 2 to use. (3) The assignment of the services shall take place proportionately:

a)

In the R&D area, in proportion to the scientific branches;

b)

in the area of the development and development of the arts, in proportion to the art branches;

c)

in the area of teaching, in proportion to the curricula;

Publication in the newsletter

§ 8. The publication of the knowledge balance in the newsletter according to § 20 (6) of the University Act 2002 only has to be published in accordance with a formal and cognitive data clearingprocess, which is to be carried out by the Federal Ministry of Education, Science and Culture. For a maximum of five weeks. The presentation of the figures in the newsletter has the formal requirements of the Federal Minister or of the Federal Minister, including any requirements for the summary of curricula or scientific/art branches as well as for the reduced Representation of the stratification features and features according to Appendix 1 (Report structure). In the publication of the knowledge balance in the newsletter, a presentation of the figures over the course of the reporting period is to be provided in the reporting period 2006. § 9. (1) In accordance with § 16 (6) of the University Act 2002, the universities have the Federal Minister for Education, Science and Culture in accordance with § 6 of the University Act 2002 and the University for Continuing Education Krems. to submit the following data:

Evaluation and quality assurance

§ 10. (1) At the latest five years after the entry into force of this Regulation, the Federal Minister for Education, Science and Culture, with the involvement of the universities, has an evaluation of the achievement of the objective of this Regulation; in particular on the actual use of the data in accordance with § § 4 and 9.

(2) The Federal Minister for Education, Science and Culture can check the correctness of the information contained in the knowledge balances for quality assurance of the information contained in the knowledge balances.

Special provision for the University of Continuing Education Krems

§ 11. (1) The knowledge balance of the University for further education in Krems contains all of the key figures contained in Sections 4 and 9 (1), with the exception of indicators II.1.2, III.1.6, III.1.10, III.1.12, III.2.4, III.2.5, III.2.6, III.2.7, III.2.8, IV.1.3, IV.1.4, IV.2.1 and 1.1.

(2) The following key figures are to be delivered in an adapted form:

a)

III.1.2: with regard to the characteristics of the "University courses for graduates" and "other university courses".

b)

III.1.3: with regard to the "gender" feature; the average duration of study only refers to university courses.

c)

III.1.4: is the "success rate of students in university courses" and refers to university courses.

d)

III.1.5: with regard to the composition of the property "extraordinary students".

e)

III.1.7: is "Number of Extraordinary Studies".

f)

III.1.8: is "Number of extraordinary students with participation in international mobility programmes (outgoing)" and refers to extraordinary students. This measure shall be delivered from the reference year 2006 onwards.

g)

III.1.9: is "Number of extraordinary students with participation in international mobility programmes (incoming)" and refers to extraordinary students. This measure shall be delivered from the reference year 2006 onwards.

h)

III.1.11: International Joint Degrees refers to university courses conducted jointly with non-Austrian institutions; international Double Degree programs refer to additional content offerings for university courses to non-Austrian institutions that lead to a degree at a non-Austrian university.

i)

IV.1.1: refers to extraordinary studies and is to be supplied with regard to the "gender" and "nationality" characteristics.

j)

IV.1.2: refers to university courses and is to be delivered from the reporting year 2007.

k)

1.2: refers to university courses.

§ 12. This Regulation shall enter into force on 1 February 2006.

Transitional provisions

§ 13. (1) The balance of knowledge of the reference year 2005 is the narrative sections of the knowledge balance (sections I. and V.) and, in any case, the indicators according to UniStEV 2004 (indicators III.1.3, III.1.4, III.1.5, III.1.6, III.1.7, III.1.8, III.1.9, III.1.10, III.2.6, III.2.7, III.2.8, IV.1.1, IV.1.2, IV.1.3, IV.1.4, IV.2.1) and BidokVUni (Key Figures II.1.1 and II.2.11) to be assigned to the relevant sections of the knowledge balance .

(2) In addition, the following measure shall be included in the balance of knowledge on the reference year 2005:

IV.2.5 Revenue from R&D projects as well as projects relating to the development and development of the arts according to § 26 (1) and § 27 (1) (1) (3) of the University Act 2002 broken down by funds from the Fund for the Promotion of Scientific Research (FWF), EU funds and other means.

The transmission of the IV.2.5 ratio also has to be included in the 2004 reporting year.
