Section 1

General provisions

Scope

§ 1. This Regulation applies to the provisions of Section 1 (1) (1) (1) to (9) of the Higher Education Act 2005, BGBl. I n ° 30/2006, called public pedagogical universities. It lays down the principles for:

1.

the procedure for determining the suitability for the Bachelor's programme and the special requirements for admission to courses of study in vocational education and training (Sections 2 and 3),

2.

the setting of conditions for the study of (higher education) courses (Section 4) and

3.

the recording procedure (Section 5).

Definitions

§ 2. The scope of this Regulation shall be understood as:

1.

Under "Lehramt", the basic qualification for the exercise of the teaching profession (restricted to school types or subject areas or teaching subjects) connected with the successful completion of six-semester teacher training studies;

2.

"Teaching qualification" means the authority associated with the corresponding teaching profession to exercise the teaching profession in certain

a)

Teaching subject at primary schools,

b)

Teaching articles and subject areas at Polytechnic schools and

c)

Specialist groups or Specialist areas in vocational schools and vocational training centres and higher education institutions;

3.

under the "Bachelor of Education (BEd)", the academic degree to be awarded on the occasion of the first successful completion of a teaching degree program in accordance with § 65 (1) of the University Act 2005.

Section 2

Suitability

Suitability for the Bachelor's degree

§ 3. (1) The general suitability for the Bachelor course includes:

1.

The basic personal aptitude for the exercise of the teaching profession;

2.

the knowledge of the German language in word and written language required for the exercise of the teaching profession, as well as the required speaking and voting performance;

3.

the professional competence defined in the curriculum for the respective course of study, such as in particular

a)

the musical-rhythmic aptitude for the Bachelor studies for the teaching of the teacher training for elementary schools and for special schools as well as for the teaching qualification "Music Education" within the framework of the teaching profession for primary schools and

b)

The physical-motor suitability for the Bachelor studies for obtaining the teacher training for elementary schools and for special schools as well as for the teaching qualification "Movement and Sport" within the framework of the Magisterium for primary schools and for polytechnic schools.

(2) In addition to the general university entrance qualification (§ 51 (1) and (2) of the Higher Education Act 2005) and the general suitability for the Bachelor's degree programme in accordance with paragraph 1, the special qualification for the Bachelor's degree programme for teaching staff in the area of vocational education and training includes:

1.

For the teaching profession for vocational schools:

a)

for the Section I (general education and business-related subjects) and the Section II (subject-related theoretical teaching subjects) the successful examination of the maturity and diploma examination of a relevant vocational higher education school or the successful filing of a maturity test and a relevant training,

b)

for Section III (subject-specific teaching subjects), the successful decommissioning of a relevant master examination or equivalent relevant qualification; and

c)

in all cases, the deferment of a professional practice of at least three years ' time.

2.

For the teaching profession for the technical and commercial department at vocational middle and higher schools:

a)

For the specialist group A (subject-theoretical teaching subjects) the successful filing of a maturity and diploma examination of a relevant vocational higher school or the successful filing of a maturity test and a relevant training,

b)

for Section B (subject-specific teaching subjects), the successful decommissioning of a relevant master examination or equivalent relevant qualification; and

c)

in both cases, the relaying of a relevant professional practice which has to cover at least two, incidentally, at least three years for graduates of a relevant vocational higher education institution.

3.

For the teaching profession for the department of fashion and design at vocational middle and higher schools:

a)

For the subject-related theoretical subjects, the successful filing of a maturity and diploma examination of a relevant vocational higher school or the successful filing of a maturity test and a relevant training,

b)

for the subject-specific teaching subjects, the successful deposition of a relevant master examination or equivalent relevant competence.

4.

For the teaching profession for the Department of Information and Communication at vocational middle and higher schools:

a)

the successful filing of a maturity and diploma examination of a relevant vocational higher education school, or

b)

the successful filing of a tyre test and an equivalent competence.

5.

For the teaching profession for the Department of Nutrition at vocational middle and higher schools:

a)

the successful filing of a maturity and diploma examination of a relevant vocational higher education school, or

b)

the successful filing of a tyre test and a relevant training.

6.

