99. Ordinance of the Federal Minister for Families and Youth concerning the Basic Education Regulation of the Federal Ministry for Families and Youth

On the basis of § § 26 of the Civil Service Law 1979-BDG 1979, BGBl. No 333/1979 i.d.g.F, shall be assigned:

Scope

§ 1. (1) This Regulation lays down the basic training for those staff in the department of the Federal Ministry for Families and Youth, which is based on the Act of the Order of Merit 1948-VBG, BGBl. No 86/1948, or contractual agreements for the completion of basic training, or for the 1979-BDG 1979 Civil Service Act, the successful completion of a basic training as an appointment or A definitive requirement is provided for.

(2) The provisions of § § 23 to 31 BDG 1979 i.d.g.F. are to be applied in accordance with the provisions of this Regulation, unless the present regulation provides otherwise.

Objectives of basic training

§ 2. (1) The Federal Ministry for Families and Youth is committed to a future-oriented and individually coordinated training of its employees according to the latest findings.

(2) Primary objectives of basic training are:

1.

the provision of that knowledge which is necessary for the quality of the performance of the tasks in the workplace which the staff member holds or seeks to perform,

2.

to make the staff familiar with the special features of the service in the department of the Federal Ministry for Families and Youth, and

3.

to provide extensive knowledge of the functioning of the Austrian state institutions and of the European Union.

Head of Training/in

§ 3. The head of training is the person responsible for the training after the division of the Federal Ministry for Families and Youth has been divided into the Federal Ministry of Education and Training.

Training Modules

§ 4. (1) The basic training is made up of modules.

(2)

The individual modules can be used in seminar form, as individual lessons, as an e-learning system or as training or Practical use in the workplace. In addition, project work and phases of self-study can be provided.

(3)

If possible, qualified staff members of the Federal Ministry for Families and Youth are to be used as the preload/trainer in the individual modules. These are to be determined by the head of training in agreement with the supervisor, head of the department, or the highest service supervisors within the framework of the organizational structures.

Training Plan

§ 5. (1) The training manager has to draw up a personal training plan for each trainee for the basic training, which includes the structure and the course of the basic training. In the preparation of the training plan, the service staff and the apprentier are to be included. The basis for this is, in principle, the practical use and the workplace of the staff member.

(2) In the training plan, all modules to be completed by the staff member shall be included. The duration and the examination mode of each module must be determined. Completed training is provided by the submission of certificates and/or certificates. Confirmations to be confirmed.

(3) The training plan shall be designed in such a way as to conclude the basic training in accordance with. § 138 BDG 1979, § 66 VBG 1948 or according to other contractual provisions is possible.

(4) With the demonstrable knowledge of the training plan, the staff member shall be assigned to the basic training.

(5) Participation in courses within the scope of the training shall be considered as a service.

(6) The basic training shall be evaluated. For this purpose, each training module is to be assessed by the trainee. The results are to be transmitted to the training manager.

Construction of basic training

§ 6. (1) Basic training in the Federal Ministry for Families and Youth consists of

1.

an initial orientation which begins with the step of entering into service, which serves to communicate knowledge directly necessary for the service, but does not constitute an examination subject,

2.

an introductory event, which will provide an overview of the venue, principles of public administration (such as the Federal Ministries Act, Office Rules) as well as gender mainstreaming, equal treatment and women's promotion,

3.

a general theoretical training, which includes the relevant examinations, within the framework of the German Federal Chancellery's modular basic training programme, in the form of the training modules offered by the Administration Academy,

4.

a ressortspecific theoretical training and

5.

of a practical use according to. 2 and 3.

(2) In addition to the theoretical training, a minimum of five months of practical use of the staff members at their workplaces and, where possible, a minimum of one month, shall be used for at least five months prior to the completion of the basic training. to be used on a rotary work station. This is to be noted in the training plan.

(3) In the context of practical use, the apprentices of the use or To draft a project work, the subject and scope of which will be determined by the portfolio examiners in agreement with the service managers, to be able to draw up a project work for the A1, A2, A, B, v1 or v2 pay groups. Project work is to be submitted to the portfolio examiners for evaluation.

(4) The whole theoretical basic training in accordance with. § 6 (1) (3) and (4) shall include the following minimum periods:

for the use and/or Pay groups A2, B, v2....................................................................... 24 days,

for the use and/or Pay groups A3, C, v3, h1.................................14 days,

for the use and/or Pay groups A4, A5, D, E, v4, h2, h3.................8 days.

General theoretical training

§ 7. (1) The modules according to § 6 paragraph 1 Z 3 are to be selected from the respective valid education programme of the Federal Chancellery-Basic Training of the Administrative Academy (VAB) to the following extent

a)

Members of the use or Pay groups A/A1 and v1 have nine modules to complete,

b)

Members of the use or Pay groups B/A2 and v2 have seven modules to complete,

c)

Members of the use or Pay groups C/A3, v3 and h1 have six modules to complete,

d)

Members of the use or Pay groups D/A4, E /A5, v4, h2 and h3 have four modules to complete.

(2) The introductory module "State-Bundesverwaltung-Gesellschaft" (State-Federal Administration-Society) is intended for all use and/or use of Pay groups mandatory, if organizationally possible, as the first module to complete.

Ressortspecific theoretical training

§ 8. (1) For the ressortspecific theoretical training, the following table shall be used:

a)

in the use or Pay groups A1, A2, A, B, v1 or v2 two examination subjects, which can be selected under § 5 para. 1, and

b)

in the other uses and/or Pay groups to complete a test subject in the prescribed period:

(2) For staff members of the billing service, as a specialist department, a further module suitable for content is in accordance with. § 6 Abs.1 Z 3 to be elected.

Audit Commission

§ 9. (1) In the Federal Ministry for Families and Youth, an examination committee is to be set up, whose members act as an individual examiner or a member of an examination council and to be appointed by the Federal Minister for the duration of five years. order.

(2) Only appropriately qualified federal staff members may be appointed to the members of the Service Examination Commission. The chair is to appoint a staff member of the Higher Service of the Federal Ministry for Families and Youth.

(3) If necessary, the Examination Committee may be supplemented by new members for the remainder of its functional period.

(4) The membership of the Service Examination Commission shall end with the departure from the staff level of the Federal Government. It rests on the day of the initiation of a disciplinary procedure until its final conclusion, during the period of the (provisional) suspension of the service, in the case of an out-of-service position, or of a mapping.

(5) The members of the Examination Committee shall be independent and independent in the performance of this Office.

Service Review

§ 10. (1) The knowledge and skills acquired in the basic training shall be demonstrated in a service examination. The service examination consists of partial exams on the content of each training module. If the training success of a module is also ensured without examination, the corresponding partial test can be omitted.

(2) The subject-specific theoretical department-examination takes place as a public, oral examination and is to be deposited in front of a single examiner. The assignment is carried out by the head of the training. Section 27 (2) BDG 1979 must be applied with the proviso that a more than two-fold allocation to the modules and departments is inadmissible.

(3) In order to prepare for the service examination, the trainee will be granted a service exemption of 10 working days.

(4) The service examination shall then be deemed to be successful if all the partial exams have been passed and the project work has been assessed positively in accordance with Section 6 (3).

(5) A certificate of service examination must be issued by the head of the training department in respect of the passed service examination. The success of the examination in each training module and department must be noted in the certificate of service. As a calculus, "B" for "Pass", "N" for "Not Bestood", "T" "Parted" and "A" for "Passed with distinction" must be used. An excellent rating is to be found.

(6) A partial examination which has not been passed can be repeated twice. The reprobative period is two months. The second repetition has to be held before an examination senate chaired by the Chairman of the Commission's Commission.

(7) After the successful completion of the service examination, the basic training is completed.

Invoice

§ 11. (1) In accordance with the principles laid down in § 30 BDG 1979, certain training courses at the discretion of the resort may be credited to basic training. Invoices shall be recorded in the certificate.

(2) The relevant scientific work already submitted can not be credited or the project work according to. § 6 (3).

(3) An account shall be taken, in particular, on the assumption of a staff member from another place of business who has already completed the basic training.

Entry into force and transitional phase

§ 12. (1) The Basic Training Ordinance of the Federal Minister for Families and Youth shall enter into force with the publication of the Federal Law Gazans.

(2) Basic training begun before the entry into force of this Regulation may be completed in accordance with the provisions in force until that date.