For the teaching profession for agricultural and forestry vocational and technical schools as well as for the Department of Agrar and the Environment at higher agricultural and forestry schools:

a)

The successful filing of the maturity and diploma examination of a higher agricultural and forestry training institute, or

b)

the successful completion of the maturity and diploma examination of another vocational higher school in connection with the successful completion of an at least three-year agricultural and forestry vocational school, or

c)

the successful filing of the tyre test and

aa)

the successful training as a master according to Section 4 of the Land and Forest Vocational Training Act, BGBl. No 298/1990, or

bb)

the successful completion of a relevant university degree, or

cc)

the successful completion of a relevant university of applied sciences degree.

7.

For the teaching profession for subject-specific teaching subjects of the Department of Environment at vocational middle and higher schools:

a)

The successful filing of the maturity and diploma examination of a higher agricultural and forestry teaching institution or another vocational higher education institution or

b)

the successful filing of the tyre test and

aa)

the successful training as a master according to Section 4 of the Land and Forest Vocational Training Act, BGBl. No 298/1990, or

bb)

the successful completion of an at least three-year agricultural and forestry vocational school, or

cc)

the successful completion of a relevant university degree, or

dd)

the successful completion of a relevant university of applied sciences degree.

(3) The study commissions shall, by means of a regulation, have the necessary detailed provisions relating to paragraphs 1 and 2. In particular:

1.

to specify the requirements for the basic personal fitness for the exercise of the teaching profession in accordance with paragraph 1 (1) (1) in such a way that there are no grounds in the person of the admissions applicant or the admissions applicant who are the pursuit of the desired teaching profession, even after the successful completion of the teacher training course, in order to receive the admission of the teaching profession;

2.

the requirements for the knowledge of the German language in word and written form required for the exercise of the teaching profession, as well as the speaking and voting performance required for the exercise of the teaching profession in accordance with paragraph 1 (2), in such a way as to be specify that-even in accordance with the provisions of the curricula as well as on the basis of the curriculum regulations of the relevant types of school-all the linguistic and vocal languages required for the teaching work (writing) the quality criteria are met;

3.

the requirements for professional competence, in particular for the rhythmic and physical fitness according to section 1 Z 3, in accordance with the provisions of the curricula, and also on the basis of the curriculum regulations of the to give concrete expression to the relevant types of school;

4.

to assign the subject-matter to the groups referred to in paragraph 2 (1) to (2);

5.

define the minimum duration and type of professional practice referred to in paragraph 2 (2) (1) and (2), taking into account the particular situation of students during the transitional period

the higher schools, training courses, master examinations, qualifications and university and technical university studies which are relevant for the purposes of Z 1 to 7, or are equivalent.

Section 3

Suitability determination

Commitment to cooperation

§ 4. The admission criteria as well as the instruments for the determination of suitability are to be developed by the Pedagogical University in accordance with § 10 of the German Higher Education Act 2005 in such a way that international standards are respected. and at the same time orientation at post-secondary and foreign post-secondary educational institutions the comparability in the requirements for the individual teacher training studies is guaranteed.

Method of determining eligibility

§ 5. (1) A special piece of information (§ 6) on the course of studies and the teaching profession has to be held right before the beginning of the admission period. (2) The eligibility for a Bachelor's degree is determined on the basis of the application for admission in the form of an individual aptitude and counselling interview (§ 9) and, if required, by special aptitude findings (§ 10). (3) The results of the individual aptitude and counselling interview (including the results of any special aptitude findings according to § 10) shall be recorded in writing and transmitted to the rectorate.

(4) In the event of a lack of suitability for admission to the Bachelor's degree programme, this must be done with written and duly substantiated communication (§ 25 of the Higher Education Act 2005).

Specific information

§ 6. Individual aptitude and consultation

Special aptitude findings

§ 10. Section 4

Prerequisites for the study of (higher education) courses

Setting requirements

§ 12. Recording procedure

Application for admission to study

§ 13. (1) The application for admission to the course of study is to be submitted to the Pedagogical University within the approval period to be determined in accordance with § 52 of the University Act 2005. In any case, the application shall contain:

Final provisions

The validity and effectiveness of other legislation

§ 14. To the extent that federal laws are referred to in this Regulation, they shall be applied in the version valid with the entry into force of this Regulation.
